After research, staff has determined that the Town could save approximately $20,000 per year by purchasing its own storage facility and mixing salt and sand in-house. By recycling the reclaimed sand and mixing it with approximately 7% salt, the Street Department would produce a mix that would be better for the environment. The EPA requires covered storage of this type material. The storage tent would be installed at the Elm Road storage yard (the Town "laydown yard.") The 2007 budget includes $7,500 budgeted to introduce sidewalk in these areas to provide a safer and more aesthetic area for recreation. Cost/Budget: Budget: $7,500.00 Acct # 211-5900-459.35-61 / p. 159 Action: Staff seeks authorization to award to the lowest of three bidders for the construction of sidewalks and related appurtenances for a not-to-exceed cost of $7,500.00. Parks Department will provide boulder work, restoration, irrigation modifications and turf in new areas. The resulting product will create a safer walking path, areas for three new picnic benches, and an area for a future sculpture. SUBJECT: Transportation Alternatives Study in Partnership with CDOT's Transportation Consultant Background: The Colorado Dept. of Transportation has stated that they may have maintenance funds available in 2008 for congestion improvements in Estes Park. Any improvements would have to be justified by a transportation study provided by CDOT's general consultant, PBS&J. If warranted, the study may provide guidance towards improvements in the downtown area that would relieve downtown traffic congestion. The resulting improvements would be jointly cost- shared and constructed in 2008. CDOT has stated that these funds are only periodically available and may be several years before they are available again. CosUBudget: Budget: $15,000.00 Acct # 101-2400-424.22-02 / p. 92 Action: Staff seeks authorization to retain CDOT's general consulting company, PBS&J, to study alternatives to relieve congestion in the downtown area. The focus of the study would be to seek alternatives that would result in CDOT funding of improvements in 2008. Traffic alternatives would be brought back to the committee for consideration prior to developing design and construction plans. It is anticipated that alternatives would involve joint participation from the Town and CDOT. Consideration for the alternatives would include available budgets from both entities and PBS&J scope of work will include estimating and developing fiscally constrained project scope. The requested authorization is for a not-to- exceed cost of $15,000.00 Transportation Alternatives 1 ,.
