Few people were willing to do the survey on the spot if they are not recycling. Many told us that the recycling program was so much better from where they came. At the Post Office, many people were willing to take the time to fill out the surveys. At Safeway people tended to be too busy to take the time, but many did return them to the library later. Roughly the same number of people dropped the surveys at the library as in the utility box. A few got mailed to the League P.O. box. RESIDENTS: about 2/3 of the people live in town; 85% recycle Recycle: mainly newspapers Oust about all), cans, glass, bottles (-94%), magazines (87%)[many don't seem to realize that magazines can be recycled with newspapers], -50- 60% recycle other things, except for scrap metal and packing material. 45% recycle printer cartridges. Most of the stuff is recycled at Estes Park (77%), and at Ft Collins, Lyons, Boulder (-23%). 6% have WM curbside recycling pick-up. Hazardous materials: 76% recycle, but only a few things (motor oil, paints). Very few people recycle fluorescent bulbs or medications. Often people listed EP for doing their hazardous waste recycling (which did not seem correct). Changes: 39% would like curbside pickup of everything (often saying that it should not cost anything-not realistic). 64% would like to be able to recycle more stuff in EP- mainly cardboard, paperboard and phone books. However, almost half of the people want/need to have more information on what to recycle where. We should consider writing weekly/monthly short articles on a specific topic of what to recycle where. Rankings of EP recycling drop-off (WM transfer station) (1=bad; 10=excellent): the location is more or less ok (7.6) (depending I suspect if you live E or W of town). Hours are so-so ( 5.8). Working people especially would like to see at least one day a week being open late. The signage is so-so (5.8). More than half of the people would like to see more stuff taken (4.2)(especially cardboard, paperboard, phone books etc). The greatest complaints were that the site is not very clean (4.2) and that the main person there is not very unfriendly and unhelpful (4.1) (however, somebody else is friendly & helpful). Comments: There were many good and informative comments with good suggestions and some longer discussions as well as complaints, mainly about the inadequate site (dirty, poor staff, too small). " Keep it clean and well organized with helpful personnel (main supervisor is good, other very grouchy); need bigger space; should more like other places (Longmont, Boulder, Lyons...); more active encouragement-ads in telephone bk; recycle bins around town, near apartments & condos; no steps to bins; no fee for recycling; publicize value of recycling; need to accommodate people with jobs-have one day with late hrs; WM should spend less on ads and more on recycling; too expensive for cardboard right now; would recycle cardboard if no cost; heard that WM puts recycled stuff into trash; people who do it now do it at their expense as it should be; worried having to pay-see article in EP News; oppose recycling were everybody has to pay-expect resistance; need pick-up options for schools; need pick-up place near Senior center, then more people would recycle; bins often full to the front-difficult for seniors to get stuff into bins. "I totally believe in recycling & more options should be provided; recycling much better in other places (mentioned by many people); need better education on recycling; poorly written survey-needed to be a matrix for each recycle item; staff is unhelpful & scary, but glad for the service; would like to see more business recycling ex. Friendly UPS; Larimer Ct provides recycling for Ft Collins and Loveland-should provide it more in EP; perhaps some incentive for expand existing recycling; Studies show that curb-side recycling is best for the citizens, but expensive." Curbside Recycling: Waste Management offers curbside recycling once a month for $7.00 per month, includes cardboard and cereal boxes (paperboard). Mountain Recyclers (970-586-9260) offer bi-weekly pickup from $15 to $35 per month, depending on what they accept. The Estes Valley Recycling is starting up (586-9592; estesvalleyrecycling@hotmail.com). Contact them for more information. BUSINESSES: 90% of the businesses were in town. The main difference between the Residence and the Business community is that they recycle less (51%) and fewer materials, but would recycle more if they had the time, the personnel, the space to store recycables and a better recycling program. What is being recycled are newspapers, cardboard, cans, glass bottles, plastic bottles. They would like to recycle cardboard. The lack of recycling is especially noticeable on the hazardous waste issue-very few businesses recycle hazardous waste (25%) (or say that they have any). Recycling for the most part has had little impact on their trash bill. The rankings are similar to the Residential survey numbers. Comments: "real problem is storage; often recycle bins are full; should be open Monday- Saturday all year; not helpful; would like to if more user friendly; WM acts as if it does not want to recycle; should start a free cardboard recycle program; have cardboard containers by the trash bins at the business; needs to be more convenient; lot of cardboard is put in the trash; no cooking oil pick-up in EP; we at the Wheel Bar have recycled glass for 16 yrs; takes too much time and space and have to pay; real problem is storage; need a good recycling program." /00%356:3824 te- Colorado Association for Recycling C 7221 j PO Box 11130 i /3 / Denver, CO 80211-0130 Turning today's waste into tomorrow's resources Sustainable Resource Economic Opportunity Bill: Overview & Fact Sheet also known as HB 1288 About the Bill. The billlevies a modest increase in the tip fee at the state's landfills. These monies will be used for two purposes: (a) to aid CDPHE in its solid waste management and recycling work; and (b) to create the Recycling Resources Economic Opportunity (RREO) Fund - to be administered by the newly created 13-member Recycling Resource Economic Opportunity committee under the Pollution Prevention Advisory Board (which is administered in CDPHE). The fund will provide grants from the RREO fund for sustainable use and economic development of discarded resources, administered by the RREO committee. Use o f the monies include but are not limited to opportunities to: • Develop or expand local economic and recycling infrastructure for the sustainable use of discarded materials; • Receive rebates for recycling commodities; • Provide local incentives to develop or expand markets for recycled products; • Undertake sustainable resource education programs; • Develop or implement sustainable resource or integrated waste management plans or programs, and for the economic use of organic matter, household hazardous waste, electronic scrap, or other discarded materials; • Reduce waste in tire stockpiles; • Promote public-private partnerships; and • Deter illegal waste disposal. Other features ofthe bill include: Funding Sources and Purposes: • Tipping fees will be increased to create and fund the RREO fund, and allows other funding mechanisms including but not limited to private donations and grants; • Increase ofthe waste tire surcharge by $.50 to $1.50 (this is the fee collected on scrap tires returned to tire dealers and remitted to the state). Ofthose monies, 50% will be credited to the RREO fund and 50% will go to the existing Waste Tire Cleanup and End Users/Processors Rebate Fund (administered by DOLA) • An annual facility fee ofup to $5,000 per facility on any type of facility that CDPHE's Solid Waste Division currently regulates will be levied. These monies are separate from the SREO fund. The solid and hazardous waste commission would have the authority to set the fees based on size/volume handled per year or actual cost of inspection; • Tipping fees will be increased to augment facility fees to hire four FTE in CDPHE's solid and hazardous waste division. These monies are separate from the SREO fund; • CDPHE may use money from the SREO fund in the first year of the fund to cover start up costs; • Requires retailers who receive waste tires from customers, to list the state waste tire fee charge on the customer's receipt separately from any additional waste tire disposal charge added by the retailer. • The bill will sunset in three years. Grant Program Guidance and Administration - The RREO Committee will: • Set criteria for the fund applications based on the feasibility of the proposal and sustainability of the project, the economic and environmental benefits arising from the project, development ofviable end uses and markets for recovery of discarded resources, and any adverse impact on existing businesses; • Set criteria for partial reimbursement to recyclers and end users from the fund that will equal 25% of the funds collected. The partial reimbursement will be based on the number o f eligible recyclable tons claimed and available funds; • Submit an annual report. The report includes gathering information on economic impacts and greenhouse gas reductions resulting from recycling programs. (see attached Exhibit) Slotted drain inlets were installed in 2005 near the intersection with Dry Gulch Road. They work well, but still do not capture the total surface flow. Funds were budgeted to install new culverts under Highway 34, but upon further review this approach only deals with part of the problem. Staff would like to do some surface improvements uphill to address the runoff at the source. The new plan is to remove approximately 250' x 12' of the asphalt pavement and reshape the south shoulder to sheet drain the Stormwater. The work will also include overlaying the full 30' width of the road, in this section, and then shed the storm water to the existing swale and channel it downstream to the existing highway culvert. Budaet / Cost: The 2007 budget contains $34,000 (page 140, 101-3100-431-25-24) for this project A preliminary stormdrain report was done earlier in the year to develop the basin area and volume, and produce a site plan and cross-sections and was paid for with Engineering funds. (page 130, 101-2400-424-22-02, $1000) Recommendation: Staff would like to act as General Contractor and construct this project as soon as possible. This will allow us to complete the work prior to the summer storm event season and redirect the existing runoff away from the troubled area. Staff is providing the engineers estimate at $17,491. We will get price quotes for earthwork and asphalt paving from Coulson Excavating and 1-aFarge.
