Dairy Queen parking lot project postponement: verbal report from Dave Mahany Note: The Public Works Committee reserves the right to consider other appropriate items not available at the time the agenda was prepared. ~iri~ TOWN OF ESTES PARK ~j[~ Notice of Bid Solicitation The Parks Department of the Town of Estes Park is soliciting bids for the next phase of the Riverside Plaza Renovation Project. The work includes: 1. Removal of six (6) trees and their root systems; replacement of the six trees. 2. Removal of four (4) tree grates and the associated concrete; replacement of the tree grates with pavers. 3. Replacement and resetting of broken and misaligned stone and brick pavers, as well as flipping and resetting scarred stone and brick pavers. The Town of Estes Park will provide all materials, including the trees and pavers. A map and additional project information is available at the Engineering Department located in Town Hall, 170 MacGregor Avenue. Questions may be directed to Russ Franklin at 970-577-3781. The work may begin no sooner than April 25, 2007 and be completed by May 25,2007. The construction area must be available for public use on weekends during the construction period. Bids must be received no later than 12:00 noon Friday, April 6,2007 and should be mailed to: The Town of Estes Park, ATT: Russ Franklin, P.O. Box 1200, Estes Park, CO 80517. They may also be dropped off at the Engineering Department. The Town reserves first right to claim any demolition materials. TOWN OF ESTES PARK Inter-Office Memorandum I)ate: April 5,2007 TO: Public Works Committee FROM: Dave Mahany, Bob Goehring SUBJECT: Riverside Plaza Tree Project Phase III Request approval to proceed with budgeted project Background: In 2005 $10,000 was budgeted to remove trees, as well as to replace damaged and uneven pavers in Riverside Plaza. Over the course of time, a significant number of those pavers have been disturbed by cottonwood tree roots, weather and wear. Staff and the Public Works Committee both recognize the need to reset the pavers in order to improve pedestrian safety in the area. In 2006 $7,500 was budgeted for the second phase of the project. In 2007 $10,000 was budgeted for the third phase of the project (Conservation Trust Fund 211-5900-459-35-61 / p.219) Estes Valley Home and Garden Center Inc. was the only contractor who submitted a bid to do the work in 2005 & 2006 and was awarded the contract. At that time Mike Atkins (owner of Estes Valley Home and Garden Center Inc.) indicated he would try to keep his price at the same level for the Committee' s consideration in the phases. M. Atkins Inc. was the only contractor to submit a bid on the project again in 2007. Cost comparison for each phase is listed below: Phase I - 2005 (total cost: $10,000) Area: 1,474 sq. feet (22 ft x 67 ft) Trees removed and replaced: 4 Cost per square foot: $6.78 Phase II - 2006 (total cost: $7,500) Area: 1,512 sq. feet (28 ft x 54 ft) Trees to be removed and replaced: 5 Cost per square foot: $4.96 Phase III - 2007 (total cost: $14,000) Area: 2,200 sq. feet (28 ft x 79 ft) Trees to be removed and replaced: 6 Cost per square foot: $6.36 (a lot of electrical and irrigation in this area) The variance in costs is due to several factors, among them is the fact that the area designated for work this year is more severely damaged; the contractor does have to work around irrigation and power lines; having completed the first two phases of the work, the contractor is more familiar with how best to complete the job efficiently and with the desired final results. The scope of this year's portion of the project involves the removal and replacement of six cottonwood trees with ash trees, as well as the subsequent removal of four tree grates and concrete forms surrounding them (three of the trees are in a planted area - one tree has already been removed, grate and concrete only). The work would also once again involve the replacement and resetting of uneven, broken and scarred pavers. As in the first two phases, the Town will provide all materials, including the trees and the pavers. Under the contract, work would be completed before Memorial Day, with the construction area open to pedestrian traffic on weekends. Cost/Budget: M. Atkins Inc. - Estes Park Co. Cost: $14,000 Budget: $10,000 (acct #211-5900-459-35-61 / p. 219) $ 4,000 (over budget amount to be funded from Parks walkway maintenance account 101-5200-452-25-03 / p. 158) Action: Staff requests approval to accept M. Atkins Inc bid proposal of $14,000 and proceed with the third phase of the budgeted Riverside Plaza Tree Replacement Project, funding the project as listed above. TOWN OF ESTES PARK NOTICE OF BID SOLICITATION Parks Department The Parks Department is accepting bids for the maintenance of the Bureau of Reclamation Power Plant grounds. Bid will be for a one-year contract with the option to renew. The maintenance will consist of general clean-up of the grounds, irrigation start- up in the spring, winterizing and shut-down in the fall, aerating, fertilizing and mowing of the turf areas, weed control and a weekly clean-up. Maintenance Guidelines will be available from the secretary in the Public Works Engineering Office from March 12, 2007 to April 1, 2007. Opening of proposals will be at 9 a.m. April 5, 2004 at the Public Works Office at 170 MacGregor Avenue. The 2007 Parks Department budget includes $11,000 (101-5200-452-25-01 / p. 157) for a maintenance contract on the irrigation and landscaping maintenance at the Bureau Power Plant Property. Bids have been proposed with a second year option if the maintenance is satisfactory to the Town. Cost/Budget: Cost: • Jackson of all Trades / High Valley Sprinkler - Estes Park Co..................$ 9,200 (This is the same company that provided maintenance the last two years: High Valley has Bureau security clearance to irrigation controls; works independently; keeps us aware of problems and makes repairs; does not ask for assistance. Last year's bid was $10,500) • Brad's Estes Valley Lawn Care & Landscaping - Estes Park Co....................$ 8,060 (This Company had the contract in 2003 - the Parks Department had to assist and advise them on repairs, Parks Department spent a considerable amount of time working with them to keep the area to standards) • M. Atkins Inc - Estes Park Co. .................... .........................................$12,795 • Simpson Construction Services - Estes Park Co. .. $12,950 Cost: $ 9,200 Budget: $11,000 (101-5200-452-25-01 / p. 157) Action: Taking into consideration the Town' s satisfaction in the outcome of the contract, Staff recommends accepting the bid from Jackson of all Trades / High Valley Sprinkler for $9,200, with the option to renew for a second year (2008) if the performance of the contractor remains satisfactory to Town Staff. TOWN of ESTES PARK Inter-Office Memorandum April 5,2007 TO: Public Works Committee FROM: Dave Mahany / Bob Goehring SUBJECT: Budgeted Parks Department Utility Vehicle Replacement (Gll4) Background: The 2007 Parks Department budget includes $12,500 (101-5200-452-34-96 / P. 166) for the replacement of utility vehicle G-114, 1993 E-Z GO 3-Wheel Truckster, 14 years old with 1,528 hrs. (parts are no longer available). Per the Town's Vehicle Replacement Policy, this is a Replacement Type 15 (10 years - 1,000 hrs.) this vehicle is NOT funded in the vehicle replacement fund. This vehicle was postponed from the 2003,04,05, & 06 budgets due to replacement cost of the 3-wheel type vehicle (approx. $21,000). We would like to replace this vehicle with a 4-wheel type more stable vehicle with same type options. It has been found that there are limited suppliers of this type of smaller paint striper. This is a request by the Estes Park Urban Renewal Authority to vacate a non-exclusive easement and right-of-way for pedestrian and bicycle use that is located on Lots 1, 2, and 3, CJL Resubdivision of Lots 20 and 21, Block 5, Second Amended Plat of the Town of Estes Park. The easement is recorded at Reception #852828, runs along the southerly lot lines of Lots 1,2, and 3, CJL Resubdivision, and is ten feet wide. Per the statement of intent submitted by EPURA, this easement is no longer needed.
