Box 1200, Estes Park, CO 80517 970-577-3586, gsievers@estes.orq Memo TO: Public Works Committee From: Greg Sievers & Bob Goehring Date: December 14, 2006 Re: Post Office Parking Lot & Fall River Trail Engineering Services RFP Background: The Post Office parking lot and Fall River Trail Phase 4 are slated for construction in 2007 & 2008, respectively. The parking lot asphalt condition ranks as one of the poorest in the inventory, with a current PCI of 47. The 2007 Budget contains funding to completely remove and reconstruct this parking lot. The work will include excavation of much of the poor subgrade that has caused the surface failure, plus placing all overhead power lines underground, improving the drainage system, minor sidewalk repairs, and an improved postal drive-up letter box site. The parking layout will be reviewed to determine whether angled parking will remain or if perpendicular parking will fit. A Request for Proposal (RFP) is planned for January 2007 to bring on a consulting engineer(s) to design the reconstruction of the parking lot and Fall River Trail Phase 4 also bid and also manage the construction. The Trial project will not begin until the Fall of 2007 and carry over into 2008. BudqeVCost: The 2007 Budget contains $20,000 for the Design & Construction Management of the Parking Lot, and $60,000 for DOM of Fall River Trail Phase 4. (101-2400-424-22-02) Recommendation: Staff has written the 10-page RFP to include both of these projects, and is prepared to mail it to several consulting engineers. The Parking Lot project is planned for a "fast-track" schedule, with construction completion by Memorial Day 2007. Design for the trail will take place during the summer 2007. Staff requests to return results from the proposal to Town Board on January 11, 2007. This will allow the consultant to begin designing the Parking Lot ASAP. Box 1200, Estes Park, CO 80517 970-577-3586, gsievers @ estes.org Memo TO: Public Works Committee From: Greg Sievers & Bob Goehring Date: December 14, 2006 Re: Estes Park Medical Center: Signing in public Right-of-Way Background: The EP Medical Center is moving into their last phase of construction. In this phase, they have provided a signing plan for public access, to their site, that has been carefully reviewed by the Community Development Department staff. Four (4) signs are proposed for the perimeter of the Hospital property on or in the Prospect Avenue, Fir Avenue and Moccasin Circle Drive rights-of-way. Two are proposed to approximately straddle the property line and 2 others are proposed to be in the public Rights-of-Way. The Municipal Code does not allow private facilities to be constructed on public property; however staff believes it is in the best interest of the community to grant this exception. Budget/Cost: No cost. Recommendation: Staff recommends approval of this Municipal Code exception, with these comments: 1. Sign placement does not interfere with traffic sight visibility, or conflict with traffic signing. 2. Sign placement does not interfere with public access or the pedestrian way. 3. The signing is in the best interest of patient safety, access and is a community service. 4. Final location shall be approved (in the field) by PW Staff.
