TOWN of ESTES PARK Inter-Office Memorandum July 10, 2006 TO: Public Works Committee FROM: Bob Goehring / Dave Mahany SUBJECT: Budgeted Street Department Pickup/Snowplow Replacement (G75) Background: The 2006 Street Department budget includes $37,500.00 for the replacement of Vehicle G-75, 1994 Chevrolet 34-ton 4x4 pickup w/snowplow, 12 years old with 81,000 miles (Replacement Type 2,60,000 miles or 8 -10 years). (This vehicle was postponed from the 2004 & 2005 budgets), we would like to replace this vehicle with a one-ton pickup/snowplow to better handle the load of the slide in V-Box sander used during snow removal. In a properly functioning appliance (shown above), the current measured through the hot conductor should be exactly equal to the current through the neutral conductor, because there's only one path for electrons to flow in the circuit. With no Fault inside the appliance, there is no connection between circuit conductors and the person touching the case, and therefore no shock. If, however, the hot wire accidently contacts the metal case, there will be current through the person touching the case. Therefore, such a current difference can be used as a way to detect a Fault condition. TOWN of ESTES PARK Inter-Office Memorandum DATE: July 10, 2006 TO: Bob Goehring FROM: Laura Schmidt SIJBJECT: Community Pedestrian Tunnel Mural Project (Highway 34 Underpass) PERTINENT HISTORY: • 5/13/03 (PWC Meeting): Cindy Elkins (art teacher from Eagle Rock) requested Town approval of an underpass mural painting project. Eagle Rock students and members of the community would paint tiles which would then be glazed and installed at the openings to the Highway 34 underpass. Phase 1 would include covering the lentil (header) at both the east and west ends of the tunnel, approximately 200 sq. feet of surface area. Subsequent phases would extend along the wing walls and eventually into the interior of the tunnel. The committee recommended approval of the project concept. • 11/10/05 (PWC Meeting): The committee recommended using funds from the future sale of old street signs to sponsor a tile painting session at Imagine This. • 7/14/05 (PWC Meeting): cost estimates were laid out: Town Contribution $2834 (includes $2,000/year maintenance) Eagle Rock Contribution 834 Community Contributions 832 Total $4500 • 7/14/05 (PWC Meeting): First National Bank agreed to establish an account for fund donations. Solicitation letter was to be issued to area organizations. • 7/14/05: Eagle Rock Group proposed that the cost of Phase 1 be split equally in thirds between Eagle Rock School, the Town, and contributions from local civic organizations. • 7/14/05: Cindy Elkins contacted Mile Hi Ceramics to address concerns about the permanency of installation, as well as problems that might develop as a result of graffiti removal and surface scarring of the artwork. I . can be removed from the tiles by scrubbing with Ajax. Staff estimates that the cost of annual maintenance will be approximately $2000; the hope is that this will cover most types of damage. • 7/14/05: Tunnel is to remain open during installation. It will be appropriately signed to ensure safety for pedestrians. Installation could be timed to take place during off- peak hours. No weekend work will be permitted. Area to be tiled will have to be power washed beforehand so that the tiles will adhere. • 6/19/06: Town paid 1259.94 to Eagle Rock School for tiles from Abbey Carpet and Tile. (Eagle Rock was erroneously billed for the tiles rather than the Town). Funds came from Accts. Payable (101-0000-202-00-00) • 7/10/06: Elkins reported to Schmidt that the account for the mural project at First National Bank has a balance of $2499.77. Elkins is hopeful that this will be enough to cover the cost of the installation of the tiles, and that the Town will not have to contribute anything further for installation costs. • 7/10/06: Schmidt has scheduled a tentative site meeting with Elkins and Clayton Quackenbush III, "Bush," for Monday July 17 at 11:00am. Bush is the contractor who will do the installation. At this meeting, layout, cost and timeframe for installation will be discussed. 1S U,?.

The best fit and cost appears to be units modified to fit the areas, Children's & Riverside play areas - the removal of some Cottonwood trees and boulders by the Parks Department is necessary to make room for the modified structures. Listed below are some of the structures and pricing along with the choice we have decided would best work for the area. In the June 8,2006 P.W. Committee meeting $35,000 was approved to replace these structures.
