Over the course of time, a significant number of pavers have been disturbed by cottonwood tree roots, weather and wear. Staff and the Public Works Committee both recognize the need to reset the pavers and replace cottonwood trees with less damaging type trees in order to improve pedestrian safety in the area. In 2006, $7,500 has been budgeted for Phase II of the project, removing and replacing five cottonwood trees along with repair / replacement of damaged and uneven pavers in the East area of Confluence Park. Advertisements soliciting bids for the 2006 Phase II project ran in the local newspapers March 15th thru 24th. Estes Valley Home and Garden Center Inc. was the only bid received. Estes Valley Home and Garden Center Inc. was also the only bidder in 2005's Phase I. (Continued on Page 2) Cost/Budget: Cost: Not to exceed $8,200 Budget: $7,500 (2006 budget). Sta# could supplement the budget deficiency by the Parks Department materials, (Acct # 101-5200-452.26-36) Action: Staff requests approval to have Estes Valley Home and Garden Center Inc. proceed with Phase II of the budgeted Confluence Park Tree Replacement Project at a cost not to exceed $8,200, with the over budget amount to be funded from Parks Department materials account. Upon approval of Phase II, work will begin immediately with the area cleaned up and available for public use on weekends - project to be complete by Memorial Day. (1) Background - Continued from Paze 1 Phase I / Phase II cost comparisons: Phase I - 2005 = $10,000 Area: 1,474 sq. feet (22 feet by 67 feet) Trees removed and replaced: 4 Cost per square foot: $6.78 Phase II - 2006 = Not to exceed $8,200 Area: 1,512 sq. feet (28 feet by 54 feet) Trees to be removed and replaced: 5 Cost per square foot: $5.42 Reduction in cost is due to several factors: Area designated for work this year is less severely damaged; Contractor does not have to work around irrigation and power lines; Contractor is more familiar with how best to complete the job efficiently and with the desired final results. The scope ofthis year's Phase II consists of: o removal and replacement of five cottonwood trees with ash trees; o removal of the tree grates and concrete forms surrounding four of them (the fifth tree is in a planted area); o Replacement and resetting of uneven, broken and scarred pavers. As in Phase I, the Town will provide all materials, including the trees and the pavers. Sodding the dirt area is the extent of the project. Staff recommends bidding the project with the Bond Park sod project to be bid in the next few weeks. Completion is scheduled prior to Memorial Day. All utility companies have signed off, including the Water Department. The future use of these easements is not anticipated by Staff. Cost/Budget: N/A Action: Staff recommends approval. Date: April 12, 2006 Re: Water Line Easement Vacation 1070 Lexington Lane, Lot 5, Village Acres Background. This is a request by Dirk Knobel, owner of the above-reference property, to vacate a platted waterline easement, in order to build a deck. As noted on the Vacation Check Sheet, the Public Works Department has no objections to vacation of this easement. The water main was relocated into the roadway and this easement is no longer needed. Budget. None. Date: April 12, 2006 Re: Water Line Easement Vacation 1150 West Elkhorn Avenue Tract 56B or the Replat of Tract 56, Amended Plat of Lot 2, Dear Crest Subdivision and Tracts 56 and 57 Fall River Addition Background. This is a request by James Richter, owner of the above-referenced property, to vacate a portion of a platted twenty-foot-wide water-line easement. The two-inch water line was removed from this easement and a six-inch line was installed in the twenty-foot- wide utility easement that is centered on the southern property line. The section of easement to be vacated is circled on the Alta/ACSM Land Title Survey. As noted by Jeff Boles on the Vacation Check Sheet, a portion of the easement can be vacated from the east property line to a point ten feet east of the existing water main. Budget. None. Action. Date: April 12, 2006 Re: Utility Easement Vacation 501 MacGregor Avenue, Lot 2, Chiquita Background. This is a request by Thomas and Marylee Deleo, owners of the above-referenced property, to vacate a portion of a platted thirty-foot-Wide utility easement where a driveway encroaches into the easement. This applicant has submitted signatures from all relevant utility providers, except Light and Power, agreeing to vacate a portion of this easement. Prior to the meeting, staff will verify whether Light and Power approves of the vacation request. Per the applicant, the future buyer is concerned about the driveway encroachment into the easement and the possibility that a section of driveway could be damaged or removed in the future by a utility provider needing access to the easement. Budget None. Action. Staff recommends approval of this vacation request.
