TOWN of ESTES PARK Inter-Office Memorandum June 7,2005 TO: Public Works Committee FROM: Bill Linnanit~0-A- SUBJECT: Hwy. 34/Dry Gulch Road Drainage Project Background: In April the Public Works Committee approved a request to solicit concrete costs for the Hwy. 34/Dry Gulch Road Drainage Project as shown on the attached plan. A copy of the April memo regarding the request is also attached. Staff solicited prices from four local concrete contractors and received a cost of $3,900 from Johnson Flatwork. The other three contractors notified staff that their workload and the size of the project prevented their submittal of a quote. Johnson has a very good track record with the Public Works Department and if approved, the work could begin mid-to-late July. CosUBudget: Budget Cost The $20,000 Twisted Pine Drainage Johnson Flatwork $3,900 Project to be postponed (refer to the Trench grate 3,950 Attached April PWC memo) Asphalt & contingency 2,150 $10,000 Action: Staff requests approval to begin construction at a cost of $10,000. BL/lb TOWN OF ESTES PARK Inter-Office Memorandum Date: April 19, 2005 TO: Public Works Committee FROM: Bill Linnane O'k/ SUBJECT: North Lake Drive Drainage Project - Request approval to solicit price and return to Committee Background: Last summer's rainy season resulted in drainage damage to the roadway shoulder and adjacent properties on each side of Dry Gulch Road near Sombrero Stables. The original cost estimate included a surface drain pan, re-grading and asphalt replacement. Further review of the situation resulted in staff contracting with a design engineer, since the drainage problem was not as simple as originally thought. Staff will be happy to walk Committee members through the design. The drainage design was begun in December, with the final results submitted to the Public Works Department in April, thus staff missed the 2005 budget process. The Streets and Parks Superintendent has rated this project a higher priority than the Twisted Pines Drainage Project budgeted in the Community Reinvestment Fund this year. It is staff's opinion that the Twisted Pine project could be delayed a year, but the North Lake project cannot, therefore staff requests approval to solicit a price and then permission to return to Committee. Staff also requests that if approved, funds be reallocated appropriately. Cost/Budget: Preliminary cost estimate: $10,000 Twisted Pine 2005 budget: $20,000* * Twisted Pine Drainage Project to be delayed for one year, thus making funding available for the North Lake Project this year, pending price solicitation outcome. Action: Staff requests approval to solicit price and to return to Committee for approval. This snowplow on the smaller loader would give better maneuverability in the downtown area clearing snow in parking lots and smaller areas that the large loader and trucks have a hard time accessing. CosUBudget: Cost: • Rylind 10' snowplow with coupler & hydraulics - Colorado Machinery, Fort Collins, CO Total Price = $20,869* * John Deere is the provider of a compatible coupler/Rylind snowplow for the loader and the interchanging of bucket and snowplow. Therefore, to keep the loader standardized and not require the expense of a custom-built coupler, only one bid was requested from the John Deere Dealer. Budget: $24,500 (10" snowplow with coupler & hydraulics) Action: Staff recommends the purchase of the 10' Rylind snowplow with coupler & hydraulics for the small John Deere Loader (G73A) at a cost of $20,869 from Colorado Machinery, Fort Collins, CO. Part of that project included the repaving of West Riverside Drive from the Post Office to Crags Drive. Due to the poor soil conditions encountered during the West Riverside Drive EP Sanitation project and the urgency to repave, rather than wait to bid the asphalt portion of the project with the Post Office Lot reconstruction and the annual overlay project, staff is requesting to solicit price quotes from Coulson & LaFarge paving and proceed with repaving West Riverside Drive (only) in late June. Budget: The modified 2005 Street Improvement budget is $100,000, with $70,000 previously approved for the Overlay portion of the program. Estimated West Riverside Drive asphalt expense for the Town portion is $20,000. TOWN of ESTES PARK Inter-Office Memorandum I)ate: June 7,2005 To: Public Works Committee From: Bill Linnane Subject: Scott Avenue Ponds Spillway Maintenance Project Background In anticipation of possible spillway maintenance, staff budgeted $20,000 in the Community Reinvestment Fund to provide maintenance for the Scott Ave. eastern pond. Due to the current debris build up along the spillway and dam crest and the resulting higher water level, staff met at the site this past week and discussed the project with Cornerstone Engineering. The result of the site visit was that we should proceed with the maintenance of the spillway and dam crest. This would include removal of vegetation and the placing of rip-rap protection along both. For a fee of $2,000, Cornerstone would provide for all floodway permitting from the Army Corps and the Town, prepare a construction plan and request unit costs from the Fish Creek Trail Contractor to perform the work and provide construction management. The remaining $18,000 of the budget would provide essential maintenance needed this year. Additional maintenance will be needed next year since the current Engineer's total cost estimate is $30,000. If the Fish Creek Trail Contractor cannot perform the work for the unit bid costs of the Trail then we will solicit costs from two other contractors and proceed with the project and limit costs to $20,000 with a phased approach if needed. Cornerstone and staff will meet with adjacent property owners prior to performing the maintenance.
