Miscellaneous projects Note: The Public Works Committee reserves the right to consider other appropriate items not available at the time the agenda was prepared. € TOWN OF ESTES PARK Inter-Office Memorandum Date: April 19, 2005 TO: Public Works Committee FROM: Bill Linnane 6*/ SUBJECT: North Lake Drive Drainage Project - Request approval to solicit price and return to Committee Background: Last summer's rainy season resulted in drainage damage to the roadway shoulder and adjacent properties on each side of Dry Gulch Road near Sombrero Stables. The original cost estimate included a surface drain pan, re-grading and asphalt replacement. Further review of the situation resulted in staff contracting with a design engineer, since the drainage problem was not as simple as originally thought. Staff will be happy to walk Committee members through the design. The drainage design was begun in December, with the final results submitted to the Public Works Department in April, thus staff missed the 2005 budget process. The Streets and Parks Superintendent has rated this project a higher priority than the Twisted Pines Drainage Project budgeted in the Community Reinvestment Fund this year. It is staff's opinion that the Twisted Pine project could be delayed a year, but the North Lake project cannot, therefore staff requests approval to solicit a price and then permission to return to Committee. Staff also requests that if approved, funds be reallocated appropriately. Cost/Budget: Preliminary cost estimate: $10,000 Twisted Pine 2005 budget: $20,000* * Twisted Pine Drainage Project to be delayed for one year, thus making funding available for the North Lake Project this year, pending price solicitation outcome. Action: Staff requests approval to solicit price and to return to Committee for approval. Based on a rough estimate for the use of some specialized materials a line item budget was requested. Insituform® Technologies is a worldwide pipeline rehabilitation company specializing in injection fiberglass tubing for underground facilities. I hired the Upper Thompson Sanitation District to run their color television camera down the 290' length of culvert from Elkhorn Avenue to the Big Thompson River. The condition of the culvert requires immediate attention. We have received a price quote from Insituform for the installation of this custom fabricated liner. Work will be completed this Spring, unless high runoff impedes our schedule. Budget / Cost: The 2005 Budget (page 137) has $50,000 for the culvert repair project. The proposed cost is $26,680.00 Recommendation: Staff recommends the purchase of this pipe relining product at $26,680 from Insituform Technologies, Inc. and also holding an additional $8,320 as a contingency for any unforeseen difficulties. Background: Last month the Public Works Committee approved a request from staff to solicit a price for the Annual Tree Replacement Project scheduled this year in Confluence Park. Ads were placed in local newspapers (Attachment 1), with a bid deadline of Friday, April 8, 2005. One bid was received from Estes Valley Home & Garden Center Inc. for $19.095 (Attachment 2). The proposed scope from Estes Valley Home & Garden Center Inc. is substantially different than the scope originally anticipated during the budget process. Due to the fact that staff has never contracted out or done a project of this nature in-house, the $10,000 amount specified was a rough estimate for budget purposes. Since the 2005 and 2006 budgets each include $10,000 for this project, staff would like to recommend that half of the project be completed this year and the remaining half next year. The way the proposal was originally designed makes it possible to split the project this way very easily. The section to be renovated in 2005 is designated as Phase II of the attached drawing (Attachment 3). This is the area containing the most severe damage. The contractor involved is amenable to this phased approach and is willing to adjust his company's bid and the amount of work done accordingly, with the end result not to exceed the budgeted amount. The work includes: • Removal of 11 trees and their root systems; replacement of the 11 trees • Removal of 11 tree grates and concrete; replacement of the tree grates with pavers • Replacement and resetting of broken pavers, as well as flipping and resetting scarred pavers The Town of Estes Park will provide all materials, including the trees and pavers.
