TOWN OF ESTES PARK Inter-Office Memorandum Date: December 14, 2004 TO: public Works~emmittee FROM: Bill Linna .4694- SUBJECT: Convention and Visitors Bureau (CVB) General Contractor Selection Background: The proposed CVB Project will be constructed under the Design/Build Concept, which is based upon the following: Design/Build Part I Concept This part includes the development of preliminary design plans which will be (See Background - Continued on Page 2) Cost/Budget: The three contractor fees ranged from 9 to 14% of the total subcontractor cost. It should be noted that the fees discussed at last month's preliminary Public Works Committee meeting are significantly different as a result of this selection process. Note: Performance Bond iees, building permit fees and other construction-related permit fees are to be paid separately by the Town. Action: Staff recommends: 1) Approval of the Design/Build Team of BASIS Architecture and Dallman Cobstruction; and 2) Approval to enter into a Design/Build Part I Contract with Dallman Construction. BASIS Architecture would then act in the capacity as a Subcontractor to Dallman Construction as it relates to this Agreement. Part II, Final Design and the Guaranteed Maximum Price (GMP) Phase, would not begin until the PGMP was approved by the Town Board. A very detailed cost estimate referred to as the "Preliminary Guaranteed Maximum Price (PGMP)" -will be prepared with the assistance of a General Contractor. Town Board approval of the PGMP is required in order to proceed to Part II. The General Contractor and the Town are the two parties of the Part I Agreement. Design/Build Part II Concept Final construction plans and specifications are developed with substantial General Contractor input and involvement. A "Guaranteed Maximum Price (GMP)" is developed which includes a General Contractor's fee for indirect costs and a percentage of the construction fee for Contractor's overhead/profit margin. Fees for the design service are also itemized in the Part II Contract documents. The General Contractor is the party to this part of the Agreement as welt and the Architect is the Subcontractor to the Agreement. General Contractor Selection Process Note: Selection of a General Contractor signifies the beginning of the Design/ Build Part I process. After a series of discussions between staff and BASIS Architecture, three General Contractors interviewed for the CVB General Contractor position. Cornerstone Construction Concepts, Westover Construction and Dallman Construction were interviewed by Town staff and BASIS Architecture on December 8th. Mayor John Baudek was present for the interviews. Each company was asked the same basic set of questions and given approximately the same length of time for their interview (45 - 55 minutes each). Town staff unanimously selected Dallman due to his presentation detail level, project insight and level of service description and service guarantee. A December 10th follow- up meeting with Dallman Construction confirmed sta ff s decision. Steve Lane assured staff that BASIS/Dallman is a good match and that the team would provide the high quality project we expect. 1-2 Estes Park Police Department Memo To: Chairman David Habecker and Public Works Committee Board Members From: Lowell C. Richardson, Chief of Police - CC: Town Administrator Randy Repola Date: 12/14/2004 Re: Digital Radar Signs Background In August of 2002 Public Safety directed Police Department staff to conduct a study concerning the feasibility of erecting L. E.D. radar speed signs and the need for such devices. In October and November of 2004 a series of speed studies were conducted on Highway 34 and Highway 36, the study results revealed the following: 1. Over a one week period to include weekends on Highway 34 and Elk Trail Court the average speed for westbound only in the posted 35 mph area, revealed 85% of all vehicles traveled at a speed of 47.3 mph. 2. Over a one week period to include weekends on Highway 36 and 2nd Street the average speed for westbound only in the posted 35 mph area, revealed 85% of all vehicles traveled at a speed of 46.0 mph. This informal study demonstrates a traveling speed of the driving population on these two main highway entry points to exceed the posted limit by a minimum of ten miles an hour. Highway 7 was not included in the initial study, however, based on the results of the Highway 34 and 36 studies; it is safe to assume similar speed limit violations are occurring on this roadway as well. BudgeUCost Staff researched and sought pricing from two known vendors for this specific product. Staff received two bids, first from Precision Solar Control from Garland, Texas and the second, from Traffic Signal Controls Inc. from Longmont, Colorado for the purchase of (3) Speed Awareness and Offender Alert Sign(s). Traffic Signal Control presented the lowest bid @ $4,350.00 a total project cost of $13,050.00. Recommendation Based on the results of the two studies staff is recommending that Traffic Signal Controls receive the award for the L. E.D. radar speed signs and that they are posted at the following locations: 1. Highway 34 and Elk Trail Court westbound lane. 2. Highway 36 and 2nd Street westbound lane. 3. Highway 7 and Community Drive northbound lane. 1 * Special Note: Staff has met with CDOT officials receiving preliminary approval to erect these signs at the designated locations, however, approval for utility permits are pending final approval of an installation plan.
