TOWN OF ESTES PARK Inter-Office Memorandum DATE: October 18,2004 TO: Bill Linnane FROM: Laurie Button / SUBJECT: Street Name Sign Replacement Project Note: On September 29, 2004 Mayor John Baudek asked the Public Works Department to investigate replacing the Town's wood street name signs with metal signs and metal posts. Mayor Baudek also asked that this item be added to the October 2004 Public Works Committee agenda (Attachment 1). Background: In 1974 the Town of Estes Park chose to use Town-personnel-made redwood signs for its street name signs. The Town has continued to use redwood signs for three decades. They are made from 1 x6 boards painted brown, with 41,6-inch routed letters that are painted white. Glass beads are added to the paint in order to provide reflectivity. The posts used are 4-inch by 4-inch wood posts. It is standard that four-way intersections have two posted street sign assemblies. The current signs are costly in terms of labor when compared to their metal counterparts. The metal sign size, reflectivity and readability comply with the CDOT Manual on Universal Traffic Control Device standards (Attachment 2). (See Background continued on page 2) Cost/Budget: Cost: There are approximately 350 street sign assemblies in our system. The replacement cost (including labor) would be $29,315. Budget: The Street Department's materials budget averages approximately $1,500 per year for sign materials. Replacement signs due to wear and tear would be charged to this account and the cost per sign would be half of our current cost. Although a replacement program is not in the proposed 2005/2006 budget, future budgets could fund an annual replacement project. U Date: September 29,2004 Re: Street Name Signs In looking at the current wooden street signs, I believe the Town should look into different signs. There are several reasons for this request, including the fact that the present wooden signs are relatively expensive and labor intensive. They are also difficult to read, especially at night. An updated metal sign could be much more cost-effective in the long run with less labor cost. We could also, should we so desire, have the Town or CVB logo on the signs-something to consider. I have asked Public Works Director Linnane to add this item on the Public Works Committee Agenda for your consideration. 1 Atht.Jum.c,ct- 1-1 December 2000 Page 2D-29 Where overlapping routes separate a short distance from the municipal limits, the Distance sign at the municipal limits should be omitted. The Distance sign should be installed approximately 90 m (300 ft) beyond the separation of the two routes. Where, just outside of an incorporated municipality, two routes are concurrent and continue concurrently to the next incorporated municipality, the top name on the Distance sign should be that of the place where the routes separate; the bottom name should be that of the city to which the greater part of the through traffic is destined. Section 2D.38 Street Name Sign (I)3) Guidance: Street Name (D3) signs should be installed in urban areas at all street intersections regardless of other route signs that may be present and should be installed in rural areas to identify important roads that are not otherwise signed. Lettering on Street Name signs should be at least 150 mm (6 in) high in capital letters, or 150 mm (6 in) upper-case letters with 110 mm (4.5 in) lower-case letters. Larger letter heights should be used for street name signs mounted overhead. Option: For local roads with speed limits of 40 km/h (25 mph) or less, the lettering height may be a minimum of 100 mm (4 in). Supplementary lettering to indicate the type of street (such as Street, Avenue, or Road) or the section of the city (such as NW) may be in smaller lettering, at least 75 mm (3 in) high. Conventional abbreviations (see Section lA.14) may be used except for the street name itself. A symbol or letter designation may be used to identify the governmental jurisdiction. Standard: If a symbol or letter designation is used, the width of the symbol or letter designation shall not exceed the letter height of the sign. Guidance: The symbol or letter designation should be positioned to the left of the street name.
