TOWN of ESTES PARK Inter-Office Memorandum DATE: July 9,2004 TO: Public Works Committee FROM: Bill Linnane _ ~c/ SUBJECT: Beaver Point and Fall River Annexation Projects - Request to Accept Bid and Proceed Background A Request for Proposal (RFP) for Engineering Services to produce all documents necessary for the Beaver Point and Fall River Annexation Projects was sent to local Engineering/Surveying firms. On July 2~d we received two bids. They were: Van Horn Engineering $9,890 Frederich Land Surveying $14,950 The prices do not include sub-consultant fees and application fees for all of the Northern Colorado Water Conservancy District (NCWCD) inclusions that are part of the annexation process. The base bid does include sub-consultant fees for title research and management. Van Horn Engineering is the low bidder. The annexation schedule is attached. Cost/Budget Cost: Van Horn Engineering base bid $9,890 NCWCD application cost estimate $15,000 Total: $25,000 Budget: To be funded from the Community Reinvestment Fund. Within that value was designed a 3% contingency of $15,650. Some contingency has been used (C.O. #1&2, approved by PWC 3/18/04) for unplanned changes or unknown conditions that have arisen during the work. Recommendation: staff requests to reduce the contingency value by $5796.00 TOWN OF ESTES PARK Inter-Office Memorandum DATE: June 25,2004 TO: Public Works Committee CC: Lowell Richardson FROM: Bill Linnane 00/ SUBJECT: Far View Drive Traffic Safety Improvements Background: On June 23rd at approximately 3:30 p.m., a speeding vehicle ran off the road at the curve behind the Willows Condominiums on Far View Drive. The car landed approximately five feet from the back window of Condo Unit #2. The accident occurred immediately following the Town's chip-seal contractor placing the chip-seal aggregate. Staff reviewed the accident report which included citation data and visited the site to inspect road conditions. The Police Department staff does not consider the chip-seal aggregate to be a cause of the accident With all of the information to date, staff is making the following changes to improve safety: 1) Installation of 150 feet of guardrail by July 246, uphill of the condos and adjacent to the road. 2) Currently, the prima facia speed limit is 30 mph along the curve sections. Staff recommends posting the curve sections at 20 mph. 3) Staff will include a clause in future chip-seal project specifications concerning reduced speed and construction gravel signage. Cost/Budget Cost Guardrail $5,000 Budget Street Dept. available Maint/Repair Budget $70,000 Action: Staff recommends: 1) guardrail construction; 2) 20 mph speed limit posting; 3) including speed limit warning signs to the annual chip-seal project specifications.
