TOWN OF ESTES PARK Inter-Office Memorandum Date: June 14, 2004 TO: Public Works Committee FROM: Bill Linnane (~U/L SUBJECT: Sidewalk Inspection Program - Contractor Maintenance Costs Background: Input received during the past budget process resulted in the implementation of a Trail/Sidewalk Inspection Program. In mid-May staff member Laurie Button began walking throughout the downtown and Riverwalk areas to document and photograph potential problems. In addition, a database was created to note the areas of concern as well as to track subsequent actions taken to correct them. A map showing the results of the initial inspection will be available at the meeting. A follow-up walkthrough was made with Dan Speedlin in early June to prioritize the areas needing immediate attention. Three were selected. It should be noted that in two of the three instances, tree roots were the underlying cause of the concrete damage. BL/lb Attachments 1-lA ' 1 (Background continued from page 1) The three locations are (photos are also attached): 1) The south side of Elkhorn Avenue from Ed's Cantina to the Dairy Queen; and the north side of Elkhorn from the Egg & I to the Municipal Building. This will involve replacing multiple pieces of concrete, several tree boxes and four trees. 2) The pedestrian ramp at the northwest corner of the Hwy. 34 and Hwy. 36 intersection. Initially this project involved the removal of cottonwood roots and replacing the entire concrete ramp. Our task was actually madi a little easier due to the windstorm Thursday, June 3rd, which took down the cottonwood in question. It has now been removed. 3) Repair and redesign of the pavers and concrete at the southwest corner of the Wheel Bar building. Several different lanes and angles of pedestrian traffic intersect at that corner and the resulting drainage problems have caused heaving of the large pavers in this high-traffic area. TOWN OF ESTES PARK Inter-Office Memorandum Date: June 16, 2004 TO: Public Works Committee FROM: Bill Linnane At SUBJECT: Bond Park Fountain and Irrigation Service Project Background: At the end of the budget process last fall, the old galvanized steel service line to the Bond Park drinking fountain broke at the water main connection on the opposite side of Elkhorn Avenue. The emergency shut-off required digging up the highway to turn the corp stop valve off. The service line could not be salvaged and the fountain was taken out of service and removed. Staff researched replacing it with a freeze-resistant fountain system. A relocated connection at the MacGregor Avenue water main, a new 5-ft. buried service line, and a freeze-resistant model fountain utilizing compressed air will provide a fountain that would be operational through at least nine months of the year. (BACKGROUND continued on page 2) Cost/Budget: Cost: $15,000 Original Budget: $0 The Community Reinvestment Fund small cul-de-sac projects ($15,000) could be postponed. Proposed Budget: $15,000 Action: Staff recommends approval of the request. In addition to a new fountain service, the Parks Department will get a new connection to one of two irrigation zones at Bond Park. This is a benefit since the existing connections are old galvanized steel. The first step will be to repair the irrigation lines that were damaged when the flower beds were removed during construction. That work will begin early next week. Once the lines are operational once again, the Parks I , Department personnel will sod the area.
