The attached map shows the location of the proposed easement. The request has been submitted to the Estes Valley Recreation and Park District (EVRPD) and they do not object (see attached letter). The location of the existing sewer system, the new service line and the easement are located along a south corner point area which should not hinder future use of the property. The property is currently occupied by a four bedroom single-family residence which is on a septic tank and leach field that was installed approximately 30 years ago. We are proposing to re-divide the property in a manner that will create 2 additional vacant lots. One of the new lots can receive sewer through Esquire Acres to the north. The second lot and the existing house will have to be served from the east. In order to tap the existing line at a manhole (which has an existing service stub for this purpose), the extreme southwest corner of the golf course needs to be crossed. Please refer to the enclosed drawing. This service line has been designed so that no area ofthe golf course used for golf purposes or the grove oftrees in the same area are being disturbed. This proposal is also being submitted to the Recreation District for their review. Although this request is associated with a re-division ofthe property, it is quite likely that the existing thirty year old system will have to be replaced or connected in the near future. Box 1200 Estes Park CO 80517 Re: Sixth Green Estates Subdivision 1380 South Saint Vrain Following are our comments about the development known as Sixth Green Estates Subdivision: • We do not object to the 10' easement on property owned by the Town ofEstes Park and managed by us. • Drainage from the development to the golfcourse should be contained in such a manner to not have an adverse effect on the playing conditions of the golf course. • We prefer to have the sewer conatruction work within the easement to be done when the golf course is closed for the season, November 1 to April 15. If not done within this timeframe, please check with the golf course staff so there is not a conflict with an important tournament. --•-Ifwork-within-theeasement-·is-done-when"thegolfcourse-is-openg-workers-willneed to--- take appropriate safety measures for themselves and the golfers. • If work within the easement is done when the golf course is open, we'd prefer the work to be done as quickly as pbssible. Noise emanating from the work-site can be distracting to golfers putting on the sixth green. • The land within the easement should be restored to its natural condition after construction. Box 1200 Estes Park, CO 80517-1379 Subject: Building Proposal at Lake Estes, Colorado-Big Thompson Project, Colorado Dear Mr. Widmer: This letter is in response to your earlier request to construct a 60' x 175' shop and meeting facility, within which space would be allocated for Bureau of Reclamation use, on Reclamation property adjacent to the Estes Power Plant. We have thoroughly discussed your proposal internally and with representatives of our Regiohal Office. We seriously considered the potential benefits the proposed building could provide, such as equipment storage and wash bays, use of a meeting room, and your agreement to provide snow removal at the power plant. While we greatly appreciate your proposal, after considering all factors, we have decided that permitting the construction of this building on Reclamation land is not in the best interest o f Reclamation. The additional storage would be beneficial to a degree, but it is not a requirement to meet our current or future needs. Some o f the factors we considered in reaching our decision include: 1. Construction of a building or other improvement by a non-federal entity on federally- owned land would constitute an exclusive use by a non-federal entity. To allow such a use, a direct and measurable offsetting benefit to the United States must be demonstrated. We cannot identify an offsetting benefit in this instance. 2. The Recreation Management Plan identifies the potential building site as being within an 'exclusion area' - meaning this is land set aside for potential Reclamation use and is not land excess to Reclamation's needs. 3. The Town of Estes Park has other property available for the intended use. .... ·19: I ¥ 2 4. For purposes o f physical security, it is in the best interest of Reclamation to continue to maintain a physical space between Reclamation facilities and those of other entities.
