The building footprint (approximately 700 sq. feet) would displace four parking spaces in the Old Lumberyard Parking Lot as shown on the attached aerial photo. Proximity to an existing sewer line was another factor in selecting the four spaces indicated on the photo. EPURA has determined the restroom project to be essential, as a result of performance Park's successful first season and the number of activities held at the facility. Currently the Old Lumberyard Parking Lot is considered a secondary lot meaning that spaces are much more available there than in other lots in the area. Therefore, if parking spaces are to be transposed into space for other uses, restrooms in this location would be quite justifiable. Cosl/Budget: Cost: The cost has been estimated at $10,000 per lost parking space, with the total cost estimated at $40,000. NOTE: This number is just for reference. Budget: N/A Action: Staff supports EPURA's request to convert four existing parking spaces to restroom space. BL/lb 2-1 C RECORD OF PROCEEDINGS Estes Park Urban Renewal Authority - January 21, 20d*F Page 2 RESOLUTION #345 - CONTRACT TO PROCEED WITH DESIGN OF RESTROOM FACILITIES FOR PERFORMANCE PARK. Director Smith read Resolution #345 approving a contract from Thorp Associates to proceed with the design of restroom facilities (to include a drinking fountain) to serve the Performance Park area for a fee not to exceed $6,500, plus reimbursable expenses. It was moved and seconded (Steige/Wasson) Resolution #345 be approved as presented, and it passed 4-- unanimously. Director Smith was authorized to involve Heath Construction in the design process and to expedite construction of the facility. This fee will be expended from EPURA reserves and not bond funds. There being no further business, Chairman Putney adjourned the meeting at 8:47 a.m. The next regular meeting will be February 18, 2004. Chairman Putney amended the Agenda add consideration of Resolution 347, adopting logo graphic standards. There being no objection, the Agenda was approved with the noted change. MINUTES. It was moved and seconded (Wasson/Widmer) the minutes of the regular meeting held January 21, 2004 be approved, and it passed unanimously. COMMUNITY COMMENTS. None. COMMISSIONER COMMENTS. Commissioner Little reported that a reception will be held on Sunday, February 22nd from 3-5 p.m. at the Senior Center for the Sister Cities International delegation from Monteverde, Costa Rica. The public is invited to attend. PUBLIC RESTROOMS AT PERFORMANCE PARK PROGRESS REPORT - PRELIMINARY DESIGN ALTERNATIVES AND RELATED COSTS. ~' Director Smith briefed the Board on the status of the public restrooms at Performance < 7 Park and presented floor plan sketches from Thorp Associates for Board review. A construction contract is anticipated at the March meeting. STAFF REPORT/ PROJECTS. Executive Director's Report. 1) Director Smith circulated a thank you card from the Art Center of Estes Park regarding the Enos Mills sculpture project. 2) The two House Bills regarding eminent domain (HB 1203 and HB 1209) are before the State Legislature. Director Smith will provide the Board with copies of the Economic Study submitted to legislators to detail the positive aspects of eminent domain. 3) Planner Chilcott presented an overview of the Fall River Village project approved by the Town Board on February gth. Areas discussed include the rezoning request, preliminary PUD application, and west end improvements. RESOLUTION #346 - DESIGNATION OF PUBLIC POSTING PLACE. Director Smith read Resolution #346 designating the lobby area immediately adjacent to the Administrative Offices as the area for posting notices of meetings of EPURA. It is estimated that the existing 24-inch culvert in this location is about 30 years old and it plugs consistently during torrential rains. The two largest storms in July of last year plugged the culvert and storm water over-topped the unpaved roadway, taking out the southeastern half of the roadway as it did so. Fortunately, the rain stopped before the over-topping removed the other half of the road. Staff budgeted for this project to provide safety for the houses located downstream. The project will involve excavation of about a 10-ft. depth of roadway, placement of a substantial volume of fill, as well as the installation of a larger 36-inch culvert. The new culvert would more than double the capacity of the system. Rip-rap will also be put in place to minimize damage and erosion to the downstream area. Two local contractors responded to the price solicitation. Both were aware of the small window of opportunity between the frost season and rainy season (April and May). The Town's MicroPaver™ asphalt maintenance software recommends these applications of materials based on different levels of road surface degradation. These 3 material applications are described as: 1. Slurry Seal: (Type 2, latex based w/ 1/4" rock) Surface treatment of streets with high oxidation caused by ultraviolet radiation. Rejuvenates and water proofs the surface, adds some skid resistance. Extends the life of newer asphalt. (target PCI 65-85) 2. Chip Seal: (polymer modified 3/8" rock & surface sealed) Course surface treatnent for streets that require high skid resistance, are steep, UV protection, waterproofing and crack filling. Extends the life of all asphalt. (target PCI 65-85) 3. Overlay: A structural asphalt repaving that reestablishes the integrity of the road that was lost due to water damage, excessive axle loads, poor subgrade or construction. This repaving is usually 1.5" (minimum) depending on the level-of- wear criteria. (target PCI <70) New paving is typically 3" thick. Budget / Cost: Budget: The 2004 budget contains $300,000 for the annual Street /mprovement Program (ST/8. The 2004 budget also contains $20,000 to combine & pave the Senior Centerparking /ot. Cost: 1. Slurry Seal: Solicit prices and proceed with the work in June. $1.00 +/- / SY $30,000 2. Chip Seal: Solicit prices and proceed with the work in July. $1.50 +/- / SY $100,000 3. Overlay: Bid in April, return for approval in May. Work in September-October $150,000 4. Striping Purchase and install in May & September (as needed - various locations) $20,000 5. Senior Center Parking Lot bid with Overlay, construct in September - October $20,000 TOTAL $320,000 Action: Staff requests to proceed with the listed expenditures, bidding and schedules.
