TOWN OF ESTES PARK Inter-Office Memorandum Date: January 13, 2004 TO: Public Works Committee FROM: Bill Linnane ~~l SUBJECT: Commercial Property Annexation Extension Along Estes Park Highway Corridors - Request to Pay Annexation Process Expenses Background: Town staff has contacted Fall River Corridor commercial property owners concerning annexation. Responses have been positive as indicated in the attached letter from the Fawn Valley Inn. Staff intends to contact other commercial areas in the future to address the same issues. Tom Pickering will attend this meeting to update you on the input he has received to date, as well as explain the benefits that annexation provides. Staff is requesting the use of Town funds to prepare an annexation submittal, and this cost is estimated at $15,000 (surveying, drafting, etc.). If authorized, staff will contact engineering companies for price quotes. At this point it is estimated that four properties could be included. Cost/Budget Cost: $15,000 Budget The project expense is not itemized in the budget Various department budgets and sub-categories could fund the cost. Action: Staff recommends approval to proceed with the costs associated with the annexation of approximately four properties. BL/lb 1-1

TOWN OF ESTES PARK Inter-Office Memorandum Date: January 14, 2004 TO: Public Works Committee 60/ FROM: Bill Linnane SUBJECT: Phase 2 Fall River and Fish Creek Trails - Design/Construction Management Scope of Services Background: The $791,000 budgeted in 2004 for these two trails will be offset by a $341,000 CDOT Federal Enhancement Grant, for a Town net expense of $450,000. Cornerstone Engineering submitted the attached Scope of Services for Design and Construction Management. The cost of the Causeway Trail and Underpass Scope was 21.4% of the construction expense. The proposed Scope for these trails will be the same. The percentage is high. An average non-federally funded project is usually in the range of 12%. The federal "red tape" drives prices up. The tentative schedule for both trails is to bid the project in June and start construction in September. The project construction length is estimated at 90 days. Box 1200 Estes Park, CO 80517 RE: Scope of Services and Cost of Engineering Services for Phase III of the Fall River Pedestrian Trail and Phase II of the Fish Creek Pedestrian Trail Dear Bill: Cornerstone Engineering & Surveying, Inc. (CES) appreciates the opportunity to submit the following Scope of Services for Phase III of the Fall River Pedestrian Trail and Phase II of the Fish Creek Pedestrian Trail. Proiect Overview Fall River Pedestrian Trail Phase III - The third phase of the Fall River Pedestrian Trail would be a continuation of the previously completed trail. Phase III would begin at Valley Road along West Elkhorn Avenue and continuing west following West Elkhorn to Highway 34 thence west along Highway 34. The extent of Phase III is budget controlled. CES understands the design and construction budget to be $450,000 ($200,000 CDOT + $250,000 Town). CES estimates the budget to allow for 370,00 to 4,200 linear feet of trail, extending it to James Mcintyre Road. The trail would consist of a 10 foot wide concrete trail to be located in the highway right-of-way and existing trail easements adjacent to the right-of-way. Fish Creek Trail Phase II - The second phase of the Fish Creek Trail would be a continuation of the previously complete trail. Phase II would begin at Country Club Drive and continue south along Fish Creek Road toward Scott Avenue. CES understands the design and construction budget to be $341,000 ($141,000 CDOT + $200,000 Town) . CES estimates the budget to allow for 2,800 to 3,100 linear feet of trail extending it to Scott Avenue. The trail would consist of a 10 foot wide concrete trail to be located primarily in Fish Creek Road right-of- way and existing trail easements. Additional grading and construction easements may be required to adequately facilitate the trail.

Preliminary Design Cornerstone Engineering & Surveying, Inc. will prepare a preliminary design per CDOT design guidelines for the work outlined above. The preliminary design will include a grading plan, storm water management plans, project survey control plan, construction traffic control plan, cross- sections and structural plans with the necessary details. All design information shall be presented in format (written and disk) to CDOT per current standards for the FIR (Field Inspection Review). In addition to the FIR plans, other design information to be included are hydraulic information, geotechnical, construction phasing and an estimation of construction cost. , CES will hold a neighborhood meeting during the preliminary design phase. We will also meet with individual property owners who have expressed concern at previous neighborhood and Town Board meetings. An effort will be made to minimize the concerns of private property owners adjacent to the trail and resolve issues. The design, within the constraints of the Federal Design Guidelines, will incorporate trail location, fencing and other concerns of citizens discussed at meeting. B. Final Design CES will revise the preliminary plans per the comments of CDOT and the Town of Estes Park from the FIR plan review. Cornerstone Engineering & Surveying, Inc. will submit the revised plans, specifications and estimate (PS&E) for the Final Office Review (FOR). The PS&E will be revised per the Town and CDOT comments. The PS&E will then be submitted for final clearance. A follow-up neighborhood meeting will be held during the final design phase. C. Construction Bidding Upon final clearance and construction authorization, CES will advertise the approved bid package for construction. Also CES will manage pre-bid questions, job walk, addendums and bid opening. D. Construction Observation CES will provide full time observation during the construction phase to insure the project is constructed per the intent of the plans and specifications. Also, CES will schedule materials testing as outlined in the CDOT Field Materials Manual. Construction will be documented as outlined in the Local Agency Construction Manual.

The Total cost for the design, bidding and construction related engineering services is $139,429.00. The cost for Engineering Services does not include materials testing for the projects. The full scope of materials testing is hard to predict prior to design. Preliminary estimates for material testing is $5,000 to $7,000.
