The attached map is for reference. The Phase 1 Construction Scope is also attached. It includes: • Upper trail - 451 L.F. of trail • Lower trail - 700 L.F. of trail • Lower trail - bridge Construction is scheduled to begin this month and be completed by the end of November. Cost/Budget Construction costs: • Upper trail - 451 L.F. and misc. $18,484 • Upper trail - gate, parking blocks and misc. 4,158 • Lower trail - 700 L.F. and misc. 14,400 • Lower trail bridge 28,800 Subtotal: $65,842 • Performance bond 2,041 Total: $67,883 Budget remaining: $110,000 Action: Staff requests approval of the $67,883 Construction Scope. Box 1200 Estes Park, CO 80517 RE: Knoll Trail Dear Bob: Cornerstone Engineering & Surveying, Inc. (CES) would like to thank you for the opportunity to submit the following scope of services. The scope of services is for the continued construction of the Knoll Trail. A test section of trail was constructed from the parking area near the existing gate access off Highway 34 Bypass up toward the upper ruins. The work completed consists of the following: • Set 435 LF of safety fence to delineate the parking/staging area. • Strip and stockpile topsoil from parking area. • Strip and stockpile topsoil from tril. (820 LF) · Place Andosite tread material in trail. (369 LF) The percent of upper trail completed to date including parking area is approximately 40%. The total cost to date is $9938. PROPOSED SERVICES UPPER TRAIL Work required to complete the upper section ofthe trail is as follows: Part 1: • Complete Andosite tread material in trail (-451 LID • Construction of three pullout areas to include remove topsoil and placement of tread material 1-2 September 16, 2003 Mr. Bob Joseph Knoll Trail Page 2 • Spread stockpile topsoil along old roadbed • Place recycled asphalt material in parking area • Construct stone benches at each of the three pullout areas Strategic placement of dead trees to help contain visitors on the trail · Clean up and other incidentals necessary to complete the trail The total cost ofPart 1 to complete the upper trail is $18,484. Additional items recognized for the completion of the upper trail are as follows: Part 2: Cost • State Highway Access Permit $ 360 Stop sign placement $ 438 • Prune trees for highway access visibility $ 240 • Bumper rocks or logs around parking area $ 3.120 Total Cost $ 4,158 Items not included are interpretive signage. LOWER TRAIL Lower trail from the bridge to the lower cabin of approximately 700 linear feet. Cost for the trail construction only would be $14,400. This part includes preparation of the Final Design and Guaranteed Maximum Price and fees to the General Contractor for construction. Matzke,;:,Ce„v ~0~7~ I)ate: September 16,2003 Re: Municipal Building Roof Access Lease Agreement Lease Request for Wireless Ethernet Antenna BACKGROUND: The Town of Estes Park has received a request from ESTESVALLEY.NET to install and operate a wireless Ethernet antenna on the roof of the Municipal Building. This antenna would be used to provide a point-to point connection from the Municipal Building to ESTESVALLEY.NET's office located at 401 East Elkhorn Avenue. The proposed lease agreement is attached. Following are some highlights: 1. Four year term-four one-year leases renewable annually 2. $50/month lease payment 3. Lessee will pay all installation and maintenance costs 4. Town will provide electric supply, up 15 amps at 120 volts. 5. Lessee's equipment may not interfere with existing or future Town equipment 6. Non-exclusive, Town may honor similar requests BUDGET/COST: The lease payments will provide $600 annual revenue. The Lessee will pay all installation costs and provide for all maintenance for their equipment. RECOMMENDATION: Public Works Department staff recommends that the proposed lease agreement be approved and requests that the Town Board authorize the Mayor to sign the proposed lease agreement. Therefore, the trail was relocated to the Fish Creek R.O.W. with an attached curb and gutter and 8-ft. sidewalk. Change order cost estimate: $24,000. 3) Church and Van Horn easement change order for fence: $1,600. Cost/Budget: - Cost #1: $31,000 24,000 1,600 $56,600 Remaining budget: $29,000 Excess funding request: $27,600 The Capital/Infrastructures Account #204-5400-544.55-51 of the Community Reinvestment Fund has a current balance projection of $99,746. The proposed $27,600 excess is available from this account. Action: Staff recommends and requests approval of this change order. This piece of public Right of Way will allow you, emergency vehicles, as well as road maintenance vehicles a safe thoroughfare from Highway 7 to Lexington Lane. The new road will be approximately 18' wide. The work is estimated to take 4 weeks and begin about September 22, 2003. Coulson Excavating of Loveland will be doing the construction and paving. They have been working in the Estes Park area for over 30 years and have a great reputation. If during the course of the work you experience problems please feel free to contact them directly at 667-2178 or the Public Works Department at 577- 3588.
