TOWN of ESTES PARK Inter-Office Memorandum April 11, 2003 TO: Public Works Committee FROM: Bill Linnan~ke SUBJECT: Hydro Plant Trail - Request to Grant Access Easement to H.W. Stewart (Rocky Mountain Gateway Center) Background: Please refer to the attached project map for reference. The Hydro Plant Trail has been designed and $30,000 co-payment funds were budgeted for a possible Great Outdoors Colorado (GOCO) Grant Access easements are main issues with trails and grant applications. Therefore, Staff has begun easement negotiations. The deadline for filing the GOCO application is in June. Staff has begun the easement negotiations with H.W. Stewart (a.k.a. Rocky Mountain Gateway Center). The Stewarts will grant an access easement for the western portion of the trail if the Town grants an easement for the lively property and the eastern portion of the tral as shown on the map. The next step is for Cornerstone Engineering to prepare a legal description and then for Greg White to prepare the easement across Town property. Upon completion of these documents, easements can be signed and exchanged. The documents would then be attachments to a grant application. With or without a grant the Town needs an easement from the Stewarts to proceed with this project now or in the future. Cost/Budget Cost N/A Budget: $30,000 If the Town does not receive a grant there is a possibility that a portion, or all, of the 1,200- ft. trail could be rough cut and road-based with excess trail money in this year's budget Action: Staff requests and recommends as access easement in exchange for an access easement across the H.W. The Town's Micropaver™ asphalt maintenance software recommends these applications of materials based on different levels of road surface degradation. These 3 material applications are described as: 1. Slurry Seal: (Type 2, latex based w/ 1/4" rock) Surface treatment of streets with high oxidation caused by ultraviolet radiation. Rejuvenates and water proofs the surface, adds some skid resistance. Extends the life of newer asphalt. (target PCl 65-85) 2. Chip Seal: (polymer modified 3/8" rock & surface sealed) Course surface treatment for streets that require high skid resistance, are steep, UV protection, waterproofing and crack filling. Extends the life of all asphalt. (target PCI 65-85) 3. Overlay: A structural asphalt repaving that reestablishes the integrity of the road that was lost due to water damage, excessive axle loads, poor subgrade or construction. This repaving is usually 1.5" (minimum) depending on the level-of-wear criteria. (target PCI <60) Budget / Cost: Budget: The 2003 budget contains $300,000 for the annual Street Improvement Program (STIP). Cost: 1. Slurry Seal: Solicit prices and proceed with the work in June. $1.00 +A / SY $30,000 2. Chip Seal: Solicit prices and proceed with the work in July. $1.50 +A / SY $100,000 3. Overlay: Bid in May, return for approval in June. Work in September-October $150,000 4. Striping Purchase and install in May & September (as needed - various locations) $20,000 TOTAL $300,000 Action: Staff requests to proceed with the listed expenditures and schedules. Please refer to 3 attachments for proposed work locations showing various material applications. Locations may vary based on utility company construction. As a result Cornerstone Engineering submitted a cost estimate of $36,000. Staff is meeling with Larry Hass of CDOT at the site on Monday to discuss the project and we hope to receive a preliminary approval to proceed from Larry. Cost/Budget Cost $36,000 Note: Water service and an irrigation tap add $8,000 Budget $30,000 The Community Reinvestment Fund is adequate for the additional monies, if approved. Action: With PWC and CDOT approval, staff can proceed with the project at the preferred location shown on the map. BL/lb Attachment 3-1 RECORD OF PROCEEDINGS Public Works Committee - March 20,2003 - Page 2 FALL RIVER TRAIL PHASE 11 PERFORMANCE PARK CONNECTION - REQUEST APPROVAL OF PRICE. Mountain Constructors recently completed the Phase I section thus staff solicited a cost estimate for Phase Il that will cross the proposed pedestrian bridge and follow Lot 21 to the east, approximately 1,000 ft. Mountain Constructors has agreed to honor Phase I unit prices and their cost is $174,655.50. The cost will be offset by $40,000 from the Willows Condominium Assn., and the budget is $133,766. Staff is proposing the deficient be funded from under-budget cost of the Stanley Ave. Trail Phase 11 Project. Construction should be completed by Memorial Day. The Estes Valley Land Trust (in a conservation easement) owns Lot 21 and discussions are underway to obtain this easement. Additionally, staff has procured an easement from Fall River Village that will provide public access. Town Administrator Widmer commended Directors Linnane and Joseph for this significant achievement. The Committee recommends awarding the bid to Mountain Constructors for construction of Phase 11 of the Fall River Trail at a cost of $174,655.50. PARKS DEPT. IRRIGATION SCADA - REQUEST APPROVAL. The SCADA system allows one person to program, operate, and monitor irrigation systems from one computer centrally located at the Parks Shop. Phase IV is budgeted for this year; all equipment is supplied by L.L. Johnson; and Wes Reichardt will complete installation. The budget is $30,000 from the Conservation Trust Fund, and equipment cost is $28,664.58. The Committee recommends staff proceed with the Phase IV Irrigation System, expending $28,664.58. ) REPORTS School Campus Pedestrian and Traffic Safety Report. Director Linnane summarized Report findings/recommendations, and suggested approval of the items listed below: Upgrade existing standard yellow/black school signs to the new fluorescent yellow/green standards (includes some new signs). New 3-way stop at Graves and Community Dr. near the raised crosswalk. New flashing beacons on Brodie Ave. and Community Dr. Sign replacemenuimprovement on Hwy. 7: staff will seek assistance from CDOT for this section of state roadway. The cost estimate for the improvements recommended by the Felsburg Holt and Ullevig Report is $25,000. Based upon pedestrian safety concerns, the Committee recommends staff proceed with the $25,000 expenditure, revising the 2003 Budget during the budget process. Highway 34 Gateway Sign. At the February Public Works Committee meeting, staff was directed to provide digital photos of the Mall Rd. site and alternate sites. Photos were displayed, and an alternate location was selected in the State right-of-way (east portion) at North Lake Ave. and Dry Gulch Rd. (near Sombrero Ranch). This site offers improved traffic safety and the sign will state 'Welcome to Estes Park", and will not include the Rotary Club logo. Water is available to the site and the budget contains $30,000 for this project. As the alternate site has not yet been approved by CDOT, this item, including a cost proposal, will be returned to the Committee for further consideration. Audible/Visible Pedestrian Timers. Staff is proceeding with this project and as it has been determined that the sound on the audible "chirpers" is adjustable, chirpers will be installed. 3-2 1% r f r Public Works Engineering Memo To: Public Works Committee From: Greg Sievers CC: Bill Linnane Date: March 20,2003 Re: Gatewav Sign Location Report On Wednesday, March 5*, I reviewed the eastern Highway 34 corridor with Roger Thorn for alternate site locations for the construction of a Gateway Sign for Estes Park. We started with a review of the current proposal (Option #1, see photo) and field inspection of that site. Those conditions are: The current proposed parking entrancd is approximately 180' west of the point where the highway straightens out and ) visibility improves. A# trees on the shoulder would need to be removed, in addition to those shown on the plan. The posted west bound speed is 40mph. An average automobile stopping distance at 40mph is approximately 67 feet. We drove slowly west from that area and reviewed all open space along the north shoulder of the highway. Several options were available just west of the 01ympus Lodge but were on private property in a parking area owned by the Ride-A-Cart business. The view would be impeded by both those commercial game facilities plus the Olympus Dam. Continuing west we drove up onto the elevated north shoulder approximately 6-8 vertical feet above the highway for a distance of 750'. Although the view was good, access would be extremely difficult and likely unsafe. From MacCracken Lane, west past the KOA and up to the Sombrero Stables we eliminated due to the proximity of the Olympus Dam structure and its obstruction of the view. On the west side of the intersection of Highway 34 and Dry Gulch Road we found a good candidate for Option #2. (see photo) 1. There is generally an unobstructed view of Longs Peak, Mt. Meeker & Glacier Basin 2. The roof of the Marina and Lake Shore Lodge are low in the foreground. 3. The overhead power lines at Dry Gulch Road are east of the site and not an issue. The terrain is flat and would allow a parking area to be constructed at a minimum cost. 5. There are no obvious drainage or utility conflicts. 6. Access to and from the site is paved, signed and controlled. 7. The Town of Estes Park owns the side road right-of-way. 8. There is a 10' wide private strip of land that separates the 120' wide CDOT right-of-way from the 75' wide North Lake Avenue right of way. The Gateway Sign can be placed in the CDOT.right of way and a parking area can be constructed within the North Lake Avenue right of way. The existing street is approximately 25 feet wide.
