I , TOWN of ESTES PARK Inter-Office Memorandum March 18, 2003 TO: Public Works Committee - FROM: Bill Linnane 6,0/ 1.,==/- SUBJECT: Knoll Trail Phase 1 and 2 Design/Construction Management Scope of Services Background: The Public Works Department is assisting with the Design and Construction Management of the Trail, Phase 1 and 2, budgeted in 2003 and 2004 respectively. Please refer to the attached sketch. We received a Phase 1 and 2 Design Scope of Services from the team of David Duclos with Blue Sage Landscape Architecture, and Cornerstone Engineering. Please refer to the attached memo from Bob Joseph and proposed costs from Blue Sage. Blue Sage has designed trail systems in RMNP and around the State and Bob Joseph recommends the company highly. Blue Sage will design the project. Cornerstone will prepare the surveying map. The Scope fee is listed below. Background - Continued.#om Page 1 Phase 1 and 2 design is scheduled to be complete by July 1St. Upon completion, Cornerstone will act as the General Contractor and solicit prices from subcontractors. The Trail Phase 1 construction cost and request to proceed will be presented at the July 17th Public Works Committee meeting. The Phase 1 construction is scheduled to begin August 1St and to be complete by October 5, 2003. Hopefully, the construction team will honor similar unit prices for Phase Z scheduled for early 2004. 1-2 Community Development Memo To: Public Works Committee From: Bob Joseph j:gta CC: Bill Linnane Date: March 17, 2003 Re: Knoll/Willows Design and Construction I am happy to present and recommend approval of the attached scope of services from Mr. Dave Duclos, Blue Sage L.A., for design and construction administration services on the Knoll/Willows project. Mr. Duclos has had a long career practicing Landscape Architecture in Colorado. His experience indudes the design and construction of Riverside Plaza in Estes Park, as well as several years working for the National Park Service in the Denver Regional Service Center where he was responsible for planning and design of major trail projects including the Rehabilitation of the Gap, Cumberland Gap National Historic Park. Also, Cornerstone Engineering has agreed to provide surveying and construction expertise. The two firms would work together to control costs and deliver careful design and timely construction of the trails. Cornerstone would act as general contractor, and Mr. Duclos would be on site to guide the construction and provide the best possible field execution and fit. The design process will begin immediately, with Final Design and Cost to be complete by July 1. Approval of the construction contract is expected to be requested at the July 17~h committee meeting, and construction starting the first week of August. The late date was to accommodate the contractor. The bid results will be handed out at the committee meeting, or possibly late Wednesday afternoon. Hopefully staff will recommend and request awarding the bid. The Construction Plans trail alignment will be shown at the committee meeting Thursday. Construction is scheduled to begin March 26th and be complete in 45 working days which would be May 28th (Memorial Day is May 26). Cost/Budget Budget $312,800 remaining for construction* Cost Bid results to be distributed at the committee meeting Action: Hopefully, a request to award the bid and request to proceed with construction will be presented at Thursday's committee meeting. The Phase 1 section of the trail has just recently been completed. The contractor, Mountain Constructors, pfovided a quality product in terms of the physical trail and customer service. The Town is very satisfied with the end product as well as Mountain Constructors. (Background continued on Page 2) Cost/Budget • Cost $174,655.50 Note: This cost will be offset by the Willows Condos $40,000 (See attached Aprillst payment memo to Pete Brandjord) • Budget $133,766 remaining for construction • The excess $41,000 will be funded by the $42,000 under-budget cost of the Stanley Avenue Trail Phase 2. Action: Staff requests and recommends approval to proceed with construction of the Fall River Trail Phase 2 at a cost of $174,655.50 to Mountain Constructors BL/lb 3-1 . r (Background continued from Page D In accordance with the attached Phase 2 cost proposal, Mountain Constructors has agreed to honor its Phase 1 unit prices, except for pavement markings and embankment material. The Phase 1 bid was presented and approved at the October 17, 2002 Public Works Committee meeting. A copy of the minutes is attached. The major items of Phase 2 include construction of a pedestrian bridge similar to all of the other existing trail system bridges and construction of approximately 1,000 L.F. of 10-ft wide concrete trail. The proposed trail will begin where Phase 1 ended, cross the proposed pedestrian bridge, and follow Lot 21 to the east Note that Lot 21 Conservation Land Trust easement discussions are currently taking place. As shown on the attached map, the trail will cross the existing bridge access to the Filbey Trailer Park property and proceed eastward along a trail easement and connect to Performance Park. At this time I want to pass on our appreciation to the owner and representative of the trailer park property, Robert Filbey and his son-in-law, Noel Lane, for granting the Town this trail easement The easement will eventually be incorporated into a public use outlot that extends to the centerline of the river. This easement and hopefully the Lot 21 easement will be valuable assets of the trail system. Box 1200 Estes Park, CO 80517 RE: Fall River Pedestrian Trail, Phase II Contract Schedule Dear Bill: Please find attached cost proposal for Mountain Constructors, Inc. to construct Phase II of the Fall River Pedestrian Trail. Mountain Constructors have honored their unit cost from Phase I of the Fall River Pedestrian Trail except for two items. 1) Item 203 Embankment Material Complete-in-Place; during the Phase I portion of the project the majority of the embankment material was produced on site. For Phase II, the embankment material will be purchased offsite and transported onto the site. The cost for embankment material went from $12 up to $19 per cubic yard. The additional cost is reasonable for importing offsite material. HWY 36, Fish Creek Road project, embankment material was paid at $19.55 per cubic yard. 2) Item 627 Preformed Therm Plastic Pavement Marking (x-walk/stop line); the cost for striping went from $6.00 to $10.00 per square foot. The cost increase is a result of a cost increase to Mountain Constructors from their striping subcontractor. At $10.00 per square foot, Mountain Constructors unit cost is still less than G. L. HoffConstruction at $15.86 per square foot. G. L. Hoff Construction was the other bidder for Phase I of the Pedestrian Trail. 3-4 Page 2 Mr. Bill Linnane Director of Public Works Town of Estes Park February 25,2003 3) Item 202 Removal of Trees; this item was bid at $150 per tree for Phase I of the Pedestrian Trail. For Phase II, the item was bid on a lump sum basis with a total cost of $15,000. With over 150 trees greater than 3 inches in diameter, the unit cost is lowered to approximately $100 pg tref. There alp exists approximately 200-300 trees less than 3 inches in diameter. Mountain Constructors solicited to Cornerstone Concrete and Mountain Concrete Construction, Inc. for the concrete work subcontractors. Mountain Constructors has maintained Cornerstone Concrete for the concrete work based on unit cost, insurance and bonding purposes. Mountain Constructors cost for Phase II of the Fall River Pedestrian Trail is $174,655.50. Cornerstone Engineering and Surveying, Inc. (CES) has reviewed the unit cost and extensions and has found no irregularities in the cost schedule. CES recommend that Mountain Constructors, Inc. continue with Phase II of the Fall River Pedestrian Trail. If you have questions or need further information, please do not hesitate to contact me. Meeting held in the Municipal Building in said Town of Estes Park on the 17th day of October 2002. Committee: Chairman Barker, Trustees Doylen and Gillette Attending: All Also Attending: Town Administrator Widmer, Public Works Director Linnane, Town Attorney White, Deputy Clerk van Deutekom Absent None Chairman Barker called the meeting to order at 8:00 a.m. The agenda was modified to cover the Fall River Trail item and the reports regarding Cardboard Recycling and Landfill and Transfer Station Rates prior to Trustee Gillette's departure at approximately 9:15 a.m. FALL RIVER TRAIL - PHASE 1 - REQUEST TO AWARD BID. The following bids were received for the Fall River Trail - Phase 1 Project: Mountain Contractors Inc. $248,589.50 G. L. Hoff Construction $290,372.64 The original bid design proposed ending Phase I between James St. and Valley Rd. After further review, Staff recommends ending Phase I at Valley Rd. to provide a safer connection to the Town's roadway system and the W Wonderview Bypass. The estimated cost of the additional extension is $38,000. At the August Committee meeting, the Willows Condominium Assn. (Assn.) requested the section of trail adjacent to their property be relocated across the river and onto Colorado Department of Transportation (CDOT) right-of-way. At Staffs request, Mountain Constructors estimated an additional $70,710 for this relocation, to include construction of a 56-foot by 12-foot prefabricated steeIANood plank bridge (actual bridge cost is $31,000). However, the Assn. presented a proposal from Rocky Mountain Prestress to install a 40- foot by 10-foot footbridge and offered to pay $15,000 to only cover their bridge cost. This offer was not acceptable to Staff. Since no agreement has been reached with the Willows Condos property. owners and since the easement across the trailer court property is still under negotiation, Staff recommends starting Phase I adjacent to and west of the bridge and ending at Valley Rd. The additional cost to the bid is estimated at $28,000 ($38,000 extension costs minus $10,000 from the Willows). The trail section between Performance Park and the bridge (Phase Il), which crosses the Willows Condos and the_trailer court properties, could be budgeted and constructed in 2003. Costs associated with Phase I are as follows: Mountain Constructors bid $248,589.50 Valley Road extension 38,000.00 Willows Condos Section (deduction) (10,000.00) Sub-total $276,589.50 Contingencies @ 6% $ 16,000.00 Estimated total cost $292,600.00 The 2002 Budget includes $268,000 for Phase I of the Fall River Trail. The Committee recommends awarding the bid to Mountain Constructors at a total cost of $292,600, with the $24,600 deficiency funded from the Community Reinvestment Fund. Phase I will begin adjacent to and west of the bridge and end at Valley Rd. The remaining trail portion between Performance Park and the bridge (Phase 11) could be constructed in 2003, if approved in the budget process. Willows Condominium Easement Discussion: Town Attorney White briefed the Committee on the status of negotiations between the Town and Willows Condominium Assn., Inc. (Assn.) and discussed the proposal submitted by the Assn. from Rocky Mountain Prestress mentioned above. Attorney White explained the discrepancies between the proposal submitted by Rocky Mountain Prestress ($15,000) and Mountain Constructors ($31,000), noting that the $15,000 proposal did not meet project specifications or CDOT specifications. Audience comments were heard from: Attorney Phipps, representative of the Willows Condominium Assn., Tom Morroni/300 Far View Dr. #17, Ron Schacher/300 Far View Dr. #15, and Howard Johnson, 300 Far View Dr. #14. Kerry Prochaska/Cornerstone Engineering explained the detailed bid schedule presented to the Committee comparing the Engineer's estimate and bids received from Mountain Constrpctors and G.L. Hoff. He noted that the original estimate of $48,000 presented at the August 15th Committee meeting was a rough estimate only. Since that time, detailed bids, to include all aspects of the project, have been received and presented to fhe Committee. He also reported that his staff would meet with a representative from Rocky Mountain Prestress today to tour the site and present bridge specifications used by other contractors to bid the project. Chairman Barker noted that in order for the Town to relocate the trail, the Assn. will need to agree to,share the $70,000 cost of the relocation and the Assn. should incur a majority of that cost. He explained that if the Assn. intends to submit a revised proposal from Rocky Mountain Prestress, they should do so prior to the November 21 St meeting. He also verified that Attorney Phipps is the official contact for the Assn. and will handle all negotiations regarding this matter. GLACIER WATER PLANT REHABILITATION PROJECT - REQUEST TO PROCEED. Cornerstone Engineering has designed changes for the Glacier Water Plant filter building to meet upcoming regulations and has negotiated a quote with Benson Construction, who previously handled repairs to the Glacier filter under drain, air blower, laboratory addition and the intake structure. Computer programming for the project will be performed by ITS. Project costs are as follows: Filter media from WAACO (ordered in June 2002) $ 25,468 Benson Construction/ITS $ 275,524 Total Cost: $ 300,992 The 2001/2002 Budgets include $220,000 for Glacier filter upgrades. The $81,000 deficiency can be funded from the postponed Marys Lake Pump Project ($40,000) and supplemented from the Water Fund ($41,000). SUMMARY OF FINDINGS/RECOMMENDATIONS The Town of Estes Park has initiated efforts to analyze traffic and pedestrian related issues adjacent to the Estes Park school campus. This campus houses all of the school classroom facilities for the Town, including Kindergarten through Grade 12, in four existing buildings (Elementary School, Intermediate School, Middle School and High School). Also on the school property are the school facilities management office, a school-sponsored day-care facility, and the local Park School District and Larimer County offices. This study is an update to the Estes Park School Traffic Review conducted by Felsburg Holt & Ullevig, February, 1998. This study looked at the following issues: • Pedestrian activity along Brodie Avenue to evaluate the need for a sidewalk • Pedestrian activity at the Brodie Avenue/Community Drive intersection to determine if a crossing guard is needed , Vehicle and pedestrian movements to and from the campus to suggest improvements to relieve existing congestion and to improve safety • Vehicle and pedestrian volumes at the intersection of Woodstock Drive and SH 7 to determine if a traffic signal would be warranted at this location , Signing and striping changes that upgrade the existing traffic control to meet the current V G Manual on Uniform Traffic Control Devices (MUTCD) standards , Evaluating the raised crosswalk at the Graves Avenue/Community Drive intersection to 2 determine if additional raised crosswalks would be beneficial and what the installation guidelines are .. Traffic and pedestrian volumes were recorded during the AM peak hour of October 1, 2002 by Felsburg Holt & Ullevig and volunteers from the Town of Estes Park. Peak school activity was observed 7:45 and 8:00 AM. The crosswalk that you installed years ago has been a great improvement but I continue to have concerns about pedestrian safety in front of the elementary school. I have done a great deal of studying myself and have clearly pinned down the problem on this busy street. Quite simply, cars are not paying attention to children at the crosswalk. Just two days ago, I watched a student wait for 5 minutes for cars to notice her and then she finally got a break to cross. I have met with dozens of parents concerned about this potential safety issue. The biggest change to this neighborhood has been the addition of the Lonetree affordable housing across the street from the elementary school. This development has contributed to our foot traffic significantly. After much review, I really feel that the only long term solution is to add a three way stop to the intersection of Community Drive and Graves Avenue. Although this would be an inconvenience to motorists, the potential risks of having a child hit by a car traveling at high speeds seems to supercede inconvenience. You have my support for this change and the support of the Estes Park Elementary Accountability Committee. Police Chief Richardson noted that in his experience with the chirping devices, there were no noise annoyance complaints expressed by adjacent shop owners. Additionally, the devices could assist in public safety concerns when the Summer Community Service Officers (CSO's) are not on-site. The Police Department intends to have the CSO's monitor these devices informally during the summer season. Those conditions are: The current proposed parking entrance is approximately 180' west of the point where the highway straightens out and visibility improves. A# trees on the shoulder would need to be removed, in addition to those shown on the plan. The posted west bound speed is 40mph. An average automobile stopping distance at 40mph is approximately 67 feet. We drove slowly west from that area and reviewed all open space along the north shoulder of the highway. Several options were available just west of the Olympus Lodge but were on private property in a parking area owned by the Ride-A-Cart business. The view would be impeded by both those commercial game facilities plus the Olympus Dam. Continuing west we drove up onto the elevated north shoulder approximately 6-8 vertical feet above the highway for a distance of 750'. Although the view was good, access would be extremely difficult and likely unsafe. From MacCracken Lane, west past the KOA and up to the Sombrero Stables we eliminated due to the proximity of the Olympus Dam structure and its obstruction of the view. On the west side of the intersection of Highway 34 and Dry Gulch Road we found a good candidate for Option #2. (see photo) 1. There is generally an unobstructed view of Longs Peak, Mt. Meeker & Glacier Basin 2. The roof of the Marina and Lake Shore Lodge are low in the foreground. 3. The overhead power lines at Dry Gulch Road are east of the site and not an issue. 4. The terrain is flat and would allow a parking area to be constructed at a minimum cost. 5. There are no obvious drainage or utility conflicts. 6. Access to and from the site is paved, signed and controlled. 7. The Town of Estes Park owns the side road right-of-way. 8. There is a 10' wide private strip of land that separates the 120' wide CDOT right-of-way from the 75' wide North Lake Avenue right of way. The Gateway Sign can be placed in the CDOT right of way and a parking area can be constructed within the North Lake Avenue right of way. The existing street is approximately 25 feet wide. This will leave approximately 50' to construct the parking area. > All areas west of this site felt too close to Town and thereby defeat the feeling of an 'entry' or gateway sign.
