Install a heated sidewalk system at the North East entrance to the Municipal Building from the Handicapped parking stalls to - the back door. (the diagonal walkway) 2. Install audible and visible pedestrian countdown timers at the Moraine Avenue/ Elkhorn Avenue intersection. Town will purchase the hardware and CDOT will do the installation, wiring, timing, and traffic control design. Budget Sidewalk Heaters: $25,000 Moraine Avenue Pedestrian Timers: $8,000 Action: Staff is requesting to proceed with the purchase and installation of this equipment and proceed with construction as needed to provide these upgrades and stay within the budgeted line items for each. GS/mjs FIE TOWN of ESTES PARK Inter-Office Memorandum February 17, 2003 TO: Public Works Comn}ittee FROM: Bill Linnane ~~.../~~ SUBJECT: Proposed Hwy 34 Gateway Sign - Request to Solicit Prices Background: Last summer Staff requested and received approval from CDOT to proceed with the construction of a second Gateway Sign on Hwy 34, across from Mall Road at the location shown on the map. The site is adjacent and east of the Town limit and is in CDOT R.O.W. The design and materials would be the same as the Hwy 36 sign. Roger Thorp has agreed to the use of his design and will assist us by reviewing the plans for Hwy 34. Cornerstone Engineering will again act as the General Contractor. The schedule is to solicit prices and bring the proposed cost back to Cornerstone and begin construction in April and be complete prior to Memorial Day. It should be noted that CDOT must give us the final approval to proceed; however, as stated before, the design and location have been approved. Larry Haas is our contact person. Cost/Budget Budget $30,000 Cost To be determined (The 2002 Hwy 34 Scope Cost was $25,900) Action: Staff requests and recommends approval to solicit prices for the proposed Hwy 34 Gateway Sign at the location shown on the attached map. Attached is a copy of that memo and committee minutes. The schedule is to bid the project on March 3, and return to the Public Works Committee in March for bid approval. Construction would begin in April and be completed in June, weather permitting. The project will require easement preparation, an Army Corps of Engineers permit, one or two creek crossings, and structural improvement of thb concrete path subgrade. The construction cost estimate is $310,000. Cornerstone Engineering submitted the attached Scope of Services and cost of $37,200, which is 12 % of the construction cost estimate. Cost/Budget Budget $350,000 for Design/Construction Management/Construction Cost: $ 37,200 for Design/Construction Management Action Staff requests and recommends approval of the Cornerstone Scope of Services and Scope cost of $37,200. PROSPECT MOUNTAIN WATER CO./VENNER RANCH AREA WATER LEASE - REQUEST TO LEASE 4 ACRE-FEET. John Heron, President of the Prospect Mountain Water Company (PMWC), has submitted the attached letter of request to lease 4 A.F. of Town-owned CBT. As explained at the November Public Works Committee meeting, the Town is projecting a surplus of 498 A.F. of water for next year. (See attached water rights projections table.) Of this 498 A.F. surplus, 135 A.F. is to be leased to the Estes Valley Recreation and Park District and Park R-3 School District. Attorney White is drafting a lease agreement between the Town and EVRPD/School District. The same format could be used to lease 4 AF. to PMWC. PMWC has agreed to a lease price equal to the current lease market value of $350/A. F. CosUBudclet N/A Action Staff recommends approval to lease 4 A F. of CBT water to PMWC at a price of $350/A.F.
