TOWN of ESTES PARK Inter-Office Memorandum November 15, 2002 TO: Public Works Committee FROM: Bill Linnane <~/5- SUBJECT: Marys Lake Raw Water Pump Project Design/Construction Management Scope of Services Background: The pump project consists of construction of a water pump in Marys Lake and associated water p*e to transport raw water from the lake to the water treatment plant's intake at the tunnel outlet above Marys Lake. The project will provide raw water to the plant during tunnel outages which commonly occur throughout the year. Outages may be the result of maintenance or severe droughts. The project construction has been rescheduled from 2002 to 2003 due to review delays by the Bureau of Reclamation. The original scope of the project and the estimated construction cost has substantially changed after these review comments. The current drought has made it necessary to design the project immediately so that the project may be constructed as soon as possible. Cornerstone submitted the attached Scope for Design/Construction Management Services. Construction is scheduled to begin in February and be completed by May 2003. Cost/Budget Design/Construction Management 2003 Budget $25,000 Design/Construction Management Cost $59,100 The 2002 fund balance of $2.4 million can accommodate this expense. Please note, the proposed 2003 water rate study will review and assist with the administration of this fund balance. Action Staff recommends approval of the Scope of Service. BL/lb 1-1

Box 1200 Estes Park, CO 80517 RE: Mary's Lake Raw Water Pump Station Dear Bill: Cornerstone Engineering & Surveying, Inc. (CES) appreciates the opportunity to submit the following scope of services for final design and construction related engineering services for the Mary's Lake Raw Water Pump Station. PROJECT OVERVIEW In 2002, CES prepared various alternatives for development of a raw water pump system at Mary's Lake. These alternatives were analyzed by CES, Bureau ofReclamation and Town of Estes Park Water Department personnel relative to economics, raw water supply, site disturbance ofDepartment of Interior land, environmental constraints, and operational constraints. The results of the analysis recommended installation of a wet well pump system on the southern shore of Mary's Lake approximately 600 feet southeast of the power plant. Major design elements of the system are as follows: • 28' deep wet well vault • submersible pumps capable of 1400 gallons/minute expandable to 2100 gallons/minute 24" inlet pipe • 12" pump discharge line · electrical and control components A preliminary site plan is attached. Estimated construction cost for the proposed system is $560,000. 1-2
SCOPE OF SERVICES Our design and construction services will include the following: • Preparation ofplans and specifications for the installation ofthe Mary's Lake Raw Water Pump Station and appurtenant mechanical, electrical, and control systems. • Preparation ofplans and profiles for the inlet and outlet piping. • Preparation of easements for support o f Bureau o f Reclamation License Agreenlents. • Provide construction related engineering services during construction of the project. Construction plans would be prepared and bids solicited by January, 2003 for a February to May, 2003 construction period.
