Customer Service Response TOWN of ESTES PARK Inter-Office Memorandum June 15, 1999 TO: Public Works Committee FROM: Bill Linnane .42 SUBJECT: 1999 Water Looping Project Request to award bid Background: The attached vicinity map shows the proposed 1999 Water Line Replacement Projects: 1) Al Fresco Subdivision line 2) Fall River line 3) Prospect Mountain/Highway 7 Interconnective line The April the Public Works Committee approved bidding the project The bids were received on June 14, 1999. Those bids were received as tabulated on the attached documentation from Rocky Mountain Consultants. The low bids are summarized as follows: 1) Al Fresco Subdivision line Kitchen $213,298.00 2) Fall River line Weinland 48,907.00 3) Prospect Mountain/Hwy. 7 line Weinland 164,030.45 Total cost $426,235.45 The low bidders have a good reputation with the Town. Construction of the Fall River line is to begin at the end of September to accommodate the adjacent commercial property. All other construction is scheduled to begin in August with asphalt work to be completed by November. (Continued on Page 2.) Budget/cost Cost $426,235.45 + $20,000 (Fire Department) = $446,235.45 Budget $580,000.00 + $20,000 (Fire Department) = $600,000.00 Recommendation: Staff recommends approval of awarding the bids, as documented above, to Weinland and Kitchen, with the $20,000 Fire Department Project to be negotiated and performed by either Kitchen or Weinland. -1- Background: (Continued from Page 1) An extra $20,000 was budgeted in the Water Fund for the annual Fire Department Hydrant Upgrade Project This project has yet to be determined by the Fire Department but will be coordinated to be performed by either Weinland or Kitchen. This $20,000 has not been included in the cost summary above. SUBJECT: 1998 Water Looping Project Request approval to sign a $1,200 change order Background: Please refer to the attached letter and sketch from Rocky Mountain Consultants for the following discussion. The 1998 Water Looping Project replaced a water line adjacent to Chapin Lane in the spring of 1999. The disturbed ground along the new line allowed groundwater to travel along the water line causing the water to surface adjacent to a downstream property owner and enter the structure's crawl space. In order to mitigate this problem, the Water Department contracted with Kitchen Company and installed three clay dikes around the outer perimeter of the pipe up to ground level to intercept and redirect this groundwater. The cost is estimated at $1,200. Staff is requesting retroactive approval of this change order. The groundwater and surface water problem relating to the affected structure has been corrected at this point in time. Budget/cost Cost $1,200 Budget Not included in the 1999 budget Recommendation: Staff recommends approval of the change order, with the cost to be funded from the 1999 Capital Improvement Projects line item. Box 1200 Estes Park, CO 80517 RE: 1998 Town of Estes Park Water Looping Projects - Big Horn Drive\Chiquita Lane Interconnection Notification of Extra Work / RMC Job No. 9-0233.084.00 Dear Bill: The purpose of this letter is to explain an additional work item that will be required in order to correct a problem at the 1998 Big Horn Drive\Chiquita Lane Interconnection Project site. Specifically, a subsurface drainage problem affecting Mr. Norman Larsen, located at 420 Chapin Lane, which has been exacerbated by the recent construction ofthe project's 12" ductile iron water line. This problem was discovered on Monday. May 3rd, 1 999 after the Estes Park area received large amounts of precipitation. A visit to the site revealed that subsurface water from the northwest of Mr. Larsen's residence was draining along the alignment of the recently constructed 12" water line. Given the location of the new line, the subsurface water appears to be focused directly to the northwest side of Mr. Larsen's residence, resulting in moderate flooding of his crawlspace. Upon further investigation into this problem, Rocky Mountain Consultants, Inc. (RMC) recommends that clay or bentonite dikes be constructed along the water line alignment at three separate locations to force water that is collected along the water line to surface (please refer to the enclosed Exhibit A). RMC has met with Ed Kitchen to discuss the problems at the site and our proposed solution. The cost of the dikes has been negotiated so as not to exceed $ 1,200.
