TOWN of ESTES PARK Inter-Office Memorandum April 9, 1999 TO: Public Works Committee FROM: Bill Linnane (,£49 SUBJECT: School Bus Stop at Avalon/Country Club Drive/Hwy. 7 Intersection Background: A request for additional signage on Hwy. 7 near the Avalon/Country Club Drive/Hwy. 7 intersection was discussed at the March Public Works Committee meeting. Staff was directed to visit the site on school days during the school bus stop times. Staff visited the site twice and the Estes Park Police Department performed a vehicle speed check and traffic count at the location for over a one-week period. The police report is attached and is self-explanatory. The Public Works Department staff witnessed that there are a high number of vehicles traveling along Hwy. 7 during the school bus pick-up and drop-off periods. All of the traffic abided by the traffic laws on those occasions, as verified by the Police Department The sight visibility along Hwy. 7 is adequate, as it is greater than 500 feet in both the north and south directions. In accordance with the Manual on Uniform Traffic Control Devices (MUTCD), a "School Bus Stop Ahead" sign is not warranted (see attached), since the site visibility distance is greater than 500'. (Continued on page 2.) Budget/Cost Approximately $500. Recommendation: The following recommendations will enhance the safety of the school children: 1. Add a "School Bus Stop Ahead" sign on Avalon. 2. Add a stripe delineation along the east edge of Avalon. 3. Widen the east shoulder of Avalon as much as possible. 4. Place a rock perimeter along the school bus stop area. 5. Relocate a "No Motorized Traffic" sign to the point of the school bus stop area. 6. Additional school bus stop warning signs are not warranted on Hwy. 7. 1-1 Background: (Continuedji'om page 1) Staff did witness that most of the school children (8-12) walked northbound on the east side of Avalon to reach the bus stop area. No school children or other pedestrians were observed walking along Country Club Drive. Staff also noticed that there was a relatively high amount of construction traffic traveling north and south along Avalon. The conflicting situation between school children and traffic along Avalon was, and is, a concern. Please refer to the attached sketch for the following discussion. Along Avalon, there is a crest of a hill followed by a substantial dip or valley prior to the Hwy. 7/Avalon bus stop area. The sight distance for vehicles/pedestrians is less than 500 feet and a "School Bus Stop Ahead" sign is warranted. Also, a wider dirt shoulder and travel lane stripe delineation would aid in the safety of the school children on their way to and from the bus stop. The addition of large rocks along the perimeter of the bus stop area would eliminate any vehicular traffic crossing the bus stop "island." To further enhance the safety of school children at the bus stop, a "No Motorized Traffic" sign could be relocated to the area adjacent to the point of the island and the bike path. The counts include in the data: the number of vehicles, speeds of vehicles, direction of travel and the number of students picked up/dropped off at the school bus stop. In an effort to maintain integrity of the data, vehicles driving under a speed of 35 mph were not included in the counts (vehicles turning onto the highway in the area would skew the results). Based up the data that I have reviewed, I do not believe that an identifiable problem exists with relationship to the traffic on lhe highway versus the safe loading and unloading of children at this bus stop location. The data indicates that of the 926 vehicles radar checked in the area, all but 2 (.2%) were well within the posted speed limit (see attachments). Patrol officers will utilize visible patrols, the speed trailer as well as placement of lhe "dummy car" in the area periodically to encourage ongoing compliance by motorists. During the development plan process of this lot in 1993, the Public Works Department required (see attached memo) that the developer vacate these easements and dedicate new easements for the new electric and water lines. The Public Works Department followed up and made this comment on the building permit routing slip. Unfortunately, the construction of the multifamily dwelling units was completed without the developer fulfilling these conditions. The developer is now attempting to sell the units as condos and a potential condo contract is being delayed until the easements are vacated. Budget/Cost No cost to the Town. Recommendation: Staff recommends approval of the vacations with the stipulations that 1) The developer dedicate new easement:s prior to the vacations. 2) The developer pays for all attorney fees. The developer should construct a 6" water main from the existing 12" water main, along the proposed parking area, to the northwest portion of the property. The new 6" main should connect to the remaining 2" water main at the properly line. Construction plans should be prepared for this water main construction. • Any sewer and water line crossings should be in accordance with the Town's Water Department Standards. Parallel lines should maintain a 10' separation. • Abandoned power and water lines require easement vacations and new utilities require new utility easements. • The proposed swale from the detention pond to the new roadway curb should be protected against erosion. • The Fall River Lane roadway should be constructed in accordance with the July 1991 road plans prepared by E.P.S. The developer may want to consider contacting the other lot owners in Elkhorn Estates who have an obligation to construct a portion of Fall River Lane. BL:ck 2-5 TOWN of ESTES PARK Inter-Office Memorandum April 12, 1999 TO: Public Works Committee FROM: Bill Linnane cul- SUBJECT: 264 East Riverside R.O.W. Temporary Easement Request Background: Please see the attached location map. The owner of 264 East Riverside has a buyer for the property. The structure encroaches approximately 4.2 feet into the R.O.W. Due to the encroachment the title company will not issue title insurance associated with the pending sale. The owner has requested that the Town vacate the property. Rather than vacate the R.O.W., the Town Attorney has recommended that a temporary easement be dedicated. The buyer and owner agree: 1) Not to allow any dwelling of that unit until the encroachment is removed. 2) To remodel the building and remove the encroachment within the next year. 3) The easement would be recorded as a one-year easement At the end of one year, the easement would no longer exist 4) To pay for all attorney fees associated with the easement process. Cost/Budget N/A Recommendation: Since the easement will help expedite the removal of the encroachment and help alleviate a dangerous condition, Staff recommends approval. There are four buildings used for storage and three homes. The homes are used for employee housing. The buildings were constructed between 1912 and 1947. The roof on house #2 is badly blistered, its age is not known. I t has been patched several times. The roof is in need of replacement and has been induded in the 1999 budget. Local bids were solicited and the results are shown below. Apex Roofing $5,600 Halls Roofing $7,985 Budget: $9,000 Cost: $5,600 Recommendation: Staff recommends accepting the low bid from Apex Roofing in the amount of $5,600. This work will indude a full tear off and new plywood base layer. We also request to hold an additional $1,400 as a contingency, should any unforeseen difficulties arise. Total requested cost is therefore $7,000. Work shall take place in May. • Page 1 4-1 MEMORANDUM TO: PUBLIC WORKS COMMn-rEE, BILL LDVNANE FROM: SHAWN KRAFT SUBJECT: AERIAL MAPPING PROJECT DATE: 04/12/99 CQ RICHARD MATZKE, STEVE STAMEY • Background: A basemap is a map onto which all other layers are overlaid; the foundation for a GIS. It consists of these features: roads, utility poles, building footprints, water features, contours, light and power features, and all man made features. The Town's existing basemap is on rr~lars and was original& done in 1979 by Kucera. It has been an extremely useful tool for 20 years. It was determined that the existing basemap needs to be replaced with a digital basemap that could be loaded onto the Town network and used by all employees simply by accessing the network rather than by looking for a hard copy which can be cumbersome. The Town budgeted in 1999 and 2000 to replace the existing mylar basemaps with new digital basemaps. (Background continued on next page) • Cost/Budget Requests for Proposals (RFP) were sent out to seven consultants for the Aerial Mapping for the Town of Estes Park. REP's were received from Kucera and Aero- Metric. Bid Amounts were as follows: 1999 2000 Total Budget** $80,000.00 $45,000.00 $125,000.00 Kucera $40,700.00* $40,700.00* $81,400.00 Aero-Metric $73,510.00 $54,785.00 $134,295.00 * Kucera will deduct $1,000.00 if all work is completed in 1999. They would reduce man- power so that re-start in 2000 can be eliminated. These prices do not include any contour base mapping. The contour base map portion will be performed in the year 2000 and the proposed Year 2000 budget can accommodate this phase. ** Water Department 38%, Light & Power Department 38%, General Fund 24%. • Recommendation: The Public Works Department recommends that Kucera be award the bid for the Aerial Mapping Project. Kucera performed the aerial mapping in 1979 for the Town of Estes Park and they are very familiar with the Towns needs and objectives. Kucera has the lower costs of the two consultants. • Staff also recommends completing the entire project in 1999 at a savings of $1,000.00. This would allow staff to keep the mapping current, starting the 1St year rather than waiting one or two years. • The $400.00 over-budget can be financed M Light & Power Department and 1,5 Water Department. 5-1 Background Continued: By replacing the 1979 basemap, the Town will accomplish several objectives: • Maps in digital form. Advantages: a. maps can be reproduced many times via the plotter. ... b. different types of maps can be assembled into one composite map easier e.g., water line maps can be overlaid onto the new basemap of roads. c. maps are accessible to employees via the network so collaboration among employees on projects is more efficient. d. better customer service. e. maps will encompass the entire Estes Valley. • Maps in layers. Advantages: a. roads, water lines, building footprints, each one a layer that forms the new basemap onto which other maps can be overlaid. b. layers can be toggled on or off to show only the data needed. • Databases attached to map features. This equipment qualifies for replacement in accordance with the Town's Vehicle Replacement Policy. The Walker style mower is used because of its maneuverability and easy operation. This plan has served as a guide for local officials, and was successful because of the significant public input during the planning process. In November, the Upper Front Range RPC kicked off the 2020 planning process by presenting the public the previous plan and outlining the process for the 2020 Plan. In February the RPC had open houses presenting the proposed list of transportation improvement projects; as a result of public comments, several projects were added. Since then, all of the projects have been scored and prioritized. Now, the RPC is providing you. the public, the opportunity to review the prioritized list of proposed transportation projects so that your input can be considered before the 2020 Regional Transportajion Plan is completed. The Public open house workshops are planned in conjunction with other regional meetings. Prior to each of the regularly scheduled meetings, the elected officials, county/city/town staff and the consultants will be available to answer questions and take comments. A presentation will then be made during each of the meetings, as listed below.
