Estes Park le an appealing, fragile and endagine community which Bervee ae the eateway to Kocky Mountain National Fark. The original purpose for which the State of Colorado creatgd the Kocky Mountain Met- ropolitan Recriation Dietrict in 1955 wae to supply recreational facilitice for the local community and vieitore to the area. It le understood that the Dietrict providge a vari- ity of recreation facilitiee, programs and egrvices for the whole Valley, eerving a popula- tion of approximately 7,800 people. The name of the Dietrict wae changed in 1985 to Eetde Valley Recreation and Park District. It encompagede approximately 320 equare miles In southwestern Larimer County and northern Boulder County. Major facilities in- clude Lai<e Estes Golf Coures, Estes Park Golf Course, Lai<g Eetee Marina, the Aquatic Center, Mary'e Lai<e Campqround, the East Fortal Camperound, the Common Foint Gun Kange, and Stanley Park. The purpoes of thle study le to addrees the redevelopment neede of Stanley Park to make it eerve the community'e nesde to the beet level poseible within the conetrainte of epace and budget, to make it a recreational aeeet to the area, and to inteqrate it vieu- ally and functionally with 'tile unique regional eetting. The intent of the Maeter Plan ie to review the overall character of th6 9tanley Fark area and examine the paet, current and future approachee to developmental neede. DurinG the plannine proceae thi public can be involved and the regulte of their input etudied to aeetee the beet poesible design eolutione to mut community expecta- tione and deelree. 1 1 1 & EXIBTING CONDITIONS Stanley Fark le located to the south of Hiehway 36, which eervee ae the entry corridor to the Valley. The property lise adjacent to the Fish Creek Arm of Lake Eetee, bounded by Community Drive to the weet, Manford Avenue to the south, and Park School Dietrict property on the eaet. The area consists of a diveree accumulation of veeetation including Fondsroaa Fins and mountain graeses and wildflowere framed by majeatic mountain peaks -- Lorie'e Peak De- Ing the most dominant feature. Known ae the Eaetern Gateway to Rocky Mountain National Park, the Eetee Valley ie located 70 milee northwest of Denver, Colorado. The Eetee Valley covers 32 equart milee and rests at an elevation of 7,522 feet above eea level. The 1995 projected popu- lation of the area hae been fixed at 10,595. It le eatimatsd that 53% of the population le below 45 yeare of a08, with another 23% at 65 years and older. The Valley hae long been known for its 'Watchable Wildlife." Today, large herde of elk and groups of deer roam the Valley floor. Many reeldente have been attracted here by its emall town qualities, but more eo by the region'e great ecenic attributee. With the Con- tinental Divide to the weet, the Mummy Range to the northwest, Lumpy Ridge to the north, the front range to the east, and Long'e Peak (the most dominant feature on the ekylind) to the eouth, the Valley ie cloaked in naturde majeetic image rarely Men any- where eled in the world. The Rocky Mountain National Fark Dot'dere the Valley on the weet and rectivee over 3 million visit>ore a year with ae many ae 80% paeeinG through the Estes Valley. The Fark remains in its natural state and therefore much of the commercial activity takee place in the Eetee Valley region. The Valley hae ong large lake, Lai<6 Estes, and two major rivera that originate within Rocky Mountain National Park -- the Big Thompeon River and Fall River. The confluence of the two rivera ie in downtown Eetee Park and they provids the water flow that fills Lake Eetee. Lake Esl>se ie a man-mads lake created by the damming of ths Die Thompeon River with the Olympue Dam. Lai<e Eette eervee ae a regional recreation area, with boating, fishing, and eailboarding as its main activities. 2 I 1 i• Ths historic and ecenic features of the Valley include Lai<e Eetee Fowsr Plant, the Stan- Isy Hotel, the Park Theater Tower, Hilltop Kulne, Our Lady of the Mountaine Catholic Church and thi Olympue Dam. Ths area hae two major shopping centers and a redsveloped downtown district. Ths Valley can be approachsd from three major highways: Colorado Highway 7 from the eouth, and U9 Highways 34 and 36 from the eaet. The Colorado Department of Trang- portation had a 1994 vehicle count of 1,702,982 at the intereection of UB 34 and Mall Koad. The Town of Eetee Fark includes three local parke -- all locatsd near downtown: Trigent Fark, Bond Fark, and Rivereids Park. The community 8150 offers a Senior Center for the large populace of elderly Gitizing. Along the northern shore of Lai<s Eetse, the Lai<6 Eetes Trail providge a pedestrian/ Dicycle corridor from the Lai<s Eette Marina to thi Chamber Building and connects at that point with the downtown River Walk. Fark School District occuplee a single campus with an elementary echool, aquatic cen- tsr, middle school, high echool, adminietration facility. and maintenance/Due facility. Thi District hae an approximate etudent population of 1,400. A $47,000 portion has already been allocated for the rock removal. on Highway 34 at Castle Mountain Road. This polymer modified liquid-like material is an asphalt emulsion with K' sand mixed into it. It is an excellent material to use to offset the cost of a full 11/2" asphalt overlay. Slurry Seal provides an excellent traction course, ultraviolet protection, water proofing and minor rut filling at about one third the cost of an overlay. Quality Resurfacing Company of Commerce City has been providing the Town with superior material and service for three years. We have identified 20 streets for rehabilitation with a total of 50,00 square yards. A list of proposed streets is attached. Staff recommends hiring Quality Resurfacing Company for $50,000 ($1.00/SY) to place Type 11 Polymer Modified Slurry Seal to various streets for a portion of the 1997 Street Improvement Project. We will address as many streets as is possible without exceeding the budget.
