The attached materials are provided to you following a number of weeks of CDOT Region 4 coordination between Jeff Manuel, the Town of Estes Park, and the project manager at CDOT Headquarters who will be in charge of the project development process (Design, Contract Advertisement, etc.). As usual, to finalize the CDOT 1997-2002 STIP amendment, Mark Tieman (CDOT - OFMB) will be looking for an "Upper Front Range" letter with your signature. I believe that the packet of materials provided here will be sufficient for your final preparation of such a letter--to be addressed to Doug Rames. (I've provided a "DRAFT" for your convenience.) Upon receiving it from you, we will forward it to Mark Tieman with Region 4's concurrence. Incidentally, the letter from Mayor Dekker contains dollar amounts that do not make a distinction between the FY 1996 and FY 1997 funding. Therefore, it is somewhat awkward to compare these figures with those on the draft STIP amendment table, dated November 13. Staff is requesting to proceed with this project now so as to be able to complete construction prior to the spring runoff and the tourist season. We also acknowledge that the intersection of Highway 7 and Manford will be signalized and a new housing papojcct- (Lone Tree) west of the elementary school off of Manford will be on line in 1997. Both those projects will have an impact on motorist and pedestrian traffic. Pursuant to discussion with Mike Smith, Cheryl Taylor and Superintendent Kastendieck at an intergovernmental meeting with representation of the Town by Mayor Dekker and Town Administrator Klaphake, we offer the following agreement. »0167* P. The Town will postpone the Manford Avenue sidewalk project and discuss the project again during the 1998 budget cycle. This will allow both parties to assess the impact of projects and the new traffic patterns in the vicinity. 2. The Town will sweep and restripe the pedestrian shoulder along Manford for the 1997-98 school year. 3. The Town and the school will cooperate in a study to realign Community Drive to a four-way stop intersection. We acknowledge that this might require a shift toward the elementary school. 4. With the new "swing building" coming on line, postponement of the sidewalk project will allow us to evaluate new traffic patterns. 5.
