PUTNEY GERALD SWANK Dear Mr. Findley: STAFF ,RTHUR L .ANDERSON The Technical Review Committee wishes to respond to the EXECUTIVE DIRECTOR submittal of Van Horn Engineering and Surveying for Parcel 3, Stanley Views Development. 1. We have not received the complete package submittal as required by the Stanley Historic District Master Plan (p. 5). 2. The final site plan at a scale of ll'=20' indicating final roadway, site improvements, setbacks, and easements has not been received. The site plan is intended to show significant site features (trees, etc.), layout, and horizontal relationship. 3. A certified grading plan showing areas of cut, fill and areas of no disturbance has not been submitted. Areas of particular interest are those in excess of 3:1 slope and their proposed treatment. 4. The final drainage plan with all calculations shall be submitted. 5. The final grading for the detention pond shall be submitted. 6. A landscape plan for the entire Lot 3 is required showing areas to be landscaped, improved, and restored. 7. The plant material proposed for outlot A is undersized and inadequate in quantity. It does not provide sufficient or adequate screening of the detention pond. 8. specifications and planting details illustrating tree, shrub and native grass amendments and soil mix are required. Seed mix, agricultural soil type, germination rate and related typical landscape specifications shall be submitted in the final landscape plan. A restoration plan for disturbed areas caused by construction is required. ESTES PARK URBAN RENEWAL AUTHORITY -- 1,1 - enura , , I PLANNED PROGRESS Mr. Brooks Findley -2- January 25, 1995 9. The proposed timber walls are not acceptable. The use of rock is preferred. Based on the landscape plan for outlot A, the location of retaining walls (horizontal) or proposed elevation (vertical) of the top of the walls is unclear. The proposed treatment of a timber retaining wall immediately adjacent to the roadway is both engineeringly unsafe and visually obtrusive. Applicant should consider utilizing large stones as a retaining wall which is placed at irregular off- sets from the edge of the proposed roadway to create a more natural roadway edge which reduces side slope erosion, sluffing, the need for timber wall drainage (weep hole and lateral drains), bracing, and long-term maintenance cost. 10. The extent of the proposed cross slope planting trench is unspecified and needs more horizonal and vertical control (Final Grading Plan). 11. The proposed entry sign is not appropriate for a quality development such as Stanley Views. It is the distinct understanding of the Te :nical Committee that Mr. Bud Findley verbally described tl =ca stone entry sign would be used. This verbal indication was made at the Preliminary Technical Review meeting of June 7, 1994 at the Town of Estes Park Municipal Building. Regardless, stone is eminently favored over a wooden log slab. 12. A detailed entryway plan shall be submitted indicating the horizonal and vertical control of the proposed entry monument, planting, lighting, and material specifications. Applicant is referred to the Entrance Monument Sign plan for the Stanley Historic District as a guideline for layout, required detail and specifications. (Attached) Until demonstrated otherwise, (Plan and Section) the proposed sign shall be .located according to the typical setback requirements. 13. Further design and specification will have to be demonstrated before approval can be given on the location, design, finish, and setting (Planting, Lighting, etc.) for the proposed mailboxes. 14. Once a Final Landscape Plan has been approved an irrigation plan shall be submitted clearly noting point of connection (tap), mainline, lateral, head locations and type of controller system. . eR'IVL.. ss Mr. Brooks Findley -3- January 25, 1995 15. The proposed 4" x 4" open space delineation markers are totally undersized and do not represent a "marker" or vertical landmark of any kind. In summary, please present your technical review package in the format stated in the Master Plan and that you agreed to. The signage landscape, grading, submittals are inadequate and do not meet the standards of this type of quality project. The final site plan has not been submitted. We will meet again when you have submitted a complete package as required by the Stanley Historic District Master Plan. Your attention to this matter would be appreciated. The Owner or Engineer has not officially requested a walkthrough, but due to the circumstances staff felt it was appropriate. Staff recommends the follow items be addressed thoroughly prior to any consideration of ownership transfer. 1. Curbing to be backfilled and feathered into native slopes. 2. Provide and execute landscape plan, after Town review and acceptance. Include hydroseeding. 3. Neighborhood mailbox cluster unit to be installed. 4. Install street lights as planned. 5. Install asphallt curb behind water valve to prevent erosion. 6. Clean out / fiush all Storm Drain facilities. 7. Sweep streets, remove all rock debris. 8. Remove straw bails from detention pond. 9. Provide Storm Water Maintenance Agreement for homeowners association. To include Catch Basins, Manholes, Pond and inleVoutlets. 10. Remove and realign approximately 200 linear feet of curb and roadway at the ingress/egress to allow traffic flow more similar to minimum standards. 11.
