Subject: Parking Modification Dear Chief Racine, Attached is a diagram of parking modifications the OCSMA Merchants would like to see implemented prior to, the beginning of the tourist season, or as soon as possible. We have noticed that there are few, if any, handicap parking areas downtown. The area behind the Old Church Shops is laid out in such a way that it not only provides an excellent handicap parking area, but also allows for the addition of one more public parking space for tourists. We all would like to offer our congratulations on your retirement and your services to this town will certainly be missed. We would, however, deeply appreciate your support on this issue before you leave office. The change to the original contract is in regards to the deletion of aggregate base coarse beneath the concrete trail. A verbal agreement between Joe Kuntz of Mountain Constructors and myself was made to reduce the cost of the concrete trail by 20 cents a square foot. This deduction will cause a net decrease in cost of $9,212.00 for Phase I and $5,480.00 for Phase II of the Lake Estes Bike and Pedestrian Trail. Mountain Constructors Application for payment for Phase I has been reduced by $2,140.00 for the deletion of the aggregate base coarse. National River Cleanup Week is co-sponsored by a number of national organizations (including the Department of Interior) through America Outdoors in an effort to clean the waterways of the United States. The intent of the program is to clean our rivers from debris and create a heightened awareness of our rivers and their importance to our lives and environment. Although the event is a national campaign, local participation is the key to the success of the program. The. Bureau of Reclamation, the National Park Service, the Town of Estes Park, and Estes Valley Recreation and Park District have combined forces to serve as the local coordinators. The organized cleanup will be held Saturday, May 13, from 10:00 A.M. to Noon. All groups and volunteers are asked to meet at 9:30 A.M. at the Lake Estes Marina for instructions, directions, and distribution of cleanup bags. This year as a special incentive there will be a free BBQ afterwards at the Marina for all those volunteers who participated. We ask that your organization serve in this very valuable cleanup effort. We need volunteers to help with this program that promotes the Estes Park area and the environment. Please pass the enclosed sign-up sheet around to your members at your April meeting and encourage them to sign up for the event. We thank you for your participation in this valuable community event. Sincerely, Stanley . mengler R6-1 PROJECT "SOAR" 1994 1994 was a great year for Project "SOAR" in the Estes Valley. Another roll-off for office paper was acquired through the efforts of the "Better Earth Committee of Estes Park". In 1994 , 72 roll-offs were transported to CRINC from the Transfer Station site. The total weight was 687,320 pounds. Of this weight, 269,460 pounds was mixed recyclables and 417,860 pounds was newsprint. This was eleven more roll-offs then in 1993, and a total weight of 52,300 pounds more. The roll-off at Rocky Mountain National Park was hauled 13 times in 1994. This was five more than in 1993. Total weight in 1994 was 123,680 pounds. The break down was 44,220 pounds of mixed recyclables and 79,460 pounds of newsprint. This was 36,300 pounds more than in 1993. Cardboard saw a decline in 1994. Only one roll-off of 1 baled cardboard was hauled down at a weight of 6,620 pounds. This was a decline of 8,260 pounds. We need to work on making this more viable. Cardboard that is recycled has a fee attached to it, and this hinders the expansion of the program. Office paper, our new addition, saw one load hauled in December. The total weight was 10,120 pounds. We look for this program to increase in 1995. Recycling is strong in the Estes Valley. Included in this report is the figures for the Y.M.C.A.'s effort in recycling. They have their own roll-off and it was hauled at their expense eight times to CRINC. The total weight of their mixed recyclables was 28,650 pounds. This was 5 more roll-offs than in 1993, and 19,030 more pounds. We are also happy to report that the Eagle Rock School now has a roll-off for recyclables and they also have a baler for cardboard. More and more, we are seeing the private sector entities becoming involved in recycling. Estes Park also has a private business, High Country Recycling, that is buying metals from people in the area. This is a plus and gives people another place to recycle. Recycling is alive and well in the Estes Valley because of the commitment from Larimer County, Town of Estes Park, Rocky Mountain National Park, private businesses, and most important, the people that utilize the public and private depositories. R ,» 4 4. 24. . e . ./. 1 - Habitat for Humanity, a nonprofit Christian housing ministry, works in partnership with people in need to improve the conditions in which they are forced to live. Habitat challenges people of compassion to provide the initial capital - through gifts and no-interest loans - to build or renovate simple, decent homes for the inadequately sheltered. Construction is a cooperative venture between volunteers and home buyers. Houses are sold at no profit and with a no-interest mortgage repaid over a 15 to 25 year period. The house payments are recycled to build more houses. Work is under way in Habitat projects throughout the United States and in many other countries.
