Box 4368 Estes Park, CO ATTN: Thea Miller, Manager RE: Siltation Problems; Association Lake On August 31, 1993, Bill Van Horn and John Spooner of Van Horn Engineering met with Lynn Miller and Bill Smith of your Association. We met at the lake to discuss siltation problems in the lake, the reasons for this siltation and possible methods to dredge the lake and to minimize future buildup in the lake. Over the years, sediment in the lake has built up to the point where depths are only 3 to 4 feet, a small island has formed on the upstream lake terminus and water quality has degraded. We examined the stream entering the lake for evidence of sediment sources. There appear to be two major sources. First, the stream itself. Second, a storm water outfall which discharges into the stream immediately above the lake. Within the stream, there is evidence that rather coarse-grained sediment has been trapped behind the small check structures which have been built across the stream. The trap space behind these structures is full of sediment, so they are ineffective in removing additional sediment loads. It would be difficult to get equipment access to clean out these structures. The finer sediments being transported by the stream are not trapped by these structures because of the high velocities present. These fine grains are deposited in the lake where the water velocities are slowed down. The storm water outfall discharges water from about 3.9 acres of grbanized area west of the outrall. There is evidence of conside.table_sediment deposit. R in the sti-feets leading to the out fall. Van Horn and Spooner toured the watershed after ouf 1043 Fish Creek Road • P.O. Box 456 • Estes Park, Colorado 80517 • 303-586-9388 meeting and found that there are many graveled drives and road shoulders which contribute to the sediment load entering the stream from the outfall. It is impossible to quantify the contributions of sediment entering the lake from the stream itself and from the outfall without quite complicated additional studies. However, we believe that the outfall makes a considerable contribution to the total load, based on our observations. We discussed the dynamics of sediment transport with Lynn and Bill. We explained that there would always be some sediment which would be transported by the stream and that they should plan on a need for periodic dredging. However, this dredging could be minimized by trapping the sediment upstream in sediment traps. These traps would be at locations where they could be easily cleaned (perhaps several times a year). We suggested a location on the stream itself which would be immediately downstream of the culvert on the upper end of the development, but upstream of the first building. To be fully effective, a sediment trap will also be necessary immediately above the storm water outfall. This trap will need to be discussed with the Town of Estes Park since they are responsible for storm drainage conveyed to the outfall. We examined the outlet works for the lake. There is a low-level outlet pipe controlled by a valve. Thus, the lake could be drained to make the dredging easier. Disposal of the dredge spoil is always a problem. Lynn and Bill expressed a desire to improve the aesthetics of the lake surroundings. Bill Van Horn suggested berming the dredge spoil along the west side of the lake against the existing retaining wall. This berm would help stabilize the wall and provide a place for landscape works to shield the development from road views and noise. This could reduce dredging costs considerably. This dredging work should be done this fall when stream flows are low. It is very likely you will need various permits to accomplish this work. These could include both State and Federal permits. Typically a permit application requires plans showing what you hope to accomplish and in the case of the dredging, quantities of material to be removed and the location where you will dispose of the dredge spoil. You will also need to address the means you will use to protect water quality. Bill suggested several contractors to contact who would be qualified to do both the dredging and construct the sediment traps. These contractors are: Kitchen and Co. Excavators 586-2091 Campbell & Kearney Excavating Inc. 586-5479 Jim's Construction Materials 586-5550 Steve Campbell worked with the contractor who originally constructed the lake. In summary, the sediment buildup in the lake comes from both the stream and the storm water outfall. Sediment traps on both the stream and the outfall would help considerably in reducing sediment entering the lake. These traps will require cleaning as necessary, most likely several times a year. The Town of Estes Park should be contacted regarding their responsibilities for the sediment trap on the outfall. The lake should be drained this fall when water levels are low to do the dredging.
