ESTES PARK, CO 80517 Dear Sir: My name is Gregg Filsingerf' I live at 1707 Fish Hatchery Road, just below the north entrance to Rocky Mountain National Park. My neighbors and I like to ride bicycles; we have all noticed that there isn't really a safe place to ride in that area. I have contacted several people between my house and the bypass, and they have all supported my idea that we should all have a safe place to ride, not only because would make a safe place to ride bikes, but it would also make a safe place for pedestrians too. If you could find a way to put a bike path starting at the north entrance of the park going down West Elkhorn Avenue, by the River Walk, ending at highway 34-36 intersection, my neighbors and I, and many other people would greatly appreciate it. This bike path would be an asset not only to our local people but to our visitors as well. Thanks for your time, Please consider my suggestion and work towards accomplishing it. APR R2-5 f 6 , TOWN of ESTES PARK Inter Office Memorandum March 10, 1993 TO: Bill Lintiane FROM: Roy Johnson R.T. SUBJECT: ACTION PLAN FOR SPRING FLOODING You have requested an action plan. Robert Hirning and I have prepared the following for your review. Several precautionary steps will be taken prior to May 1 to help the Public Works Department should spring fiooding occur. The Water Department will be installing two river monitoring devices - one at Fall River pumphouse and the other at Glacier Creek Water Plant. The Water Department's SCADA computer system will tell us when the river water is rising or subsiding. Immediately after a high level alert call from the SCADA telephone, the Water Department will notify a Public Works Department head or supervisor. The supervisor will alert all departments of the emergency. Public Works crews will be monitoring the bridges upstream for any debris. If debris is found, Public Works crews will remove it. The Town has approximately 1000 sand bags currently in stock. G-46 (Town dump truck) will be stored at the Public Works Shop with approximately 200 sand bags from May 1 through July 1 unless warmer weather conditions exist before. Sand bags will remain in the dump truck for eight weeks because they will not deteriorate until after that time frame. If the Police Department notices a high water level before the water SCADA system alert, then the Police Dispatch will be responsible for calling Public Works personnel. Police Dispatch will have a current list of all personnel and their phone numbers. Response personnel will consist of Special Events, Public Works and Fire Departments if necessary. Town personnel shall report to tile Public Works Shop and then proceed to the staging area. R3-1 Action Plan for Spring Flooding Page 2 March 10, 1993 If the Fire Department calls Town personnel for assistance, we will follow their action plan. If Public Works personnel were to call Fire Department for assistance, then we will follow our action I plan. Town personnel have identified two potential flooding areas - one being at Barlow Plaza and the other being along Riverside Drive. Staging areas for Barlow Plaza will be either behind Coldwell Banker or adjacent to Brownfield's Leather. If flooding should occur along Riverside Drive, the staging area will vary depending on the location of flooding. One to four trucks will be sent to the staging area depending on the severity of flooding. Different crews and equipment will be used to fill and stack sand bags at these staging areas. Safety devices consisting of rope and rope harnesses will be provided by the Fire Department. The police will have to evacuate the tenants of the Murray duplex building immediately should severe flooding occur. Dangerous areas will be barricaded off by either the Police, Fire or Public Works crews. Police, Fire, Public Works, and Water Department crews will continue to monitor the river water until it has subsided. Mr. Bud White President of the Board Estes Park Senior Citizen Center Estes Park, Co. 80517 April 24, 1993• Dear Bud: At the suggestion of a former Board member, three of us Senior Citizen mem- bers, (Enes Wheeler, Gretta Hodges and Ralph Steinhebel) made an appointment to meet with the town Administrator Mr. Gary Klaphake. This meeting was to discuss the article that appeared in the Trail Gazette on April; I believe it was, regarding the Senior Center and the proposed Community Center. The item was headlined "Seniors seeking space in Community Center". The three of,us did not see why, without informing the entire membership the article was made available to the news media. To us the news item sounded as though it spoke for the entire membership--it did not. We would like to have peace and harmony at OUR Senior Center. It is a nice, comfortable and enjoyable place to meet, eat and have a social life. We repeat harmony is what wewould like te strive for. Let's get together .to that end. Back to our meeting with Mr. Klaphake, we discussed the Seior Center in gen- eral, the sewer problem, kitchen and the dining room. We also talked about the school system, the town consolidation with other agencies among other things. We believe that because our Center is paid for we should stay where we are. We have so far been very capable-of operating our own placesuccessfully. Why change? It's like home to most of us. We are not opposed to a Community Center, but let us keep what we have debt free. Those desiring to participate in what the Community Centerwould have to offer, may use such a facility (for a users fee) without any problem. Why pay for Senior Center space in such a facility when we can enjoy our Senior Center as it is today- free of any burden? We hold no animosity toward anyone. Our main purpose was to let it be known that we are happy and comfortable in our present facility and do not wish to leave for other quarters. All we would ask is for peace and harmony. This was the second year for this project. The river cleanup was held Saturday, May 8th, in Estes Park. Participation increased by 40 %, and the event is considered a big success. ORGANIZERS: Town of Estes Park Estes Valley Recreation and Parks District Rocky Mountain National Park U.S. Bureau of Reclamation 80 VOLUNTEERS: Eagle Rock School Estes Valley Improvement Association Boy Scouts, Troops 8 and 10 Girls Scouts of Estes Park Sunrise Rotary 6th Grade Adopt-a-Class Private Citizens AREA COVERED: Fall River Big Thompson Lake Estes Fish Creek TOTAL DEBRIS COLLECTED: 16 Cubic Yards EVRPD provided refreshments and doughnuts. Town of Estes Park provided two trucksters, two dump trucks with volunteer drivers Roy Johnson and Robert Hirning, one pickup, two hand held radios, dump fees. Bureau of Reclamation provided 500 trash bags. DS:ck R7-1 FACTS ABOUT THE NATIONAL ~AFETY COUNCIL'S i OCCUPATIONAL SAFETY/HEALTH CONTESTS The Occupational Safety/Health Contests are competitive award programs designed 2 .1 to promote accident prevention by providing award recognition for a good safety performance. The program is a service avilable to ·all employer members of the Council and any co-sponsor organizations. There are currently over 3,000 contestants representing 20 different industries. The program includes operations from the United States and many foreign countries. The :1 contest operates from January 1 - December 31 of each year. Data is submitted on ! a monthly basis and awards are given on an annual basis. For purposes of comparability, each industry contest is subdivided into ·divisions according to the specific product being produced. These divisions correspond with the Standard Industrial Classification Manual (SIC). Contestants are further separated within division by size group. Awards are given based upon rank within each size group. The unit having the lowest incidence rate per 100 full time employees will be ranked first. In the event two or more units do not have any cases for the contest year, they will be ranked according to the total number of employee hours worked since the last case was recorded. Incidence Rate = Cases of Davs Awav From Work or Deaths x 200,000 Employee Hours Worked There are three types of awards given. Below is a more detailed description of each award. First Place: A first place mounted plague is issued to the unit ranked first in its size group. There must be at least six units.participating in a size group at peak enrollment in order to issue a first place award. Second Place: A second place unmounted engraved plate is issued to the unit ranked second in its size group. There must be at least ten contestants participating in a size group at peak enrollment in order to issued a second place award. Third Place: A third place unmounted engraved plate is given to the unit ranked third in its size group. There must be at least fifteen units participating in a size group at peak enrollment in order to issue a third place award. R8-1
