Dear Vickie: I have reviewed the concept plan application and have the following comments. 1. The water line design is acceptable. 2. Dr. Luce has been told that it may be three years before the Water Department can supply his development with Town water and there has been no guarantee that the Town Water Department can supply water at that time. 3. At the present time, the Water Department does not know where on the development the water will be available. 4. Installation sliould meet all Town regulations and specifications and be subject to inspection by the Water Department as main installations are made. St. Vrain Long's Peak Route Estes Park, Colorado 80517 Re: Arapaho Meadows Water Line Oversizing Dear Dr. Luce: - This is to confirm the town's policy regarding water main extensions. According to Section 13.24.130 of the Municipal Code, the developer is to pay for the total cost of all main extensions up to and including 6 inches in diameter. If the town determines that it is to our advantage to oversize the lines abov 4 6 inches,. as we have done in Arapaho Meadows, the toiJg shall pay for only the cost ' increase iq pipe size and other necessary materials, such as valves. )These costs are to be determined and agreed to by the to¤,W prior to water main construction taking place. In the case of Arapaho Meadows Phase I PUD, this cost differential would involve approximately 2,175 lf of 8 inch pipe, three 8 inch valves, approximately 950 lf of 12 inch pipe and one 12 inch valve. In 1991 progress was made. 1. Cardboard baler was bought to make the transfer of cardboard more viable. 2. Roll-off recycle containers were bought by Larimer County to help with rural recycling. 3. Curbside collection became available in Estes Park. Last year, 454 trailers of solid waste were hauled out of Estes Park. The average payload ls 45,000 pounds. This means the recycling efforts of our community diverted 7.12977 semi-trailers from going into the landfills. Thls calculates to a 1.57% of the waste stream being recycled. This is exciting. Larimer County announced about a 1% recycle rate. Estes Park ls starting to move. As of Feb. 20, 1992, our community has already recycled 82,700 pounds, or 25.77% of last years total ln less than two months. When Larimer County completes the IPC at the landfill, we are hoping to reycle plastics. When the water has been turned off for violation hereof, the water will not be turned on again until all water rent and penalties have been paid, including costs incurred by the water department for shutting off the supply. (Ord. 10-71 §3, 1971: prior code §6.16). 13.24.100 Use--Prohibited during fire alarm. During all alarms of fire the use of hose and all outlets where a constant flow of water is maintained is positively forbidden. (Prior code §6.17). 13.24.110 Sprinkling restrictions. In case of water shortage or scarcity, the board may by resolution place any restrictions which it deems necessary upon the use of water for irrigation or sprinkling purposes. (Prior code §6.18). 13.24.120 Use--Outside town limits. Use of water out- side the town limits shall be subject to the paramount rights of users within the town limits, and in case there shall be insufficient water to provide for users both within and with- out the town limits, the board may reduce, curtail or shut off the users outside the town limits during such period of water shortage or scarcity. (Prior code §6.19). 13.24.130 Mains--Extension and repair. A. All water main extensions shall be made in conformity with the follow- ing provisions: 1. The customer shall pay for the total cost of main extension. The minimum size water main shall be six- inch. The material used and the type and method of con- struction shall be approved by the water superintendent. 2. If the town determines that it is to the town's advantage to increase the pipe size on new water main ex- tensions that the customer is installing for his benefit, the town shall pay for only the cost increase in pipe size and other necessary material that the town requests. The amount of the costs of material shall be determined by the town prior to the water main extension being constructed. 3. Prior to construction of any main extension , the customer shall deliver to the town an acceptable right-of-way deed for the right-of-way necessary to construct the exten- sion. The right-of-way is subject to the approval by the town administrator. The legal description for the right-of- way shall be prepared by a registered land surveyor and deeded 139 (Estes Park 2/83)
