Box 1200 Estes Park, CO 80517 Dear Bill: I am writing regarding our phone conversation on September 10, 1991, to request a Utility Easement for a proposed natural gas main installation, granted to Public Service Company of Colorado by the Town of Estes Park. The Utility Easement would need to be a minimum of 10 feet in width and would traverse Lot 3, Block 8 of the First Addition to Lone Pine Acres from North Ridge Lane to Dry Gulch Road. Lot 3, Block 8 is currently recorded with Larimer County as a Public Area dedicated to the Town of Estes Park, CO. Public Service Company of Colorado will be responsible for all fees associated with granting of the Utility Easement including Attorney's fees for consideration of the proposal. Please notify me of the Board's decision regarding this matter as soon as possible so we may procede with the procurement of the Easement for Construction purposes. (RMC) regarding a tap fee study for the Town of Estes Park. As you can see in John's proposal, Black & Veatch requires $6500 to perform their portion of the study. RMC is requesting $1800 for our portion of the study which would include meetings, presentations and organization. Total fee for the tap fee analysis is $8300. Dear Mr. Haynes: I received your letter of August 9, 1991 and a copy of your Engineer's Inspection Report dated 7/3/91 for the Carriage Hills No. 1 and No. 2 Dams. Please refer to Page 2 of 3 of your report. We request that you allow the Town to be relieved of item 90 on sheet 2. In lieu of adding an outlet pipe and valve (item 90) we request that you allow the Town to use portable pumps that will drain the lakes within a reasonable amount of time in cases of emergency. If you have any questions about our request please call me at 586- 5331, Ext. 205. Thanks for your understanding. Sincerely, TOWN OF ESTES PARK Publicrvorks B partment LA-,fl Bill Linnane, P.E. Div. 1, DAMID: 040109 AND 040110 Dear Mr. Linnane: In response to your letter dated August 21,1991, and our recent telephone conversation, the use of portable pumping facililies in lieu of a permanently installed low-level outlet is not a recommended practice at any dam site. Nevertheless, the use of portable puinping facilities at the subject dams Is considered to be acceptable due to the size of the reservoirs and the hazard classilications. The acceptance of these facilities is contingent on the following ilems: 1. The capacity of the pumping facilities shall not be less than 4 cls. This provides sullicient pumping capacity to drain one reservoir in a period ol two days. 2. The facilities shall be available at all times and easily accessible in case of an emergency. 3. The facilities shall be equipped with a reliable power source. 4. Access to the dam sites sliall be maintained open at all times. This rescinds the requirement of Ilem No. 90 in my sately Inspection reports for the subject dams. The other Items listed on page 2 of my reports, however, should be addressed to improve the safely of tliese dams. If you have any queslions concerning this matter or any other dam safely related item, please feel free to give me a call at (303) 866-3581. Sincerely, i-.l :i- 1. ki. hix<7„L.u- Mark R. Haynes, P.E.
