The Estes Park Village Band is requesting space next to the library in Bond Park (indicated on map) for three concerts the last Sunday of June, July, August. We bring our own equipment, play a concert of one hour in length, clean up area and leave it as we find it. J' MWN£ C Estes Park, Colorado 80517 MEMORANDUM TO: Public Works Committee FROM: Rich Widmer #6(j DATE: April 28, 1988 SUBJECT: East Riverside Restroom Renovation Town staff has taken bids on the individual construction items for the East Riverside Restroom. The results are shown in the following table under "New Fixtures". Under federal law, all new or substantially renoy~ted public buildings must meet handicap standards. Our >facility Accessibility Study done in October, 1984 in response to these federal requirements, identified the East Riverside Restrooms as needing significant modifications to meet the standards. Using the existing floor plan and retaining the tank-type toilets, it Will not be possible to meet the handicap requirements and clearances for the stalls and open areas. The "New Fixtures" alternate shown above reverses the existing men's and women's sides, provides a janitor's room, and meets all handicap requirements. This alternative uses flushometer toilets, which require greater flow rate to work properly, necessitating a larger water tap, fixture value payments, and replacement of the existing water service line. When the project was estimated last year, the need to upgrade the water line and pay a tap fee and fixture values was not anticipated. The extent of modification necessary to meet handicap requirements was also underestimated. The "Old Fixtures" alternate uses the same modified floor plan with janitor's room, but reuses the existing tank-type toilets. This comes closer to the budget, but the tank-types are more prone to maintenance and vandalism problems. The Committee may wish to consider the proximity of the restroom to Riverside Plaza and the heavy use the facility receives, as well as the image conveyed to the public in discussing the issue. In looking through the capital budget, we may have funds available in several areas, such as parking lot and park improvements.
