Widmer Director of Public Works Town of Estes Park Dear Rich: On behalf of Carroll Dermody who is the owner of the north 34 feet of Lots 1, 2, 3, and 4, Block 2, Town of Estes Park, also known as 153 Virginia Drive, I am requesting that the Town of Estes Park grant a permit for a portion of the building to encroach into the air space above the public right-of-way. The permit would be similar to those allowed by other municipalities in that it would be revocable at the option of the Town and would allow for only what now exists. Several conditions make this situation unique. Although the encroachment is into the original Virginia Drive, the street has been enlarged and shifted to the east so that the traveled way is considerably distant from the encroachment which mitigates many of the normal concerns that arise with encroachments. The existing encroachment has been there for approximately fifty years and to my knowledge has never been a problem to the public or adjacent properties. If granted the permit, the owner will modify the projection to reduce the sign area to fifteen square feet to comply with the existing sign code and will add a gable to make the appearance different from that of a marquee. Box 1200 Estes Park, CO 80517 RE: DERMODY VILLAGE THEATRE REQUEST Dear Rich: Pursuant to your letter of March 9, 1988, I have reviewed the request of Mr. Dermody concerning the encroachment of the marquee of the old village theatre into Virginia Drive. The Town has two options with regard to this matter: 1. The Town could vacate a portion of the street right-of-way into which the marquee encroaches. Vacation of that area would create a jog in the street right-of-way around the marquee. That could present practical and liability concerns of the Town. 2. The Town could grant a revocable license to the property owner for the encroachment. The license has to be revocable under the appropriate Colorado caselaw. Estes Park, Colorado 80517 March 2~11988 MEMORANDUM TO: Public Works Committee - FROM:- Rich Widmer ~/ ~h Dave Racine /v-4 steve stameir - -,-5569 Bob Joseph -~6~1 SUBJECT: Morris Curb Cut Staff has reviewed this curb cut request and has several concerns regarding the advisability of the second driveway. Staff believes that the second driveway would: --- Contribute to additional pedestrian and vehicular conflicts. Compound the already congested traffic flow in this area. 5. Cause the possibility of more cross traffic maneuvering and contribute to accident causality. It is important to note that the existing driveway has a throat width of 30', which is a standard width and design for commercial driveways. Traffic circulation on this site could be improved by providing a center line marking for the existing entrance/exit, and providing a striped parking layout for the site. The proposed curb cut would also eliminate a number of potential parking spaces on this site. Egress difficulties are not unique to this site. From almost any property on Elkhorn Avenue, a left turn exit movement, in the summer, is difficult. Vehicles making a left turn exit from this site cross 3, 4, or 5 lanes of traffic. Prior to streetscape, there was no defined curb cut on this property. Even then, left turning movements onto Elkhorn were difficult in the summer. Towii of Esles Park Estes Park, Colorado 80517 Public Works Committee March 24, 1988 Page 2 It should also be noted that prior to construction of streetscape, EPURA staff met with Mr. Ed Morris to review the proposed curb cut design and location. At that time, and prior to construction, there was time to modify the proposed curb cut. EPURA staff believed, after meeting with Mr. Morris, that the proposed curb cut was acceptable to the property owner. Construction of the second driveway will result in the removal of, and modification to, public streetscape improvements-- landscaping, irrigation system, and a street light. Should this driveway be permitted, the landowner should be responsible for all costs associated with the construction of the drive, as well - as reimburse EPURA for -the-value of the improvements that are -- - - removed. Should modification of the access be determined necessary, there is perhaps another option that could be investigated. This could involve a redesign of the existing curb cut, as illustrated in the drawing below. //0 1< 1.4 This would have less impact on the streetscape and could perhaps be more functional from a traffic standpoint. We have had several meetings with Mr. Heron, lessee of the Tramway property, and have received his approval in principle for the alignment shown on the enclosed two drawings. This alignment begins at the south end of the Crags Drive bridge with a 7% grade up to and around a rather sharp turn just above Riverside Drive. The centerline radius proposed for this curve is 60 feet, which is less than required for new subdivisions (100 feet unless an exception is granted). We do have several streets in town with sharper curves than this. The closest curve to that proposed is in Fall River Estates on the eastern branch of Fall River Court just above Barnes. This curve is a 65 foot radius with a 13.5% grade around the curve. The existing Moccasin Street curve is about a 50 foot radius. From the end of the curve, the alignment changes vertical grade to about 10.6%, which remains constant to the top of the saddle. The horizontal curves from the 60' radius up to the saddle are within Town standards. An intersection would be provided for Ridge View Lane. From the saddle, the alignment is the same as previously discussed, following the existing dirt road down to the existing pavement above the hospital entrance. ... n ... ....r." ,...., % . -. r- I"
Town of Estes Park Estes Park, Colorado 80517 Public Works Committee Memo March 7, 1988 Page 2 I have summarized the advantages and disadvantages of each alignment below: MOCCASIN CIRCLE ALIGNMENT Advantages Disadvantages Less cost Bad intersection with Riverside. Steep grade (18% max). Additional ROW needed. Houses too close to street. Neighborhood opposition. TRAMWAY ALIGNMENT Better intersection @ Crags. Cost. Grade improvement (10.6% max). Relocation of Riverside Landowner support. to north. The tramway alignment will require the relocation of Riverside Drive to the north side of the right-of-way. The relocation will not require additional right-of-way, but will require retaining walls costing approximately $28,000. The grade at the intersection Will be raised about 4 to 5 feet from existing grade. Stop signs would probably be placed on Riverside, with the Crags extension being a through street. Estimated costs for the two alignments are shown in the table below. This is due mainly to the need to construct over half the tramway alignment from scratch, with significant excavation, especially in the lower

This alignment is also over 400 feet longer than the Moccasin Circle route, and has retaining walls and a significant amount of work on Riverside that Moccasin Circle does not. A tramway cable support structure estimated at $10,000 is also necessary using this alignment. The amount budgeted for this project was $126,000, obviously not sufficient even for the Moccasin Circle alignment. If the tram alignment is chosen, it could be phased as shown below, assuming approximately half the construction would take place this fall and half next spring. This plow, identical to the plow purchased in 1986 except for a heavier front end, will be a Model 1854 International 4 x 4 cab and chassis, including snowplow, push frame, lights, dump body, sander, and electric over hydraulic controls. This truck has a diesel engine which in the 1986 model has produced fuel mileages 75% better than our gas trucks. Our 1987 fuel savings on this one truck amounted to approximately $1,000. We have the option of trading the 1978 Ford truck for a cash price of $5,750, or selling it outright before the purchase of the new plow. The net price with the quoted trade is $58,796. The amount budgeted for this item was $57,300. Sufficient funds were budgeted in this item to allow this purchase with no difficulty.
