FV Nov. 19, 1987 Dear Town of Estes Park, The United States Postal Service requests permission from the Town of Estes Park, to install a mail collection box on the sidewalk next to the park bench at 172 W. Elkhorn. The purpose of this box would be to provide a place for the businesses on the main street as well as the tourists to deposit their mail, without having to come by the Post Office. I feel that by doing this we may be able to relieve some of the traffic congestion in front of the Post Office. The site was chosen because it is on the line of travel of the Highway Contract Route. The route driver will be picking this mail up daily Monday through Saturday at 12:00 Noon. Mail that is deposited after that time will not be dispatched until the next day. If the city grants permission for this request, the Postal Service must also get permission from the business owner Mr. Bob Howell to allow the carrier to pull into his gas station stop her vehicle and take the mail out of the collection box, this process should only take a couple of minutes a day and she will not be blocking the access to the service station. If permission can not be received to do this, an alternate site that would be considered would be on the sidewalk where the road curves in before the Lord Latigo shop at 238 W. Elkhorn. This area of the curb is painted red and if this site is chosen arrangements must be made that will allow the route driver to stop on this red area for the amount of time that is needed to pick-up the mail. As discussed with Mr. Greg White, attorney for the Town of Estes Park, it is the policy of the Bureau (Bureau of Reclamation), as stated in Title 43, Part 429 of the Code of Federal Regulation, to recover administrative cost incurred in pro- cessing, inspecting and administrating licenses which permit crossing lands or facilities under the jurisdiction of the Bureau. Accordingly, the portions of the License lined out by the Mayor of the Town of Estes Park is required and must remain as written. As stated in our letter of August 21, 1987, land use fees were waived. Therefore, we are enclosing two original licenses for signature. Please have the Licenses signed and return to this office along with a check in the amount of $1,089, made payable to the Bureau of Reclamation, Missouri Basin Region, for cost incurred as shown on the enclosed itemized list.
