Estes Park, 00 80517 Reference: Old Ranger Drive Paving Dear Mr. Widmer: I have discussed the Committee on Public Works meeting I attended in March, and the discussion we had prior to it, with Mr. Ty Morris, Housing Facilities Coordinator. We propose to share the costs of paving Old Ranger Drive, as follows: Estes Park: Provide necessary engineering, site preparation, drainage and improvements, road widening, and construction documents, all as normally required by Public Works for a project of this nature. In addition, supervise bidding, contracting, and construction of the project. UNC: Upon submittal of appropriate records, reimburse the City of Estes Park the construction cost of the paving contract, including the base material, asphalt paving and finishing. Although this is a major cost to us, I feel that this takes advantage of those things your Department does best, while providing the paved road we need for access. Concerning the desire for public access to the site, as expressed by the Committee, we feel that increased costs for security, trash removal and maintenance, and the additional public liability, make it impossible at this time. In order to properly compare the proposals, I asked the prospective suppliers to use the following specification as a basis for their proposals: AT or COMPATIBLE - 80286 or 80386 microprocessor with minimum CPU clock speed of 8 MHz. Floppy Disk Drives - 1.2 MB and 360 KB flexible disk drives. Co-processor - Math co-processor with minimum clock speed of 4 MHz. Memory - Minimum 640 KB RAM Keyboard - Enhanced (101 key) keyboard. Monitor - EGA color monitor. The attached table presents the proposals received by firm and specific hardware. Price, delivery time and feature comparisons beyond the minimum specifications are indicated. I have personally inspected the IBM-AT, Compaq Deskpro 286c and the WYSE 286. Based on that inspection and the proposals submitted I recommend we purchase the WYSE 286 for the following reasons: P. 0. [30\ 1200 Tch,1 hone (3(13) 586-5331 Town of Estes Park Estes Park, Colorado 80517 1. It is $500 less expensive than the IBM-AT and $400 less expensive than the IBM System 2 Model 60. 2. The WYSE's extra features are close to those of the IBM System 2, Model 60 and superior to the IBM-AT. 3. The IBM System 2, Model 60 is an untried system, new to the market and does not appear to offer substantial hardware improvements. In addition, the internal architecture eliminates use of 3rd party expansion boards. As suggested, I have examined the possibility of sharing the present Epson printer by connecting the printer through a switch to both computers. IBM's representative indicated that the cable and switch necessary for this connection would cost about $225, although a less expensive switch may be available through a mail order catalog. I recommend the purchase of an IBM Proprinter XL printer with a state bid price of $560. This printer will allow a tractor fed customer service card form to remain in the printer and single sheets and envelopes to be inserted for other uses. To implement the customer service database, I would also like to purchase Microsoft windows at $58.00 and R:Base System V at $322.00. Total recommended purchase is $5,500.
