RECORD OF PROCEEDINGS Public Works Committee September 18, 1986 Committee: Chairman Brown, Trustees Barker and Hix Attending: All Also Attending: Trustee Habecker, Town Administrator Hill, Public Works Director Widmer, Finance Officer Vavra, Clerk O'Connor Absent: None 1987 BUDGET REQUESTS - DISCUSSION: The Committee reviewed and discussed the first draft of the 1987 Budget. The Committee recommends authorizing ·the following revisions for 1986: General Fund Capital - Park Improvements: expenditure of $9,000 for Phase I renovation of the park located on West Riverside Drive (Phase II will be budgeted in 1987); and General Fund Capital - Park Equipment: an expenditure of $10,000 for the purchase of a 4WD Tractor (this fund will not include additional funds in the 1987 Budget). MOCASSIN CIRCLE DRIVE RIGHT-OF-WAY - UPDATE: Pursuant to the Committee's request of August 14, 1986, Director Widmer consulted with Larimer County to determine if the County would be interested in a cost-sharing project to obtain the aforementioned right-of-way. Larimer County would prefer the Town explore all avenues, including the possibility of annexation prior to any obligation on behalf of the County. Larimer County has requested personal contact by a Town official be made to Larimer County Commissioner Hotchkiss. Following discussion , the Committee recommends no further action be taken at this time pending discussion with Town Attorney White. WIEST DRIVE PARKING LOT - REVIEW OF PEDESTRIAN SIGN: The Committee reviewed the proposed pedestrian sign which would be installed at the north side of the Wiest Drive Parking Lot, between Peacock Park and Wiest Drive. An estimate for completion of the sign that would match the existing streetscape signs is approximately $675.00 plus installation. Discussion followed with the Committee recommending the expenditure be tabled at this time, requesting Director Widmer resubmit the sign for further consideration in the spring. STREET EQUIPMENT - REVIEW OF BIDS: As authorized by the Committee August 14, 1986, the front end loader was rebid by Larimer Equipment and Honnen Equipment. A savings of $2,263 was realized by rebidding the equipment. RE: Demolition of Radio Shack Building Attached is a memo from EPURA requesting our interest in demolishing the Radio Shack building. I had told Art that we would be willing to help if it would get the property in an improved condition for summer. Our "guessti mate" of what would be involved is as follows: LABOR 3 days @ 5336 per day- = $1008 EQUIPMENT 250 = DUMP FEE 60 loads e $16.80 = 1008 TOTAL = $2266 Would you have any problem if the Town donated the labor and equipment if EPURA would pay the dump fee? Director Public Works FROM: Mike Mangelsen ~PdRe,1 Engineering Technician SUBJECT: Municipal Building Re-roof DATE: April 15, 1987 Pursuant to our conversation and inspection of the Municipal Building roof, I feel it is important and necessary to re-roof the entire building prior to the installation of new carpet this coming fall. As you could tell, there are leaks at several locations throughout the building. The existing roof is approximately thirteen years old and is showing its age. Box 1200 .3 Estes Park, CO 80517 1 Dear Art, This letter is written in response to your letter of February 25, 1987, concerning the feasibility of including an ice skating rink in the 1st phase of the riverfront project. We have spent the last month looking at various alternative ways of incorporating a skating facility into the 1st phase of construction, and have determined the proposition to be infeasible at this time. The following is a list of conditions which brought us to this conclusion: 1. According to our research on ice skating facilities in urban areas, we have learned that a facility such as this needs a minimum size of 80' x 100'. We superimposed this shape on the area we have available. The shape can fit into the site. However, the rink would tend to take over the space. We would loose; majority of potential cafe space, all of the public gathering areas, all the cart market areas, most of the areas for planting and shade tree areas, any potential for a sod seating area. 2. In the summertime the space would be an empty ugly area that would be susceptible to trash accumulation unless the area was used as a fountain/pool area. If it were, the pool would be out of scale for the small village square space we are trying to create, as well as consume valuable shoppers gathering space. 3. An ice skating facility of this kind would necessitate full time ice maintenance including a building to house a zambonie for ice care. There is no room for such a facility on the site. If the rink was not equipped with such maintenance facilities, then a low maintenance approach would be used. If a low maintenance approach were used then the rink would not be usable for much of the season and would be hardly worth the loss of the other activity spaces. 4. The EPURA budgetary constraints are very high for this project. If a full service/full maintenance ice rink were to be built, there would be little monies left over for any other amenities. In summary, an ice skating rink at this location, at this time appears to be infeasible. However, an ice skating rink has been and still is a very high priority for EPURA. Its incorporation as an activity generator in the downtown is a must. The riverfront master plan calls for its being DESE;N STUDOS WEST INC. The facility would remain as parking in the summer and double as an ice skating rink in the winter. This was the site of a former ice skating rink due to its location in the winter shadow of the rock outcrop. Obviously, the sooner this facility is installed, the better for all. It is recommended that EPURA, the City, and all interested parties pool their resources and talents to provide a means to develop this needed facility in this location as soon as possible. Seminar on Motor Vehicle Equipment Managment, held in Salt Lake, April 2-3 was very informative and worthwhile. Fifty people attended, representing 14 western states, including Colorado. A lot of discussion and interaction took place to make the seminar even more worthwhile. Fritz Schwartling of the Port Authority of New York/New Jersey and Thomas Maze Ph.D. of the University of Oklahoma addressed various topics including; establishing a cost effective preventive maintenance program, fuel management, tracking equipment costs, staffing analysis, equipment replacement strategies and computerized equipment management.
