Reference: Old Ranger Drive Paving Dear Mr. Widner: The University of Northern Colorado (UNC) owns property at the west end of Old Ranger Drive. This property is used as a retreat area for various UNC groups and as a resource for several academic programs. Since purchase of this property in 1960, the intensity of use has increased to the point where it is now used year round, primarily on weekends, but frequently during the week as well. Many groups using the property have had trouble getting to the site because of the poor access road. Old Ranger Drive (or Road) is a well maintained asphalt paved road sixteen to twenty feet wide to within about 400 feet from UNC property, where the paving abruptly ends. From that point to our property, it is a narrow, poorly drained gravel roadway. Some users have had real difficulty negotiating this portion of the road and the parking area on our property. I mysel f was unable to get up this portion of road last month, even though there was very little snow on the site. In addition, the property manager has reported that the City (probably your department) will not do snow removal because the road is not paved. We intend to pave an access drive and parking area on our site to improve year round access, but this woul d be pointless without paving the last 400 feet of Old Ranger Drive as well. To the best of my knowledge, this is Estes Park property. Please advise me as to the appropriate steps to take to get the access road paved. We intend to take this action no later than May of this year, so if there are approvals to be secured, appeals to make or meetings to attend, please let me know as soon as possible. One of our concerns in paving this piece of road would be to obtain a turn around area, or cul-de-sac, at the end so plows can turn around and will not have to back up the 900+' street to remove snow. Should you wish to make a formal request for this paving, I will put it on the agenda for the Public Works Committee of March 19, 1987, at 2 p.m. in the Town Administrator's Conference Room. Please advise me prior to the meeting if you wish to be included on the agenda or wish to discuss this matter further. Attending would be the Division heads (Ford, Stamey, Speedlin, Shanafelt, & Goehring), Dick Gerstberger and myself. The one-day seminar would be held in a conference center in the Estes area and would involve the use of a facilitator, as well as some self-assessment instruments (The Brain Map and Mind Maker 6) and handouts. The budget would be $800 to $900 which could be funded within the present Public Works budget (although in the future I would like to see us identify specific training monies as a separate line item). I believe this training session will be extremely educational as well as useful and will help lay the groundwork for many future improvements in the department. P. O. By natural, it is meant that when the weather is cold, skating is possible. The area should have minimal ice maintenance, i.e., water available for flooding at the site. The City of Loveland (Parks Department) clears a portion of an arm of Lake Loveland, north of 29th Street, for ice skating. Please check with them to obtain information on usage, both the number of days/people, as well as maintenance costs. Also, please examine the minimum size needed for a viable skating experience. The addition of a skating area would enhance the off-season desirability of the downtown area. Since this potential use is intermittent and weather-related, we consider it secondary to the primary use of this space. If this use can be integrated, without compromising our primary design objectives, we would encourage its incorporation. Please consider this request as you prepare the final design. Thank you. LANCASTER, DIRECTOR DATE: MARCH 9, 1987 SUBJECT: TRANSFER STATION RATES FOR 1987 A public hearing to dlscuss the proposed 1987 tlpping fees at Larimer County Transfer Stations has been scheduled for Monday, March 23rd at 2:30 p.m. in the Commissioners Hearing Room, Larimer County Courthouse, Ft. Collins. The rates for the Estes Park Transfer Statlon are based on the annual audlt report of the operator, A-1 Transfer Inc. Because this audit 18 due each year by March lst, and rates are to be determined based on thls audit, we did not set rates last fall, but rather delayed until after analysis of the audit report. The rates as proposed were developed to meet our contractual obligations to the operator, and to meet our subsi dy reductlon schedule, as directed by the Board of County Commissioners when the Estes Park Transfer Station was opened. (the subsldy was to be reduced to $0 over a five year period.) The Board of Commissioners has requested that, 1 n the Interest of equality, and to recoup a larger portion of actual operating costs, that the rates for all county transfer stations be equal, and be tled to the Estes Park Transfer Statlon. The Estes site was utilized because It operates at the lowest cost per yard of all the transfer stations. If you cannot attend the hearing but would like to comment. please give me a call or submit comments In writing and I will present those comments to the Board for consideration. , I . j .
