Box 1200 Estes Park, CO 80517 Dear Mayor Dannels: We understand that you are working toward annexation of the Moccasin Circle Drive, behind Estes Park Medical Center (EPMC), so that a through street can be achieved. The Hospital Board is very interested in this project, and we want you to know we fully support the completion of this road. One compelling reason we feel so strongly about the need for this road is the need for faster ambulance response times to and from the West side of Estes Park in the summer months. Each summer, our Ambulance Service is getting more calls, and some of these have longer response times than they should, because of road conditions on the only thoroughfare now available. In the event of a disaster, it is also likely that access to the Hospital may be difficult, using only one thoroughfare. We emphatically believe that Estes Park needs to provide more than one access road to the only medical facility in the community. We look forward to the successful completion of this road in the near future, and thank you for your recognition of this need in our community. As a means of accomplishing this goal, much thought and discussion has been held with regard to completing Mocassin Circle Drive from East Riverside Drive to Prospect Drive. Due to the location of the east/west access points for this road, and the grades at the west end, tourist traffic would not be encouraged. The intent is to provide a convenient alternate access connection for use by residents of Estes Park. The Town has approached the property owners involved and has offered to buy the necessary right-of-way to complete the project. Thus far the Town has not been successful. The Town is now considering annexing the property north of Cumorrah Heights, and using its powers of eminent domain to obtain the needed right-of-way. This has not been an easy decision, but is one the Town feels is necessary for the health, safety and welfare of all our citizens. In order to accomplish this, over 50% of the land area involved must be in favor of the annexation. A portion of the property involved is already covered by rural water tap agreements in which the property owner has agreed to annex when requested to do so by the Town. The advantages include a reduction in the fire insur- ance rates (specific amounts can be obtained from your insurance agent - this can be a significant amount), the opportunity to participate in local government activities, including building permits, planning, and elections, significantly lower water rates, local police protection, and the increased value that should accrue to your property as a result of having paved, maintained, all-weather access. The Town does have a mill levy on property within the Town limits. For 1987, this levy will be 4.26 mills. We hope you will join us in making this project a reality, as we believe the overall positive benefits of the project are evident for all citizens of our valley. Please take some time to consider this request, and then return the enclosed postcard as soon as convenient. FOR DISCUSSION ONLY GENERAL The purpose of the Transportation Development Program is to provide a framework to guide the development of an integrated transportation/ circulation/parking system for the Town of Estes Park. The TDP will address the unique characteristics of a resort community, recognizing both the seasonal peaks and year-round needs. A transit system must fit in with the unique character of Estes Park. Emphasis will be put on developing a transit system managed and operated by the private sector. The TDP needs to identify the economic parameters of a system, so that it can be used in attracting this private sector involvement. The TDP is being financed, in part, through a grant from UMTA, administered by the Colorado Department of Highways. Therefore, the TDP must meet the requirements for CDOH approval. 1. PROJECT INITIATION 0 Establish Transportation Advisory Committee (TAC). - Approximately seven members, with representation from Town Board, Planning Commission, Urban Renewal Authority, general public, staff, Colorado Department of Highways and Larimer County Department of Human Development. 0 Review and evaluation of all existing relevant documents and data by consultant team, including: - Estes Park Comprehensive Plan (1977) - Estes Park Downtown Redevelopment Plan (1983) - Downtown Circulation Study (1984) - Transit Development Program (1980) - Traffic count data - local and CDOH 0 Background investigation by consultant team - familiarization with community and problems. 2. EXISTING CONDITIONS 0 Area Description. A brief discussion of physical setting of Estes Park. 0 Demographics. Examine the population characteristics of Estes Park, including information on identifiable elderly, handicapped, low income and minority populations. 0 Examine existing conditions relating to demand for transit, both seasonal and year-round. Transportation Development Program ' Page 2 G Information on seasonal population and traffic changes will be assembled. 0 Identify key activity centers which generate or attract a significant number of transit trips. 3. EXISTING SERVICES 0 Identify and evaluate existing transit services, including administration and operational characteristics, equipment and facilities. - Estes Park Senior Citizens Center operates one van Monday through Friday. - Nursing home van service. - Intercity bus service. - Although not public transportation, three sight-seeing services operate in Estes Park, and might provide information on trends and private sector potential. 4. PARKING, CIRCULATION AND TRAFFIC CONDITIONS 0 Evaluate existing parking, circulation and traffic conditions in downtown Estes Park. 5. ASSESSMENT OF TRANSIT NEEDS AND DEMAND ESTIMATES 0 Needs Survey. Determine public views regarding the need and support for transit services. 0 Assess unmet transit needs. 0 Demand Estimate. Estimate transit demand for Estes Park for various market segments, including: - Year round population, particularly as related to elderly, handicapped, low-income, minority and employee sub-groups. - Seasonal population. - Tourist population. 6. ANALYZE TRANSIT, PARKING AND CIRCULATION ALTERNATIVES 0 Identify a minimum of three transit alternatives. 0 Evaluate capital costs, operating costs, ridership, revenues, routes, funding needs, management requirements, personnel requirements, maintenance and vehicle requirements for each alternative. 0 Evaluate appropriate vehicle types. Transportation Development Program ' Page 3 0 Evaluate private sector management and operation. 0 Identify and evaluate parking and circulation alternatives. 0 Identify methods to relieve downtown congestion. 0 Identify methods to link outlying areas to the downtown including, where appropriate, potential locations for outlying parking. 7. RECOMMENDED TRANSIT DEVELOPMENT PLAN 0 Identify coordinated transit, parking and circulation measures which most efficiently and effectively meet the needs of Estes Park. 0 Identify.five-year TDP implementation/operation program including organization/management, service structure, vehicles/facilities, marketing, fare pricing, ridership estimates, funding sources, operational costs, and procedures/requirements for private sector management. 1 Identify appropriate transit system elements, e.g., vehicle type, passenger waiting shelters, signage. 0 Identify appropriate circulation system modifications. 0 Identify appropriate parking solutions. 8. TDP REPORT 0 Provide 50 bound copies of final report, plus originals of any maps, drawings or art work prepared as part of this study. 9. PUBLIC INVOLVEMENT Consultant will provide, at a minimum, the following public participation during the planning process: 0 Public meeting - project initiation, for general public input. 0 Public meeting - presentation of transit, circulation and parking alternatives. 0 Public meeting - presentation of final TDP at a regularly scheduled meeting of the Town Board. 0 Periodic meetings with TAC during plan formulation. TIME SCHEDULE The bulk of the study efforts should be completed during the months of June, July and August, 1987, in order to study first hand the peak traffic/parking/circulation periods. Tasks to be completed as follows: 0 Development of Work Program - December 1986. 0 Contract Development and Finalization - December 1986. 0 Development of RFP - January 1987. 0 Evaluation of Proposals - February 1987. 0 Interview of Prospective Consultants - February/March 1987. . 0 Contract Development - Town/Consultant - March 1987. 0 Project Initiation and Completion - April-September 1987. 0 Project Closeout - September/October 1987.
