UPPER THOMPSON SANITATION DISTRICT ESTES PARK, COLORADO 80517 . September 2, 1986 P. O. Box 568 Phone 586-4644 ~I~pfFE[J- SEP 0 7 1986 ~ Mr. Rex Smith :TOWN OF ESTES PARK PUBLIC WORKS DEPT. Director of Public Works P. 0. Box 1190 bY.---- Ft. Collins, Co. 80522 Dear Rex: I presented information to the Upper Thompson Sanitation District's Board at its regular meeting on August 11, 1986, at which timd we dis- cussed the feasibility of extending a sewage collection line in Elm Road. Such line would be used by governmental agencies of Larimer County, the State of Colorado, and the Town of Estes Park, as well as the UTSD. The District Board was amenable to the over-all idea, and expressed a positive position if a funding arrangement could be worked out be- tween the four above-mentioned entities. I have been directed by the Board to pursue .this matter, and will await contact from you before taking further action. Respectfully, UPPER THOMPSON SANITATION DISTRICT 9) 064- BC:pj Bob Cheney, District Manager cc: -~r. Richard Widmer, Town of Estes Park Mr. Max Fanning, Colorado State Highway Dept. Mr. Rex Smith Director of Public Works LARIMER COUNTY Post Office Box 1190 Fort Collins, Colorado 80522 RE: Sewer Collection Line - Elm Road Area Dear Rex: As a follow-up to my letter of September 2, 1986, I wish to submit the following additional informati6n. The total length of the sewer line discussed, from the District's present line to the entrance of the State of Colorado Shops on Elm Road, is approximately 2,688 feet. Our best estimate of the cost of the line construction is $67,000.00. If an agreement should be reached by the four govern- mental agencies involved, whereas each agency shares an equal cost for the line, the cost per agency would be approximately $16,750.00. If you have any questions, or if I may be of further assistance, please feel free to call me at the District Office. Bernerd Dannels Mayor of the Town of Estes Park P. 0. Box 1200 Estes Park, CO 80517 Dear Mayor Dannels: Early this summer Clancy Philipsborn, of our Hazard Mitigation Section, had the opportunity to visit Estes Park on personal business. He was absolutely delighted to see that Tregent Park had been successfully and aesthetically completed. As you well knows what was once an awesome site of destruction now offers visual and public amenities that contribute to the downtown business envi- ronment, as well as to the community's parks system. ~ The riverfront park project, which was partially funded by FEMA's 1362 program, is an excellent example of how devastation can be redeveloped to the mutual benefit of all levels of government. While Estes Park (and its many visitors) has a new public recreation area, future flood related expenses to state and Federal governments have been eliminated at this location. While this was not the first such project in Region VIII, it is the most extensive in terms of property, financial commi tment, and land reuse. I thank you for seeing the project to completion. Also, please extend my gratitude to Mr. Dale Hill, Town Administrator, and Mr. Rich Widmer, Public Works Director. This was an effort we can all be proud of. Sincerely, 6104»0.-EJ~ 0~U~.t~n D.
