TOWN OF ESTES PARK 71¥1 1 Dear Mr. Widmer: Again we are writing to you regarding the extremely dusty conditions existing on Elm Street or otherwise known as the "Dump Road." If it were just used by the local residents, there wouldn't be a problem. But the heavy truck traffic generated by the town, county and private contractors makes the situation just about unbearable from a sanitation and health stand point. This is not a request for paving or other expensive solutions. All we are asking for is an effective dust suppressent te be applied as needed. We would also like to request that a speed limit be imposed and enforced on Elm Street. This would also be beneficial in reducing the dust problem. Thank you for your consideration. RECORDOFPROCEEDINGS Public Works Committee - September 19, 1985 - Page two ~/FISH HATCHERY PROPERTY - REVIEW OF PROPOSED REGRADING: Public Works Director Widmer advised the Division of Wildlife had submitted a drawing for the regrading project located on the Fish Hatchery Property owned by the Town. The drawing identified the project with regard to grading of the ponds, relocating the stream to its original location, and the channel from the pond in the north corner to the river. The drawing did not address seeding and riprap areas. The Division requested a letter approving the drawing. The Committee recommends Director Widmer be authorized to transmit a letter of approval, inquiring as to the areas requiring seeding and riprap. / ARAPAHO MEADOWS TOPOGRAPHICAL MAPPING - JOINT PROPOSAL: Public Works Director Widmer informed the Committee he had been in contact with Kucera and Associates concerning topographical mapping of the north 6 of Section 2 which includes the proposed location of the Mary's Lake Water Treatment Plant and the Luce property. A preliminary cost estimate is $3,000. On a joint cost-share agreement, the Town would pay 75% and Dr. Luce would pay the remaining 25%. The Committee recommends proceeding with the 75/25% joint Agreement between Dr. Luce and the Town. GOLF COURSE PROPERTY - REQUEST TO REVIEW BOUNDARY: In a letter dated August 12, 1985, the Estes Valley Recreation and Park District requested the Town clarify the east boundary of the Golf Course Property. The Committee recommends Director Widmer be authorized to contact Town Attorney White, compile all pertinent information, and return to the Committee for their review. WIEST PARKING LOT - REQUEST TO INSTALL SIGN TO PEDESTRIAN BRIDGE: Janice Jackson, King's Casuals, has requested the Town install a sign located in the Wiest Parking Lot indicating that the bridge crosses into Peacock Park from the parking lot. Existing trees conceal the bridge at this time. In the September 15, 1985 meeting of the Urban Renewal Authority, installation of the sign was not objectionable; however, they felt the cost incurred in installing the sign would be the responsibility of the Town not the Urban Renewal Authority. Discussion followed with the Committee recommending the request be denied; however, the Public Works Department will be instructed to trim the trees currently concealing the bridge. SIDEWALK CLEANING - DISCUSSION: The Committee discussed the lack of sidewalk cleaning in the Streetscape area. The Committee recommends initiating the process to amend Section 12 Streets and Sidewalks of the Munici- pal Code to include sidewalk cleaning along with removal of snow and ice. BRADFORD PUBLISHING CO. 4 : RECORDOFPROCEEDINGS Public Works Committee September 19, 1985 Committee: Chairman Wood, Trustees Brown and Hix Attending: All Also Attending: Town Administrator Hill, Public Works Director Widmer, Finance Officer Vavra, Clerk O'Connor Absent: None PROSPECT MOUNTAIN (NORTHEAST) DRAINAGE STUDY - REVIEW OF PRELIMI- NARY REPORT: Paul Kochevar and Chuck McKnight presented the preliminary report of the Prospect Mountain (Northeast) Drainage Study which con- tained two drawings indicating the Conceptual Drainage Improve- ments Master Plan for Systems "A" and "B", and a statement of "Phading of Proposed Improvements. " Priorities assigned to the identified construction phases were: Priority 1.....Phase I-A and Phase I-C Priority 2.....Phase II-A and Phase I-B Priority 3.....Phase III-A, Phase II-B, and Phase IV-A An estimated cost figure for the entire project is $1.3 Million, with System "A" approximately $700,0001 and System "B" $545,0001. Discussion followed with the Committee recommending the report be completed to "final" form, proceed with negations on the design phase for the Hospital and System A from Community Drive to Highway 7, returning to the Committee for further review. MUNICIPAL BUILDING FACILITY STUDY - REVIEW OF "INTERIM REPORT 2": Claudia Propst/InterPlan, presented the Municipal Facility Study, Interim Report 2. InterPlan has has been conducting a study to review the Municipal Building Facility, analyzing departmental space needs, assessing current facilities and developing guide- lines for the future remodel and/or expansion of the Building. The intent was to provide the Town with objective information and pro-active planning strategies to avoid fragmented, "case-by-case" planning in favor of a comprehensive solution to the future space needs of the Town Government. Questionnaires were submitted to Department Supervisors requesting ten-year projections for their department. Ms. Propst identified three tasks InterPlan has performed: 1. Provided future space projections, including other agencies; 2. Provided number of options for re-use of the building; 3. Estes Park, CO 80517 Dear Rich: I visited the Town of Estes Park per our discussion at the CML conference to take a look at the Tregent Park. On my visit I was accompanied by Lisa Schumann, Loss Control Rep for CIRSA who you inet also at the CML, Dale 1-lili and Mike Mangleson. I must admit that in looking at the plans that you sent me and also from our discussions I was not overly concerned based on what I saw in the plans, however, in watching the high runoff, I was certainly alarmed that one slip by a small child on the stairway could certainly cause a catastrophy should they be swept into the river by the current. I therefore made a recommendation that the town place a removable railing in the stairway to prevent children and/or adults from being swept away by the current should they fall or slip. This was discussed thoroughly with Dale 1-lili and Mike Mangleson and both concurred that this is the proper approach to take. In addition, I recommended a railing be placed on the riverwall on the north side of the stairway. Once the runoff has subsided, the railing on the stairway could be removed to allow access to the river. I am sorry there is a delay on this decision however, I am sure that in March when you wrote the letter 1 would not have been able to make such a determination, due to the fact that there was no runoff at the time. I am impressed that the town is cognizant and aware of the liability issues throughout the town and are working through cooperation with CIRSA and other organizations to reduce their liability. As one means of achieving this goal, the Town discussed with you in 1981 and 1982 the possibility of acquiring a 50 foot wide street right-of-way for construction of a paved, Town-maintained street. Although previous discussions did not result in Town purchase of these parcels, the Town is still interested in pursuing this matter. I would appreciate it if you would take some time to consider the overall positive benefits that such a project would have, not only for your property, but also for the Town and valley area as a whole. The Town feels that this project is important, deserving our attention as a goal worthy of attainment for the benefit of all our citizens.
