Low bids of $5,505 and $5,565 were submitted by Howard Mack and Bill Byrns. However, neither one qualified due to failure to supply all necbssary bidding information, as specified in the General Conditions. A low qualified bid in the amount Of $5,610 was received from Estes Park Janitorial Services, followed .by Carol O'Riordan at $5,850 and Louis O'Riordan at $6,000 even. The two lowest bidders have failed to qualify their bids properly. By this I mean they did not give us a list of equipment and proposed personnel. On the other hand, Estes Park Janitorial Serv ices did everything required and has received favorable comments from present clients as to a job well done. Some of these being Western Brands (8 years), Kentucky Fried Chicken and Estes Park Lumber. They also have been doing business in the area for many years and plan to continue doing so. I feel it is to our benefit and the community's to have Estes Park Janitorial Services clean the public restrooms. MLM:ca P. 0. These contacts are summarized below: Section 8 Funding for Transit Development Plan (TDP) 1. Relatively easy to get. 2. Funding cycle is to apply in May, receive funds in December. 3. Funding range = $15,000 to $25,000. 4. Currently 20% local match required; may be raised to 30%. Section 18 Funding for Capital, Operating, Administrative Expenses. 1. Need approved TDP for funding. 2. Very competitive--1985 requests exceeded funding 7 times. 3. New projects at disadvantage--existing projects maintained. 4. Funding is 80/20 cap and admin; 50/50 operating loss. 5. Partial year operation may not be fundable. 6. Due to cycle, earliest funding would be 1988. 7. Program authorization ends in 1989 or 1990. The Town may wish to consider applying for funding for a TDP. A TDP could show the feasibility of a particular system(s) and could, therefore, be useful in attracting a private operator. The TDP could also explore alternative funding sources. Applications are due the middle of May with funding available in late 1986 or early 1987. RDW:ca P. O. As we discussed, the exterior doors would need replacing and the interior does need same minor repairs, ie tiling in the south room. My current rental requires a thirty day notice and I would propose that I be allowed to perform the labor on the afore mentioned repairs, if the town would provide the necesary materials, during this thirty day period. Further, as I stated, I do own a horse and would appreciate your consideration in being allowed to board the animal on the premise, ie, the northeast oorner of the pmperty. I ~ould assure cleanup of the area and removal of temporary fence upon my leaving the rental. I have talked with the existing tenants of the town owned residences and they have no object- ion to a horse on the grounds. Thankyou for your consideration.
