Looking at the plat, it appears a portion of Lot 1 of the James Mc Inyre sub-division was used for this easement. Since we presently own both Lots 1 and 6 we will be most happy to grant an appropriate easement to Lot 6, which of course, will be a condition of the sale should Lot 1 ever be sold. Widmer ,~OU~ DATE: October 18, 1985 RE: Prospect Mountain (N.E.) Drainage Phase I Design I have met with representatives of Estes Park Surveyors and Sellards & Grigg several times over the last month and we have agreed on a scope of work and associated fees for the design of the Phase 1-A, 2-A, and 3-A improvements described in the Prospect Mountain Drainage Master Plan (see attachments). The fees proposed are 7.2% of the estimated constructioh costs, which is a reasonable fee for a project of this size. A copy of the proposed fee schedule is attached. I recommend that EPS/Sellards & Grigg be awarded a contract for a not to exceed amount of $24,000 for the work described above. RDW:ca Attachment P. O. Box 1200 Telephone (303) 586-5331 Phasing of Proposed Improvements It is recognized that the proposed system of drainage improvements will need to be constructed in phases due to the funding constraints of the Town of Estes Park. The drainage improvements to Basins "A" and "B" proposed by this master plan consist of storm sewers with the necessary appurtenant structures (inlets, manholes, etc.) and open channels. The open channel elements of the proposed systems of improvements are at the downstream end of systems "A" and "B" and provide for the conveyance of storm water adjacent to Highway 36 and Community Drive and ultimately the discharge into Lake Estes. The construction of the open channel portion of the system of improvements is the logical starting point for construction of drainage improvements in as much as the open channel system is required for conveyance of storm sewer flows into Lake Estes. The storm sewer improvements that are proposed upstream of the open channels along Highway 36 and Community Drive must, from a practical standpoint, be constructed in phases in the upstream direction. The construction of intermediate reaches of storm sewer with "bubble-up" structures prior to downstream improvements is not recommended because of the increased maintenance requirements and. reduced hydraulic capacity of such structures. Logical construction phases have been developed herein with primary consideration given to the feasibility of the construction sequence. Following are the construction phasing recommendations for Basins --11 A 11 11 Q 11 n , D , and "C". Tables V-8 through V-14 provide a tabulation of costs for each of the phases described below. It should be noted that accumulative costs for phased construction will exceed the costs associated with constructing the entire system in one phase. However, the cost estimates for phased construction, herein, do not reflect the significance of this difference because unit costs were not varied according to quantities. SYSTEM "A" Phase 1-A - Construction of storm sewer culvert from the existing detention pond to the south side of Moccasin Circle Drive and construction of roadside ditch adjacent to Moccasin Circle Drive to the upstream termination of proposed improvements. In addition, modification of the existing outlet structure configuration at the hospital detention pond, as illustrated on Figure V-2-B. See cost estimate Table V-8. Phase 2-A - Construction of channel improvements adjacent to Highway 36 shown on Figure V-1 from Community Drive east to Lake Estes and from Community Drive west to Fourth Street. Construction of the recommended box culvert or hydraulic equivalent through Community Drive. See cost estimate, Table V-9. Phase 3-A - Construction of storm sewer and appurtenant structures shown on Figure V-1 in Basin "A" from the intersection of Fourth Street and Highway 36, westerly along Highway 36 to Third Street, and southerly along Third Street to a convenient collection point upstream of Highway 7. You will be asked to review that design prior to going to a bid on the work. Related to the design is the fact that the headgate for the ponds to be left on Tom Brown's property is on Town property. This is the same headgate that was in use prior to the flood. Placement of the headgate allows water to enter the pipeline, without placing a diversion structure across Fall River, using the natural curve of the river. If the headgate is moved onto Tom Brown's property a diversion structure and new headgate would have to be built. This would require design changes and the needed diversion structure would be a development item rather than a restoration item, which the DOW has no funds to construct, outside of the FEMA funding pro- cess already available. Thus, we request that the Town of Estes Park grant a perpetual easement for the existing headgate structure to Tom Brown. This structure is noted on design plans available in your offices. We also request that this item be placed on the Agenda of the Public Works Committee on October 17, 1985. The land in question is now in the ownership of Tom Brown, but we will be happy to have someone attend the meeting if you desire. We will notify Tom, by copy of this letter, so he can attend the meeting if he desires. If you feel it is necessary for Tom to attend, please contact him directly. One final item related to restoration design is the replacement of the vehicle bridge on Town property. Has this been worked out with FEMA? Please advise. At these hearings the Commission anticipates receiving from Larimer County input re- lating to the year 2001 Forecast, recently mailed to you, and normal Five-Year Program Requests. If you did not receive a copy of the 2001 Forecast, please call me and I will see that you get one. Please review and make any comments you feel should be passed on to the Highway Commission. In addition, please review the attached list of projects submitted by Larimer County in 1984. Projects completed or included in the Five-Year Plan are noted. Make comments, additions or deletions. Your comments regarding both the 2001 Forecast and Annual Project Requests should be received by me no later than October 18th in order to be included in the report to the Highway Commission on November 7th. Fort Collins Expressway EB lanes are funded for construction in three years, 84-85, 85-86, and 86-87. WB lanes are not funded through 1988-89 but are funded for future years. East section is funded for Preliminary Design in 84-85 with no funding in future years. 2. U.S. 287 at 37th Street - Signalization Project Complete. 3. U.S. 34 from Monroe Avenue to Lincoln Avenue - Request was for widening to 6 lanes due to congestion problems. The project is not included in the 5-year plan; however, U.S. 34 from I-25 to Estes Park shows traffic capacity deficiencies in the 2001 Forecast. 4. U.S. 34 from Morning Drive to Glade Road - Request was for corrections to horizontal and vertical alignment and widening to include bike lanes. It is not included in the 5-year plan; however, as noted above, traffic capacity deficiencies are anticipated for this roadway in the 2001 Forecast. 5. U.S. 287 from Loveland to Boulder County Line - Request was for widening to 6 lanes from State Highway 402 to County Road 14 and to 4 lanes from County Road 14 south to Longmont. This project is not included in the 5-year plan but traffic capacity deficiencies are noted in the 2001 Forecast. 6. State Highway 14 Miscellaneous Bridge Replacement - Request was for miscellaneous bridge replacement projects along State Highway 14 west of U.S. 287. Two structures are yet to be completed. The structure south of Ted's Place on U.S. 287 are both scheduled for 1987-88. 7. Prospect Street Interchange with I-25 - Request was for addition of north exit and access ramps. This is included as part of improvements to I-25. 8. U.S. 287 and State Highway 1 - Redesign intersection. Request was for redesign of the intersection due to problems associated with increased traffic on both roads and a con- tinuing need for left turns into the mobile home park. This proejct is not included in the 5-year plan. 9. State Highway 7 from U.S. 36 to Estes Park Town Limits - Request was for reconstruction of this section of roadway. The project is not included in the 5-year plan but is noted as an area where traffic capacity deficiencies may exist by 2001. t. . 10. U.S. 34 from Dry Gulch Road to the intersection of U.S. 34 and U.S. 36 - Request was for widening to 3 lanes to provide for better traffic movement, better channelling of traffic onto the bypass and a decrease in accident potential. The project is not included in the 5-year plan but shows a traffic capacity deficiency in the 2001 Forecast. -6- 11. U.S. 36 and State Highway 7 Intersection - Request was for redesign of the intersection due to congestion and high accident potential. Again, this project is not included in the 5-year plan and traffic capacity deficiencies are noted for 2000 Forecast. 12. U.S. 34 from Monroe Avenue West to Estrella Avenue - Request was for resurfacing due to poor road surface condition. The project is not included in the 5-year plan. 13. U.S. 34 at Monroe Avenue - Signalization. Request was for signalization of this intersection. The project is not included in the 5-year plan. 14. U.S. 36 from Lyons to Estes Park - Request was for widening to 3 lanes on steep grades. Project is not - in the 5-year plan but is an area where traffic capacity deficiencies are expected by the 2001 Forecast. 15. State Highway 7 from Meeker Park to Estes Park - Request was for widening and improvements to horizontal and vertical alignment to eliminate the narrow cross-section and numerous blind corners. Provision is made in the 5-year plan for corrections to curves at Camp St. Malo and Longs Peak Camp- ground only. Traffic capacity deficiencies are exptected to exist by 2001. 16. U.S. 34 from Colorado Avenue to West Shore Drive - Request was for a sidewalk, bike path and upgrading of guardrail along a busy bicycle/pedestrian link.
