Box 1200 Estes Park, CO 80517 Dear Dale, Per our conversation on May 28, 1985 Mountain Bell is interested in placing 2 public pay phones on property that is city owned. The first location we have chosen is in the Greenbelt area @ Elkhorn & Park Ln. directly west of the Library. At that location we would like to provide a rustic looking free standing enclosure. The second location we have chosen would be in front of .. ~the Old Church Shops. If convenient, we would like to use one of the four sides of the Information Booth. We feel both locations would provide easy access to customer needing public telephones. Should the city accept the placement of these 2 public phones the city would be responsible in providing the electricity for lighting, Mountain Bell will then pay a commission to the city. The commission is based on the usage of the phone and is paid quarterly. Please let me know at your earliest convenience if these locations meet with the city's approval. At that time I can schedule dates for the phones to be installed. If you have any questions please call me at 896-9803. For many years I have maintained the footbridge at the rear of the property. I would assume that the bridge was built many years ago by Mr. Jelsema, however I am not aware of its history. It may have been built by another party, the town or possibly a joint effort. The bridge may be in need of replacement of removal. I see its use as important to pedestrians, customers, and residents of the area who wish to cross the river in this area of the community. It also is quite close to the beautiful town park project on the west side of the river, just north of Piccadilly Square. Since the bridge does connect both private and city property, it is my desire to see it either replaced by both parties or jointly removed. I do believe that it benefits many people in that area of town, especially the elderly who walk to the post office and super market. Thank you for your consideration. The Board - of Directors has authorized a new sign directing people to the Medical Center, which is not in an obvious location and has proved to be difficult to locate in an emergency. We have ordered a new sign to match the Estes Park Urban Renewal Authority's streetscape signage, which will be a double-faced 4' x 6' sign that says "Estes Park Medical Center, Emergency Services" with an arrow indicating the direction. We would like to install it at the southwest corner of Colorado Highway 36 and Stanley Drive as indicated on the enclosed map, so that it can be seen from both direct- ions. Please advise if this location is acceptable to the Highway Department and if thereare any set-back requirements. Thank you for your help in this matter. Private traffic-control signs which conform to the standards of the Colorado Manual of Uniform Traffic Control Devices may exceed three square feet per face in area, but shall not exceed seven square feet per face. Such signs shall not exceed eight feet in height. 5. Signs required or specifically authorized for a public purpose by any law, statute or ordinance shall not require a sign permit or sign permit fee, and may be of any type, number, area, height above grade, location or illumina- tion authorized by the law, statute or ordinance under which such signs are required or authorized. No suchsign shall be placed in the public right-of-way unless specifically autho- rized or required by law, statute or ordinance, and, except for warning signs or barricades of a temporary nature, such signs shall be permanently affixed to the ground, a building or other structure. 6. Nonilluminated window signs shall not require a sign permit or sign permit fee when the total area of such signs: a. Does not exceed twenty-five percent of the total window area in the same vertical plane at the ground floor level on the side of the building or business unit upon which said signs are displayed; and b. Does not exceed twenty-five percent of the total allowable sign area for the premises. Such signs shall not exceed four square feet in total surface area per sign when placed in windows above the ground floor level, and no signs shall be placed in windows above the second floor level. 7. Signs commonly associated with, and limited to t information and directions related to the permitted use on the lot on which the sign is located shall not require a sign permit or sign permit fee, provided that each such sign does not exceed one hundred fifty square inches in total area and is nonilluminated, internally illuminated or indirectly illuminated. (This category shall be interpreted to include such signs as "no smoking, " "rest room, 1, '1 no solicitors," "self-service" and similar informational signs.) 8. Box 1200 Estes Park, CO 80517 Dear Bernie, The hospital Board has authorized me to secure a sign of the same design and materials as the Urban Renewal signage, which has been ordered, but the State Highway Department informed me last week that they cannot authorize a private sign that is not an official highway sign to be installed in the highway right-of-way. They did suggest, however, that The Town has the authority to install such signs, so I need your help to make_ this all legal. I have attached a copy of my letter to the Highway Department, a map indicating the proposed location, and design of the sign we wish to erect at the intersection of Highway 36 and Stanley Ave. *./. a Stan Jones directed my attention to Section 17.66.190/B-5 of the sign code (attached) which deals with signs specifically authorized for a public purpose. I don't know what the pro- cedure is to accomplish this , and neither did Stan or Rich, but we request that The Town authorize the installation of this sign for the public purpose for which it is intended.
