Widmer Director of Public Wdrks DATE: April 17, 1985 RE: Police Department Computer Room Bids Bids were received on April 16, 1985 for the Police Department Computer Room as follows: 1. Concept Design/Build (Paul F. Brown) $ 9,448.03 2. Dan Brown Construction 11,954.00 3. Hillery Parrack Builders, Inc. 11,970.00 All bids included $3,900 to relocate a telephone board which is presently in the storage room. After discussion with the Police Chief, it was decided to leave the telephone board in its present location but cover it and eliminate the door leading from the hallway into the computer room. This would reduce the low bid to approximately $5,548, with final price to be negotiated. I recommend that the bid be awarded to Concept Design/Build with the understandings stipulated above. Dear Richard: Since our last conversation, I have reviewed the Scope of Work that was sent to you March 14th, to provide facilities planning for your City Hall facility. There are some modifications that I feel that can be made that will reduce the Scope as well as the fees. Basically, we will rely upon information provided by you and your department through use of a data gathering questionnaire, which will address such issues as: Personnel projections per department. Adequacy of space allocations for work stations. Specialized equipment and storage systems. Special requirements, i.e., security, storage, public access, etc. After this data has been received by Interplan, we will spend approximately two days in Estes Park working directly with you and your departments to further refine space requirements, locational criteria and future projections. Based upon this information, we will develop block diagrams of how your existing facility can be utilized for both now and in the future to accomodate future growth, both internal and outside agencies. Based upon the above, we will work on an hourly basis to an anticipated maximum fee of $4,000. r . 1 . Widmer Director of Public Works DATE: April 17, 1985 RE: 1985 Street Improvement Program Attached is a bid tabulation for the 1985 Street Improvement Program. Bids received were less than 1% off the Engineer's estimate and therefore all projects approved in March should be able to be completed. I recommend award of both parts of the contract to Best Way Paving. I would also request authorization to contract with Pavement Management Systems for dynaflect testing and analyfis of Aspen Avenue, Grand Estates Drive, and Northkidge Lane (6,060 feet total) at a cost of $2,400. 6 This report would enable US to design an overlay appropriate to the varied conditions that exist along the /.£ ,·~ length of the streets. It is estimated that savings would />p ~ 2 exceed the cost of the report. Total estimated current cost for these three streets is $58,000, The three were picked 40). because of inconsistencies in the original structural measurements and because their lengths present opportunities to change overlay thicknesses conveniently. After much research, dealer visits, and discussion with other users, I recommend that the low bid of MacDonald Equipment for a Champion 710 A in the amount of $67,937, including trade, be accepted. Widmer 2#a-) DATE: April 18, 1985 RE: Purchase of Turf Truck for Parks Division As we discussed informally last month, the Parks Division is faced with a tough problem in rejuvenating Bond Park and other areas. These areas are desperately in need of extensive aeration, top dressing, overseeding, and "tender loving care". We are presently not equipped to adequately handle this job, and, in additioh, have a need during-the summer for additional means of transporting crews from site to site in the downtown area. Rental of equipment does not appear practical or desirable. For these reasons, we have been researching the purchase of a "turf truck" multi-purpose vehicle. This is a gasoline engine powered golf cart type vehicle with small dump box, power takeoff unit, top-dresser attachment and aerator. NPWW is scheduled for May 19-25, 1985 and now is the time to plan ahead. The purpose of National Public Works Week is to focus on what we term the "routine" or day to day business of operating our cities and communities. The focus is to bring greater aware- ness to the general public of our rules, responsibilities, accomplishments, and problems. The Colorado Chapter will be ordering posters for display in public buildings, libraries, etc., but we will only send two (2) of these to each organization. An order form is included in your Kit if you should desire more than two. We have enclosed a sample proclamation that you may want to use as a guide for developing your entity's proclamation. One other thought we had besides the ideas suggested in your Kit is to use your local Cable TV public access channels to advertise NPWW. As used herein the word "maintenance" shall mean , all of the normal maintenance duties performed by the State on similar type highways with similar use. 2. The State's District Engineer, or his representa- tive, respecting interpretation of maintenance i standards as established by the State shall control the work. 3. Maintenance duties to be performed by the Con- tractor shall include but are not limited to: a. Removal of snow, sanding and salting. b. Cutting weeds and grasses within the State's right of way. c. Cleaning and repairing of ditches and drainage structuret, excluding storm sewers. d. Patching, making safe, repairing, spot reconditioning, spot stabilization and spot seal coating, including shoulders, and damage caused by ordinary washouts. e. Painting of bridges, other structures and highway appurtenances. f. Other work to preserve the roadways and appurtenances, including fences, with minor repairs to safeguard the traveling public. Page 1 of 4 Pages 1 g. To make safe by warning the State's re- presentative and/or repairing any dangerous condition from any cause. 4. The State will reconstruct portions of highways destroyed by major disasters, fires, floods, Acts ; of God, and those portions which cannot be safely or economically maintained. The Contractor shall 2 give immediate notice to the State's District Engineer of the existence of any of said conditions. 5. The Contractor shall advise the State's District 2 Engineer of any state highway signing and regulatory t devices in need of repair, and the State will maintain them. 1 6. This Contract may be terminated by either party upon 30 days written,notice sent by registered, - prepaid mail to the other party. 11. The provisions of this Contract shall not be sub- ject to renegotiation more often than quarterly. 12. All of the covenants and provisions hereof shall inure to the benefit of and be binding upon the parties hereto, their successors and assigns.
