The following request for use of town facilities is made by the Colorado State Dulcimer Festival Committee, a sub-committee of the Estes Park Area Chamber of Commerce. We propose to hold this year's festival in municipal parking lot number one on June 8th and 9th. We will need electricity on those two days and expect the policy set last year by the Light and Power committee of charging $25.00 per day to apply. Wer will need to erect the tent and stage on June 7th and will effect removal of same on June 10th. The dulcimer festival is a family type event which will include music contests and concerts and an arts and crafts fair. Last year the event was attended by approx. 5000 visitors. The event is designed and promoted to help expand the commercial "shoulder season" in Estes Park. We petition therefore, The Town of.Estes Park, for permission to use parking lot number one and electricity as outlined above, and thank you for your consideration. Basically, I've addressed departmental growth, space allocation to accomodate this growth, and options that may be considered for other agencies i.e., state and/or county. Based upon the enclosed Scope of Work, I would propose that Interplan work on an hourly basis to an upset fee of $7,500. Box 1200 Estes Park, Colorado 80517 Subject: Division of Wildlife Project Application FEMA-665-DR Dear Mr. Dale Hill: In a recent conversation with Darryl Todd of the State Division of Wildlife, it was noted that the Division is within a couple of weeks of having the final design for the Estes Park Fish Hatchery Site restoration completed. Once finished, the design plans will be coordinate with the Town's staff as well as with FEMA prior to finalization and going to bid for the actual work. If this Training Acaaemy is going to be done, it should be done early on, since obviously this Division 01 Criminal Juslice will affect the final design. Division of Disaster Emergency Services The other item is one that the Town may be aware of or if it Division 01 isn't it should look into, since it will effect the Town and the Fire Satety hatchery site. Larimer County is presently working on restoration of the County Bridge above the hatchery site. If the bridge alignment is changed or any major river channelization takes place at this site it will obviously affect the hatchery site. The Division of Wildlife has .OFE~ZO 44=Ej11\+P) expressed some concern over this and will be looking into it, but you probably should have your staff also take a look at the potential impacts with the County and the Division. I ./.0/0/0/u'll'WING.0 RECORD OF PROCEEDINGS Public Works Committee - December 20, 1984 - Page two Highway 34, widening Steamer Drive to three lanes to the Stanley Village entrance, covering all exposed surfaces of the culverts with soil and revegetating, and installing rip/rap at the outlet of the culverts. SIDEWALK SNOW REMOVAL - PROPOSED ORDINANCE AMENDMENT: Public Works Director Widmer presented a proposed amendment to Chapter 12 of the Municipal Code regarding sidewalk snow removal. The Committee recommends approval of the ordinance amendment with Public Works Director Widmer contacting the Town Attorney regard- ing a minimum assessment. BRIDGE - FISH HATCHERY ROAD - REQUEST FROM LARIMER CO[JNTY: A letter submitted by Rex A. Burns, Engineering Department, Larimer County was reviewed. The County is requesting the Town's approval for work being undertaken outside the County's right-of-way located on Fish Hatchery Road. The bridge received extensive damage during the Lawn Lake Flood. Following review of the drawings which were submitted by Larimer County, the Commit- tee recommends approving Larimer County's request to work on Town property which will enable the County to replace the bridge, contingent upon the prevention of damage to existing trees and vegetation. REQUEST FOR AUTHORIZATION TO BID PICKUP TRUCK AND MICROCOMPUTER: Director Widmer requested authorization to bid one pickup truck and would like to have the truck included in the bid with other Town departments. Public Works Director Widmer also requested authorization to begin the proposal process for a microcomputer. $10,000 is allocated in the 1985 Budget for the purchase of a microcomputer. The Committee recommends Director Widmer be authorized to include one pickup truck in the Town's vehicle bid and that the proposal process be initiated for the microcomputer. The Committee will review the proposals on the microcomputer when sufficient information is obtained. FACILITY ACCESSIBILITY STUDY: The Committee recommends extending the review period for the Facility Accessibility Study to the next regularly scheduled Public Works Committee Meeting in January. REPORTS: The Crags Drive Bridge Project is going well; however, due to the temperature, Wycon Construction will be unable to pour the concrete deck at this time. Completion of the bridge project should occur in the spring. A copy of a letter dated December 5, 1985 submitted by Leonard A. Boulas (Federal Emergency Management Agency (FEMA)) to Mr. Darryl Todd (Division of Wildlife) was reviewed. Restoration at the Fish Hatchery property (owned in part by the Town and Division of Wildlife) has been approved. A question has arisen as to the repJ acement of the vehicle bridge on the property. The Committee recommends pursuing the replacement of the bridge at this time. The Board authorized a maximum expenditure of $6,500.00. It is my understanding that the Public Works Department of Estes Park Will originate the specifications for the project and administer a formal bid for the purchase and installation of the fence. For simplicity I would prefer that the Town of Estes Park pay for the fencing project and then forward to myself a copy of the invoice and a letter requesting a 50% reimbursement. Thank you. Priorities were set, for the most part, by using the Pavement Management Study done in 1983. This year's budget will allow about. three miles of streets to be overlaid. In -addition, three short street areas are proposed for new paving, along with reclamite seal coating of the streets overlaid in 1982 and 1983, a bikepath extension, and some asphalt curbing. Materials $1,650 Labor - 140 hrs. at $8.10/hr. = 1,134 Sub Total = $2,784 Contingency = 278 Total Estimate = $3,062 - say - $3,100 2. Municipal Building - West Side - Lawn renovation and planters. Bids have been taken for a new riding mower: Walker $3,995 Toro Ground Master 62 $6,883 After field testing the mowers, we are convinced the Walker (manufactured in Fort Collins) is a superior machine and I therefore recommend approval of this purchase. Total Cost $3,995 Budget $7,000 2. Bids have also been taken for an equipment trailer to haul the mower and other equipment. After a lot of research and field trips, we recommend the purchase of a Taylor Equipment Trailer. Total Cost $2,480 Budget $1,500 P.
