The attached map shows the location of a chain-link fence which will be constructed by the contractor. The north and south entrances on E. Riverside will remain open. The middle entry point will be closed. We will need this area beginning the week of January 21, 1985 and we plan to be completed with Streetscape II by May 15, 1985. FACILITY ACCESSIBILITY STUDY ORS HANDICAP COMPLIANCE SELF EVALUATION OCTOBER, 1984 In response to the regulations regarding handicap accessibility to public facilities, the Town of Estes Park has reviewed all Town facilities as to their function, public use and accessibility to handicapped persons. -In this review, facilities were divided into two groups: public and non-public. Those facilities which are used by the public have been surveyed and information has been collected to determine which aspects of the facility are not in compliance. Those facilities which are not used by the general public (used by Town employees. only or used to house equipment) were not surveyed. A listing of these buildings follows: PUBLIC BUILDINGS Municipal Building Public Restrooms (E. Riverside, Moraine Avenue) Public Parks (Peacock, Riverside, Bond, Tallant, Riverfront - to be constructed) Stanley Park Library Senior Center Museum NON-PUBLIC BUILDINGS Public Works Shop Water Department Shop Light & Power Department Shop Parks Shop Public contact at the non-public buildings is minimal. These departments offer their services to the public at the Municipal Building, 170 MacGregor Avenue, and may be contacted at 586- 5331, or Post Office Box 1200. It should be emphasized that achieving program accessibility does not necessarily require the alteration or construction of facilities. Regulations (Section 504) do not require that each existing facility or every part of an existing facility, be made accessible to and useable by handicapped individuals. It requires that programs be accessible. Whenever methods other than facility renovation and construction are successful in achieving program accessibility (such as rescheduling programs and activities to already accessible facilities) the time and expense of facility ~ renovation may be avoided. Section 504 does not require the Town to establish a barrier free environment. Physical barriers may exist as long as these 0barriers do not hinder full participation of handicapped persons in each program and activity when viewed in its entirety. In summary, structural changes to existing facilities are not required if: 1. Non-structural methods are effective in achieving program accessibility; 2. Financial hardships or architectural limitations -exist; and _ 3. In selection of methods to achieve accessibility, priority has been given to the provision of programs and activities in an integrated setting. The public buildings were evaluated using the American National Standards Institute (ANSI) standards, which are entitled "American National Standard Specifications for Making Buildings and Facilities Accessible to and Useable by the Physically Handicapped." It should be pointed out that regulations require that all new construction and alterations should be in conformance with the ANSI accessibility standards. Structural changes found to be necessary shall be made as soon as possible, but in no event, no later than October 17, 1986. Attached is a list of the changes required in existing public buildings which are required to make them accessible, or partially accessible. This list will be reviewed by the Public Works Department and Public Works Committee to determine the cost of implementing each item and schedule for construction completion by October 17, 1986. FACILITIES TRANSITION PLAN RECOMMENDATION - MUNICIPAL BUILDING It should be pointed out that the full range of Town services to the public are offered at the Municipal Building. With the exception of the Urban Renewal Authority, all Town services and programs are offered on the ground floor. Some public meetings are conducted on the second floor, but alternate meeting rooms are available on the first floor. PARKING LOTS 1. Increase the size of the .existing handicapped parking space on the West side of the building to 12 feet by adding lateral striping. Paint handicapped logo in space.. 2. Designate one additional handicapped parking space on West side of building, properly sized and signed. 3. Consider installation of one handicapped parking space on East side of building. This would also require a curb cut for access into the building. ENTRANCES 1. Mark West entrance with symbol of access. DOORS AND DOORWAYS 1. Make the West door easier to open. STAIRS 1. Handrail is 31 1/2" above tread. Standard is 32". Handrail is useable. 2. Extend at least one handrail 1'6" beyond the top and bottom steps. REST ROOMS In general, restrooms in the Municipal Building are not completely accessible to the handicapped individuals. At least one restroom on the first floor should be made accessible. The following improvements would be required for either. I , 1. Increase width of entrance to 32". 2. Install 32" wide outswinging door on stall. 3. Install grab bars on each side in handicap stall that are 33" high and parallel to the floor, 1 1/2" in diameter with 1 1/2" clearance between the wall and rail, fastened securely to wall at ends and center. 4. Install water closet with the seat 20" from the floor. 5. Insulate lavatory (North restroom). 6. Lower mirrors and shelves, where provided, to no higher than 40" from the floor. 7. Install wall mounted urinal with the opening of the basin 19" from the floor. 8. Lower dispensers (soap & towel) to no higher than 40" from the floor. 9. Identify with symbol of access. WATER FOUNTAINS 1. One accessible water fountain is to be installed. PUBLIC TELEPHONES 1- Phone should be identified and equipped for persons with hearing disabilities. ELEVATORS 1. The elevator does not meet some of the dimensional standards for new construction (Door - 31 1/2" net clear opening; Standard - 32"; Cab - 44" x 606"; Standard - 60" x 60" or 63" x 56") . However, the elevator is useable by and accessible to handicapped persons. WARNING SIGNALS 1. Install audible warning signals accompanied by simultaneous visual signals. FACILITIES TRANSITION PLAN RECOMMENDATION RIVERSIDE RESTROOMS PARKING 1. Designate one handicapped parking space North of the restroom properly sized-and signed. RAMPS 1. Install handrail in one side of ramp, 32" high, extending 1" beyond top and bottom of ramp. ENTRANCES 1. Increase exterior door width to 32". 2. Mark with symbol of access. 3. Make door easier to open. DOORS AND DOORWAYS 1. Level entry to women's restroom. RESTROOMS 1. Install 32" wide outswinging doors. 2. Install grab bars on each in handicap stall that are 33" high and parallel to the floor, 1 1/2" in diameter, with 1 1/2" clearance between rail and wall, fastened securely to wall at ends and center. 3. Insulate lavatory. 4. Lower mirrors and shelves, where provided, to no higher than 40" above floor. 5. Install wall mounted urinal with the opening of the basin 19" from floor. 6. FACILITIES TRANSITION PLAN RECOMMENDATION MORAINE AVENUE RESTROOMS PARKING 1. Designate one handicap space on the West or North side of the building, properly sized·'and. signed. RESTROOMS 1. Install 32" wide outswinging doors. 2. Install grab bars on each in handicap stall that are 33" high and parallel to the floor, 1 1/2" in diameter, with 1 1/2" clearance between rail and wall, fastened securely to wall at ends and center. 3. Insulate lavatory. 4. Lower mirrors and shelves, where provided, to no higher than 40" above floor. 5. Install wall mounted urinal with the opening of the basin 19" from floor. 6. Install water closet with the seat 20" from the floor. 7. Lower accessories, dispensers and disposal units to no higher than 40" above floor. . FACILITIES TRANSITION PLAN RECOMMENDATION PUBLIC PARKS (PEACOCK, RIVERSIDE, BOND, TALLANT) PEACOCK PARK Peacock Park was constructed in the summer of 1984, as part of the Town's streetscape improvements. This park is accessible and useable by handicapped persons. RIVERSIDE PARK Riverside Park is accessible to handicapped persons. BOND PARK Bond Park is accessible to handicapped persons. TALLANT PARK 1. Designate handicap parking space in parking lot on East side of Visitor's Center. 2. Provide "curb cut" in railroad tie on South side of this parking lot to' improve access to restrooms at Visitor' s Center. Smooth pedestrian path surface. 3. Provide "curb cut" in railroad tie on West side of Visitor's Center. FACILITIES TRANSITION PLAN RECOMMENDATION RIVERFRONT PARK Riverfront Park will be constructed in 1985. Improvements will consist of parking area and restrooms. PARKING 1. Designate one handicap. space, properly sized- and signed. RESTROOMS 1. Construct to meet ANSI standards. FACILITIES TRANSITION PLAN RECOMMENDATION STANLEY PARK WALKS 1. Provide smooth surface from parking area to grand- stand and restroom area. PARKING LOTS 1. Designate one handicap space, properly sized and signed. RAMPS (To Men's Restroom) 1. Grade of ramp is acceptable. However, site work in area of restrooms needs to be done to improve access to ramp. Function of ramp could be improved with an easterly extension. 2. Install handrail on one side. 32= high, extending 1" beyond top and bottom of ramp. RESTROOMS 1. Restrooms are accessible. However, entry to each needs improvement. Entire surface area around restrooms should be improved. 2. Widen exterior door to men's restroom to 32". 3. Lower grab bars to 33" high. 4. Increase the height of water closet seat to 20". 5. Install wall mounted urinal with the opening of the basin 19" from floor. 6. Lower accessories and dispensers to no higher than 40" above floor. 7. Insulate lavatory. 8. Mark with symbol of access. PUBLIC TELEPHONES 1. Public telephone is not accessible. Accessibility would be gained through site improvements around restroom. A concrete pad, level with the ground would work. 2. Lower telephone so that dial, handset and coin slot are 48" from grade. The phone should also be equipped and identified for persons with hearing disabilities. FACILITIES TRANSITION PLAN RECOMMENDATION SENIOR CENTER The Town of Estes Park owns this building, which is leased to the Estes Park Senior Canter. The Town also contributes revenue sharing funds to the Senior Center. The Senior Center is managed and operated by an independent board.- The Town is not involved in program operation. The results of this evaluation should be reviewed by the Senior Center Board and the Town when considering improvements to this building and funding requests. PARKING 1. Parking lot is to be paved in near future, at.which time one or two handicap spaces, properly sized and signed, should be designated. RAMPS Ramp on South side of building conforms. An additional handrail mounted at proper height on building side would be beneficial. The Senior Center constructed a new ramp on the West side of the building which does not conform. This ramp should be modified as follows: 1. Decrease slope of ramp to equal 1 ft. rise in 12 ft. 2. Install handrail, 32" high, and extend 1' beyond the top and bottom of the ramp. 3. Provide level platform at top which is at least 5'x 5', extending at least 1' beyond doorway on knob side. ENTRANCES 1. Mark with symbol of access. DOORS AND DOORWAYS 1. Entrance features to door on West will be corrected with ramp modification. 2. Correct sharp level chailges at doorsill on South door. STAIRS 1. Extend one handrail 1'6" beyond top and bottom of steps (interior). RESTROOMS 1. Increase width of entrance to 32" wide. 2. Install grab bars on side and back walls, 33" high and parallel to the floor, 1 1/2" clearance between the rail and wall, fastened securely to wall at ends and center. 3. Increase the height of toilet seat to 20". 4. Install wall· mounted urinal with the opening of the basin 19" from the floor. 5. Lower mirrors and dispensers to no higher than 40" above the floor. 6. Insulate lavatory. TELEPHONES 1. Identify and equip one telephone for persons with hearing disabilities. LIGHTING 1. Install exit signs. FACILITIES TRANSITION PLAN RECOMMENDATION LIBRARY The Town owns this building, which is leased to the library. The Town also contributes revenue sharing to the library. The library is managed by an independent Library Board. The results of this evaluation should be reviewed by the Library Board and the Town when considering improvements to this building and funding requests. WALKS 1. Surface is not very smooth in some locations. PARKING LOTS 1. One handicap space, properly sized and signed should be designated. RAMPS 1. There is a 54" long "ramp" in front of the checkout area. Ramp slope conforms. Handrail is not needed. ENTRANCES 1. Access is hindered by the location of a tree south of the front door. There is not a 5' clear space in direction door swings. Pavement surface in this area is rough. 2. Make door easier to open. 3. Library entrance is "useable" by handicap individuals. RESTROOMS 1. Public restrooms are not provided at the library. Persons are.directed to restrooms at the Municipal Building. 4 4 r. 10. FACILITIES TRANSITION PLAN RECOMMENDATION MUSEUM PARKING LOT 1. Designate one handicap-parking space, properly sized - and signed, riear front entrance. - ENTRANCE 1. Mark with symbol of access. RESTROOMS 1. Public restrooms are not provided.
