Two more are planned for August 11 and September 1, 2007 from 7:00 am to 11:00 am- welcome all! August Programming: The Estes Park Senior Center has developed a partnership with Colorado State University and the Osher Lifelong Learning Institute (OLLI) to bring courses to Estes Park which will provide dynamic learning opportunities in a relaxed environment as participants engage with others who are also seeking intellectual stimulation. The Division of Continuing Education at Colorado State University (CSU) announces a diverse array of Osher Institute Courses in Estes Park and Fort Collins which are designed for adults 50 years and better (although anyorie with a curious mind is welcome). Course offerings emphasize knowledge building and community engagement. OLLI/CSU instructors are emeritus faculty and professionals from the community and have prepared professional courses. Two unique and exciting courses from the Osher Institute will make their debut in Estes Park in September and October. The Estes Park Senior Center invites the community to the inaugural event and presentation about the Osher Institute on Wednesday, August 15 from 4 p.m. - 6 p.m. in the Meeting Room of the Estes Park Museum, 200 4~ Street. A networking reception will be held at the event where those in attendance can sign up as members and enroll in fa112007 OLLI courses scheduled for both Estes Park and Fort Collins. The inaugural reception is free and open to the public. However reservations are required and can be made by calling the Senior Center at (970) 586-2996 by August 13, 2007. Contact the Senior Center for more information on these excellent new courses. COURSE #1: Five Plants and a Fish that Changed World History Continued on next page. Course Overview: Most people, if they think of plants at all, regard them as edible (as a food source), bothersdme (as weeds) or problematic (due to allergies or poisonous propdrties). However, some plants have changed the course of world history. Join us in this seven-session short course to discover how tea, cotton, sugarcane, quinine, potatoes and cod have changed lives and history! Instructor: Robert Zimdahl, Ph.D., one of the founders of CSU's Society of Seniof + Scholars, is a retired professor of Weed Science in the Department of Bioagricultural Sciences and Pest Management. Dr. Zimdahl served as editor of the professional journal entitled Weed Science for over a decade and has been an integral part of International Programs at Colorado State University. He has been given many awards in recognition of his teaching, research and service contributions. COURSE #2: Eco-Psychology , Course Overview: Eco-psychology links the psychological and ecological understanding of mental health and sanity in the world. This relatively new field utilizes aspects of environmental psychology, the psychology of religioh and health psychology, as well as an understanding of ecology, to explicate human/ environmental relationships. The class will use texts, articles and per§onal exercises and reflection to explore the power of the human/environment link. Instructor: Dr. Elisa Robyn is a mod&m-day Renaissance educator and leader with a diverse background spanning geology, psychology, arts and sciences, and spirituality. She holds a Master's degree in geology from the University of California, Santa Barbara, and a Ph.D. in educational psychology from CU-Boulder. Her . professional career has sptinned such jobs as working on an oil rig and serving as Dean of Arts and Sciences at the Community College of Denver. 4 Regular Programming: Regular events and drob in programming continue with weekly events such as Tri Fit, Tai Chi, Pool, Cards, Socials, Arts and Crafts, Seniors and Law Together and more. ACTION ITEMS: None BUDGET/COST: N/A RECOMMENDATIONS: None MEMORANDUM Community Development To: Community Development Committee From: Bob Joseph Date: 7-30-07 Subject: 2007 Planning Review Fee Schedule Background The Community Development Planning staffing costs (Shirk, Chilcott, and White @ 100%, and Roederer / Joseph @ 75%) total $234,756 this year. Our target is 50% cost recovery, or a total Town/County fee collection of $117,380. Last year we collected about $65,000 total town and county; so this indicates our current fee structure is recovering only about half of our target. Last month at Committee staff was directed to prepare a single fee structure that could be adopted for both the Town and County. With this in mind, the 2007 fee proposal has been adjusted to more closely fit with the existing County fee structure. The 2007 fee proposal contains several new fees that staff feels should be implemented this year. We can implement the proposed increase to existing fees in two equal steps. The first half of the increase would come in the next twelve months, and the full amount would be come effective in August 2008. At that time, the Clerk's office was instructed to write code language to implement the new fee schedule and licensing procedures. The Clerk's office was also instructed to work with the Farmers Market in the process. A letter was sent to the manager after the CDC meeting in June; however, no response was received as of the date of this memo. The proposed code language has been incorporated into the current business licensing language and has been reviewed by Attorney White. Budget. N/A Action: The Town Clerk's office requests the consideration of the proposed Ordinance for community special event vendor licensing. '4 5.20.010 Business license fee. (a) There is imposed a business license fee on the privilege of carrying on or engaging in any business, profession or occupation within the Town, which business, profession or occupation consists of the selling of goods, wares, merchandise or service; the performing or rendering of service, for charge; the leasing, renting or furnishing of accommodation units; and the carrying on or engaging in any nonresident business or community special event. Each business, profession or occupation conducted at a separate physical location, regardless of ownership, shall pay a business license fee. (b) Each individual accommodation unit which is separately owned, including but not limited to a condominium unit, shall pay a business license fee for the individual unit as provided in Section 5.20.030. An entity or company managing one (1) or more accommodation units, including but not limited to condominium units, shall also pay a business license fee for the management business separate from the business license fee paid by the ownerof the individual accommodation unit. The Town, after giving written notice to the owner of any business, profession, occupation, ef accommodation or community special event vendor who has either failed to pay the fee in accordance with Section 5.20.060 may revoke the license of the owner. Upon revocation of the license, the owner's right and privilege to conduct the business, profession, occupation or accommodation within the Town is terminated. AN ORDINANCE AMENDING CHAPTER 5.20 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK, COLORADO TO INCLUDE COMMUNITY SPECIAL EVENT VENDORS WHEREAS, it is necessary for Chapter 5.20 of the Municipal Code to be amended with regard to licensing of community special event vendors; and WHEREAS, it is necessary to adopt certain terms and restrictions for the licensing of all vendors associated with special events; and WHEREAS, the Board of Trustees of the Town of Estes Park, Colorado, has determined it is in the best interest of the Town to amend the Municipal Code of the Town of Estes Park, Colorado by the adoption of this Ordinance. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK, COLORADO: Section 1: Sections 5.20.010 (c), 5.20.020 (6), 5.20.030 (6), 5.20.040, 5.20.50 (b), 5.20.060 (b), 5.20.070, and 5.20.080 Sub of the Municipal Code shall be amended to read as follows: 5.20.010 Business license fee. (c) Each community special event vendor that engages in business within the corporate limits of the Town shall first obtain a license from the Town Clerk. The community special event coordinator is required to have a General business license. Any community special event coordinator or special event vendor with a current Town business license is exempt from this business license fee. 5.20.020 Definitions. 0) Community special event vendor means any business that sells or offers to sell any goods, wares, merchandise or service in conjunction with a community special event. Community special event coordinator means the individual or organization that is responsible for the management of the community special event. 5.20.030 Amount of license fee. The business license fee is set forth as follows: (6) Community Special Event Vendor The business license fee shall be as follows: 1 day $ 10.00 2 days $ 15.00- 3 days $ 20.00 4 - 7 days $ 25.60 8 - 30 days $,50.90 +30 days $200.00 5.20.040 Business license required. < 1 Every person who is the owner of any business, profession occupation, accommodation unit or community special event vendor including owners of multipla businesses at separate physical locations, which is subject to the business license fee set forth in this Chapter, shall obtain a business license from the Town prior to engaging in any business, profession, occupation, accommodation or community special event within the Town. (b) Every community special ~vent business license shall. be numbered andshow the vendor name, name of the event and dates applicable and shall be displayed at each booth in a conspicuous place. 5.20.060 Payment of license fee. (b) Community special event vendor fees shall be collected by the community special event coordinator and remitted to the Town Clerk with the name of the vendor, vendor's sales 'tax information, name of event and date(s) of event at least' 10 business days prior to the start of the event. 5.20.070 Violation. r It shall be a giolation of this Chapter for an owner of a business, profession, occupation, accommodation or community special event vendor or any person subject to the business license fee imposed herein to fail or refuse to make payment to the Town of the fee or in any other manner to evade the collection and payment of the fee or any part imposed by this Chapter.
