. 1 Estes Park Convention & Visitors Bureau Memo TO: Community Development Committee From: Peter Marsh CC: Randy Repola Date: May 1, 2007 Re: Use Policy for the Bond Park Cabin BACKGROUND: With the installation of the Bond Park Cabin, we have had two requests from local organizations about using the cabin for their own events. The CVB has operated the cabin for one season and has had time to study the requests with respect to the impact they would have on the visitor information function. Following a discussion with the policy advisory committee, and maintaining the goal of providing accurate and complete information to the visitors, it is recommended that we restrict the cabin to its intended use as a visitor information center. The cabin has been equipped with the necessary tools and equipment to assist the visitor, similar to the visitors center, and this equipment needs to be left in the cabin. Using the cabin for events, or to sell items from, or be used as storage, would require moving the CVB operation in and out of the building. This is impractical. The cabin has had its interior completed and carpeted. It is no longer suitable to dispense food and beverage items from and needs to be cleaned and maintained the same as the visitors center to present the professional image we wish to make to our visitors. BUDGET: N/A Action: Accept the attached policy as presented. 1
Estes Park Convention & Visitors Bureau Bond Park Cabin Use Policy 5/03/07 The Estes Park Convention & Visitors Bureau operates the information cabin in Bond Park. The cabin is to be used to provide information to visitors during the summer months. The CVB will staff the cabin with information specialist as the budget allows. Due to lack of interior space and lack of supervisory staff, the cabin may not be used for event ticket sales, except by CVB staff for tickets already being sold in the Visitors Center, nor can the cabin be made available for non- profit, or service group use. Any signage and or banners on the cabin must comply with the Town's sign code and hang on the designated hooks. No staples or tape should be affixed to the cabin. The Town Board has the right to review this policy and make changes as necessary. NOTE: Town Board has not yet approved this policy.
Estes Park Convention & Visitors Bureau Memo TO: Community Development Committee From: Bo Winslow CC: Randy Repola Date: May 1, 2007 Re: Revision to Municipal Code regarding Banner Locations BACKGROUND: The current Municipal Code has 3 specific locations for banners being displayed in the town limits. These can be found in chapter 17.88 of the Municipal Code. Two of the locations have had changes to their sites and the code needs to be updated to accurately reflect their true location. Under the current Municipal Code a banner is permitted on the side of the old visitors center. With the construction of a new center this location will be moved to a free standing banner display in front of the center along highway 34. The current Municipal Code also permits a banner next to the old Coffee Bar restaurant. It is suggested that this location be moved into Bond Park and be placed on the cabin. Attached is the draft revised ordinance for your review. BUDGET: N/A ACTION: The Town Attorney is suggesting the committee approve these changes to the Municipal Code. 1
ORDINANCE NO. 9-07 AN ORDINANCE AMENDING SECTION 17.88.010 LOCATION OF BANNERS, OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK, COLORADO WHEREAS, the Board of Trustees of the Town of Estes Park, Colorado has determined that it is in the best interest of the Town to amend a certain section of the Municipal Code of the Town of Estes Park, Colorado. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK, COLORADO: Section 1. That Section 17.88.010 Location of Banners shall be amended to read: (1) On the east side of the Visitor Cabin in Bond Park, four feet by eight feet (4' x 8') maximum. (2) In the right-of-way area west of the Highway 34 and 36 intersection, thirty feet by three feet (30' x 3') maximum. (3) On a free standing display in front of the Convention and Visitor Center Building along Highway 34, four feet by eight feet (4' x 8') maximum. Estes Park Convention & Visitors Bureau Memo TO: Community Development Committee From:Tom Pickering CC: Randy Repola Date: May 1, 2007 Re: RFP for concepts and presentation materials for multi-use stall bams at the Fairgrounds at Stanley Park BACKGROUND: In the 2007 budget moneys have been allocated to begin designing and building new stall bams for the Fair Grounds at Stanley Park. Staff has assembled the requirements necessary for the functional design of the bams. Staff would like to send a request for proposals (RFP) to local designers seeking professional design services to create concept materials for the proposed bams. The materials will include concept drawings showing the scope of facilities, the multi use opportunities, and how the new bams will be sized to accommodate the equestrian events as well as other shows. Furthermore, the materials will include two interior floor plans of the new bams, offices, and show office, and a four color rendering of the exterior of the building. The fees will include al! meetings and correspondence with staff, and one presentation to the committee. BUDGET: Community Reinvestment fund for engineering (account # 204-5400-544- 22-02 ) contains $50,000 for anticipated work at Stanley Park. ACTION: Approval to send out an RFP for professional services to create presentation materials for the new stall bams at the Fair Grounds at Stanley Park. 1
Estes Park Convention & Visitors Bureau Memo To: Community Development Committee From: Peter Marsh, Director of Communications CC: Randy Repola Date: April 24,2007 Re: CVB Marketing Committee - May, 2007 REPORTS: as of March 31. 1. 2007 Individual Visitors Guide Requests - down 15.76% compared to the first quarter of 06. Perspective, very close to 05 counts and way ahead of 03 counts. We have no explanation for this, except, perhaps to blame the weather across the United States during the first quarter. At the same time, e-mailed requests for a guide are up by 7.27% over 2006. 2. WATS Line calls - off the pace by 5.2% compared to last year. 3. Visitors Guide Downloads - up 124% over the same period over 2006. 4. Magazine Advertising - running 21.5% behind last year (see point # 1 above) 5. Internet Advertising - Our Google Keyword campaign is up by 47% over last year, and once again returning the low Cost Per Lead Acquisition that we were looking for; our Colorado.com campaign launched in early April; our event advertising starts with Jazz Fest on the web sites of Channel 9 (most used news site in Denver), Denver Newspaper Agency (2~d busiest) and Channel 4, starting the week of May 7"1 6. Program Planning - During May, we will create and submit the fall magazine ads for 14 different titles; redesign the Real Rockies Brochure, 90,000 of which are distributed annually by a rack display vendor along 1-70 Denver to Burlington, 1-25 Castle Rock to Cheyenne, 1-76 Denver to Julesburg; Create and distribute the rest of the online event ads. 7. Inserts the second insert of the year will be inserted to the daily newspapers in Boulder, Longmont, Loveland, Greeley, Fort Collins, Cheyenne, on Sunday, May 6*. This will promote Jazz Fest, Wool Market, Midsummer Festival, Rooftop Rodeo as well as all other calendar entries through late August. 8. Newspaper Advertising - Note that a 4-color event ad will run in Summer Escapes, Rocky Mountain News, May 12, a similar 4-color ad will run in Favorite Destinations Travel section in the Post on Sunday, May 13, and a special calendar ad specifically promoting Jazz Fest will also run Sunday in Travel in the Post. 1

B) Statistical reports in the coming months will be issued, based on information received from a new dipping service. In April the Colorado Press Association sold its internal service to a company based in Missouri. The new company uses different methodology to collect data used in these reports. There will not be a report on April clippings. However, beginning with the June Community Development Committee report, new baselines for coverage will begin. Special Coverage: Through contacts with MMG, the state's advertising-PR agency, a familiarization tour of the area will be conducted in June for a travel writer on assignment for the Minneapolis Star Tribune. National coverage of Estes Park is anticipated to indude material in Diversions and Family Circle. 1

March Visitors Center Traffic The center experienced a 108% increase in Visitors Center traffic over March, 2006. We had 9,675 visitors this March, an average of 312 per day. Last year, we saw an average of 150 people each day, for a total of 4,652. 2. March Telephone Calls Visitor Services staff fielded a total of 1,641 calls this March, as opposed to 1,495 calls in March, 2006. 3. April Visitors Center Traffic The center experienced a 27% increase in Visitors Center traffic over April, 2006. We had 9,437 visitors this April, an average of 325 people per day. Last year, we saw an average of 256 people each day, for a total of 7,432. 4. April Telephone Calls Visitor Services staff fielded a total of 1,493 calls this April, as opposed to 1,342 calls in April, 2006. NOTE: Estimates forvisitortraffic and telephone calls were used for the last 4 days in April in order to complete this report. 5. Volunteer Ambassadors: Recruitment Recruitment for volunteer Ambassadors has been in high gear, and we are happy to announce that there are new Ambassadors who have joined the organization. Currently, there are 70 Ambassadors available to assist with walk-in Visitor Services. This is the number we like to have on board going into the busy season, so we feel well staffed with volunteers. There are others who have expressed interest, but have not yet started training, so the number of volunteers may increase more in the next month or two. 6. Volunteer Ambassadors: Soon to start every day Saturday, May 19 we will move to being open daily from 9A - 8P. These hours will continue into early October. The Ambassador schedule is just about complete for the busy season. May 19 is also the day the Ambassadors will begin to assist with Visitor Services every day, not just on the weekends. We are extremely grateful for their assistance and could not handle our visitors without them! 7. Seasonal Staff: Hiring Process Over We are quite fortunate to have returning seasonal staff coming back to help us this year! One is returning from the 2005 season, and four are returning from last year. All did a great job for the CVB in the past and we look forward to working with them again. 8. Estes Park 2007 Visitor Guide: Distribution from the Visitors Center We have distributed approximately 9,800 Visitor Guides through the Visitors Center. This distribution includes both walk- in visitors and Estes Park businesses. 1

The Monteverde, Our Sister City exhibit continues through May 25. Lawrence Lubeck's Rocky Mountains, an art exhibit, opens June 22. A new sound installation allowing visitors to hear recorded accounts o f the Lawn Lake Flood has been installed in the permanent exhibit gallery. The installation was funded by a grant from the Rotary Club of Estes Park Foundation. Mav Events May 1 Museum Summer Schedule Begins: Open daily 10 AM to 5 PM and Sundays 1 PM to 5 PM. May 25 Distant Bugles, Distant Drums: The Union Response to the Confederate Invasion of New Mexico. The little-known story of Colorado's role in the Civil War presented by Pulitzer Prize-nominated author Flint Whitlock. Sponsored by the Xcel Energy Foundation. Joint program of the Estes Park Museum and the Estes Park Public Library Foundation. Free, 7:00 PM at the Museum. May 29 Fall River Hydroplant Opens for the Season. Hours are Tuesday through Saturday, 1 PM to 4 PM. Professional Development The Institute of Museum and Library Services, a federal agency, has invited me to participate in Connecting to Collections: 77;e National Conservation Summit, which will be held on June 27 and 28 in Washington, DC. Four representatives from each state, two museum professionals and two library or archives professionals, will attend. The co- host and venue of the summit is the Smithsonian American Art Museum. The purpose of the summit is to identi fy strategies for preserving endangered collections, engaging the public in conservation and identifying new funding sources. The keynote will be given by the Archivist of the United States, Allen Weinstein. I am thrilled to have been given this opportunity to participate at the national level on this important topic.
