The last contract we had with Powder River was a three year contract and this past summer (2006) was the end of their three year contract with the Town. An RFP was created and sent to thirty (30) stock contractors. Please see attached RFP. We received 15 responses back. Four Rooftop Rodeo Committee members, knowledgeable in rodeo and business, were asked to serve on the committee to peruse the bids and make a selection. The committee members were Ed Lewis, Don Moor, Steve Wilson, Art Mutschler (president of Rooftop Rodeo Committee.) Teri Wright and Tom Pickering were also present at this meeting. The committee created a list of criteria so they could make the best selection. The criteria included: background on contractor, history of contractor, references from rodeos the stock contractor had done in the past, price, list of sub-contractors each contractor might use for extra stock, and personal knowledge each committee member had about each stock contractor. Taking all the criteria into consideration the list was narrowed to three contractors: New West & Sankey Rodeo Company of Joliet, MT; Broken Arrow Rodeo Company of Tuscon, AZ and Powder River Rodeo, LLC of Wright, WY. BUDGET/COST: Account #222-5500-455-2918 (Stock Contractor) $63,500 for 2007; $66,560 for 2008 and TBD for 2009. ACTION: It is the committee's recommendation to award a three-year contract to Powder River Rodeo LLC at $60,0000 for 2007; $61,200 for 2008; and $62,424 for 2009. 1 , T REQUEST FOR PROPOSALS Stock Contractor for Rooftop Rodeo, Estes Park, CO September 2006 Background The Town of Estes Park, Colorado holds an annual PRCA rodeo every July - The Rooftop Rodeo. 2007 will be the 81St annual Rooftop Rodeo. The dates for the 2007 rodeo will be Tuesday, July 10 through Sunday, July 15, 2007. Each performance begins at 7:30 p.m. with slack at 9:00 a.m. The Rooftop Rodeo is requesting bids for its 2007,2008 and 2009 PRCA Rodeo. Intent To provide top quality livestock and sufficient numbers for a six (6) performance rodeo and slack performance. Tuesday, July 10 - Sunday, 15, 2007 Tuesday, July 8 - Sunday, 13, 2008 Tuesday, July 7 - Sunday, July 12, 2009 The Town reserves the right to award contracts to the contractor who demonstrates they will best serve the needs of the Town and Rooftop Rodeo in its sole discretion. Scope of Services 1. Must have sufficient livestock numbers for seventy-two (72) minimum entries in the Bareback and Saddle Bronc riding. Ninety (90) minimum entries in the Bull riding. - - 2. Must provide list of all sub-contractors used and list of NFR qualifying animals from sub- contractors. 3. Must provide the following personnel with top accreditations. A list must be submitted. a. Announcer b. Two timers c. Rodeo secretary d. Two bullfighters e. Two pickup men f. Sound Technician and music with full sound system g. Specialty Act/clown h. Back pen labor 1 4. Provides all necessary equipment, flags, banners, electric eye, chute equipment, halters, flanks, etc. to produce a top quality rodeo performance. 5. Contractor shall provide comprehensive general liability insurance with minimum policy limits of One Million and 00/100 Dollars ($1,000,000) for each occurrence and One Million and 00/100 Dollars ($1,000,000) aggregate. The policy shall be applicable to-all premises and operations. The policy shall include coverage for bodily injury, broad form property damage, personal injury (including coverage for contract ional employee's acts), contract ional and independent contractors. The Town of Estes Park shall be named as additional insured on this policy. Proposal Content Proposals must be received by mail or fax no later than Friday, October 13, 2006. Guide Downloads at 211,686, are 94% over this period last year. 3. Magazine advertising responses are up 6.03% compared the same period last year. 4. Internet advertising: Denver Newspaper Agency web site to promote the Christmas Parade to Denver users, and Google AdWords to maintain high search engine ranking. 5. WATS line calls: Counts for the first six months of 2006 are up by 532 calls, or 3.91%, compared to the same period last year. This is a very solid gain after years of decline! 6. Work in Progress: Magazine schedule for 2007 advertising flights, planning of Google campaign for next year, planning of the 2007 newspaper schedule are all in the works. 7. Special Note: Depending on the strength of demand, we may be out of 2006 Visitors Guides by Thanksgiving, at which time, we will take names for the 2007 Guide which will be available in late December. Web site Press Room Downloads through Sept. 30, 2006: 7,718 ACTION ITEM: None %, CDC Report - Group Sales 2006 CONFERENCE CENTER The Conference Center has been heavily used lately with a strong Fall contingent of conferences. Carpet and furniture are in desperate need of replacement this year, and we are looking at options to begin the process as soon as final budget approval is confirmed. Water seepage in and around the maintenance/electrical room has been addressed and we believe the leak has been completely repaired. Only Spring thaw and rains will tell us for certain. Otherwise, the facilities are in good shape. ADVERTISING/MEDIA The CVB continues to advertise in Reunions Magazine. We are now listed in their Catalog of Reunion Resources. Copy of current ads is attached. We again ran co-op advertising with Colorado Meetings and Events magazine. The full page co-op is sponsored by the CVB group sales dept. and features the Estes Park Conference Center, Estes Valley Resorts and the Stanley Hotel. Fall ad is attached, as well as two additional listings that ran in the same Fall/Winter issue. These two additional listings, which included an article on Jazz Fest (through our Communications Coordinator) really increased our presence with Colorado Meeting Planners. The Town of Estes Park and the Conference Center hosted the APWA Western Snow & Ice Conference in September. Numbers are still coming in, but estimates to date sound like the group utilized approximately 1500 room nights with an ROI of $400,000. Qwest Dex advertising program continues and hits are at the levels expected. GROUP SALES LEAD/REFERRALS Group activity has been steady for the past three months (July - September). For each of these three months, Julie was out of the office for one or more weeks, unable to respond to leads and referrals immediately, thus skewing numbers a little from the 2005 figures. The most notable differences occurred in the reunion category, (which is very active this time ofyear) both in July and September. While the calls and visits were probably equal in frequency to 2005, the response time was delayed, thus pushing them back into the following month. EDUCATION Group Sales dept. attended the Governor's Conference on Tourism held at Keystone Resort in October. Courses in Internet Marketing, RV Group Travel and the International Tourism Marketing were of particular interest for groups. FAM TOURS/TRADE SHOWS The Estes Park CVB Group Sales Dept. sponsored a hole in Glenwood Springs for the Customer Appreciation/Golfing Event for Destination Colorado. This allowed for some one on one time with meeting planners in a relaxed environment. FILM COMMISSION There has been good interest in using the Estes Park area in the past few months for filming projects. We've had four permit requests to use public locations with two actually completing the process and filming here for a day in the last month. The Estes Park Film Festival was held here in September with a great turnout for a first year event. Julie represented the Town of Estes Park at the festival. One independent film company has been considering filming a major feature film here (3:16) in 2007 and I've been working with them regarding plans since Jan. of 2006. The Hunter/Jumper Organization is very pleased renovations have begun and thought the renovations would bring more horse _ entries. COMMENTS: The income decline is due to many owners bringing their own bedding and feed. The numbers show an increase in horse entries. The Hunter-Jumper horse industry is stable, with most all Hunter-Jumper shows across the country having maintained their attendance even with the economy situation. This show holds three Grand Prix Jump-Offs with a purse of $25,000 each week. About one third of the exhibitors are here for the entire three weeks. The majority stay in motels, houses or condos. Bond Park proves to be the best location for this event and we once again received good comments on our layout and using MacGregor Avenue. The wolf and raptor exhibits were very popular. Elk viewing tours were very successful. This year we used the same buses as the CVB used for the shuttles. We need to continue to improve the tours and have suggestions for next year. This is a great, hardworking committee of eight members plus staff.
