We were maxed on both days and people were setting along the river and the park was full. COMMENTS: This was the second year to hold Jazz Fest in Performance Park. The weather was fabulous and the entertainment line up very good. Most of those who attended came specifically for the music as a result of the advertising. Poppy's Pizza & Grill was again a sponsor and the Silver Moon Lodge provided rooms for several of the entertainers and sound staff. Many ofthe attendees were here for the two days. . r MEMORANDUM Community Development To: Community Development Committee From: Bob Joseph Date: 5-31-05 Subject: Stanley Park Background: We have a revised proposal from DSW / VHE for final design of the Phase One improvements. The fall construction will include final grading and drainage improvements, resurfacing all arenas, and installation of underground utility mains. It is expected that this work will be bid in August with notice to proceed late September. The engineer' s estimate and authorization to go to bid will be presented to the committee at the August meeting. The involvement of both VHE and DSW in this final design is a logical continuation of professional design services first engaged through competitive proposal process undertaken last year. Budget Impact: $50,000 was budgeted for the first phase design this year. However, the scope ofthis work has been expanded to provide better coordination of the phased construction of inter-related improvements. The current request is f+$55,991 plus reimbursables estimated at 4 $5,500. AN ORDINANCE AMENDING CHAPTER 14.12 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK, COLORADO FOR THE PURPOSE OF ADDING REQUIREMENTS FOR A GRADING OR EXCAVATION PERMIT TO THE INTERNATIONAL BUILDING CODE, 2003 EDITION. WHEREAS, it is necessary to add the requirements for a grading or excavation permit to Appendix J of the International Building Code, 2003 Edition. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK, COLORADO. Section 1. Chapter 14.12 shall be amended by the addition of the following section: 14.12.025 Grading Permit. Appendix J of the International Building Code, 2003 Edition, shall be amended by the addition of Section J 103.3 to read as follows: "No grading or excavation for projects which require development plan approval or subdivision approval under the provisions of the Estes Valley Development Code shall be done without a grading permit. A grading permit may be issued following final approval of a development or concept plan if the applicant desires to grade or excavate a project prior to the issuance of a building permit." Section 2. The adoption of this Ordinance is hereby determined to be an emergency in order for grading permits to be available for projects; and WHEREAS, in the opinion of the Board of Trustees an emergency exists, this Ordinance shall take effect and be in force immediately after it is passed, adoption, and signature of the Mayor. (The ordinance is attached should you need it). Will has requested this omission be restored, thus I have also attached former Chapter-14.12.030 to assist you in preparing a new ordinance. Please send the ordinance to me for presentation at an upcoming Community Development Committee. As Building Safety is no longer authorized to issue these permits, perhaps the ordinance should include the "emergency clause." Should you have any questions/concerns, please let me know. Thanks! 1 .STES .8.K pRIDE AWARDS . 1, ESTES J PARK COLORADO b ,./ Estes Park Pride Awards Background: Every year the Town of Estes Park gives hundreds of thousands of dollars to local non-profit organizations to support our citizens. This is good for the community and this program is not meant to endanger any part of the Community Services funding, save a very small amount. Some of these organizations recognize citizens. Currently the Town of Estes Park recognizes all volunteers yearly. These Estes Park Pride Awards are meant to compliment other efforts and to allow the Town of Estes Park to give special recognition to some of its citizenry. Awards Recognition Categories: 1. Volunteer of the Year. This award would recognize the volunteer(s) who have done something "remarkable" for the community during the past year. Long-term community volunteerism could be considered during the selection process. The nominations can come from anyone, or any organization, within Estes Park. The criteria for this award need to be loose so as not to hinder the evaluation team (evaluation methodology discussed below). Elements considered would be number of citizens affected, scope of personal involvement, number of hours dedicated, and uniqueness of the volunteer's effort. Should the evaluation team find more than one supremely qualified volunteer, multiple awards could be granted. a. Award - Mayor's Plague and dinner for 2 at a local restaurant. b. Methodology - The award would be announced so as to give enough time for submission and evaluation before making the award at the annual Volunteer Recognition Ceremony in April. The evaluation team would consist of two Town employees, one member of a local service club, and two elected officials. c. Nominaticns will be due 12/31/2005. 2. Teacher of the Year. The Estes Park R-3 School District has some wonderful teachers and it would be wonderful if the Town could recognize their truly exceptional efforts. Again, the criteria would center on Service to Estes Park. The nominations can come from anyone within Estes Park. a. Award - Mayor's Plague and $1000 b. Methodology - Coordination with Park R3 School District Superintendent to ensure whether they would want to take part, and, if so, when they would want to make the award. The evaluation team would consist of two Town employees, two elected officials and the R3 School Superintendent (or designee). c. Nominations will be due 12/31/2005. 3. Estes Park High School Senior Estes Park Student Pride Scholarship. There are many scholarships offered each year to the graduating seniors. Each has its individual set of criteria. This award would be based on service to Estes Park. The successful candidate will have not less than a 2.0 grade point average for their high school tenure. Elements considered would be number of citizens affected, scope of personal involvement, number of hours dedicated, and uniqueness of the volunteer's effort. The students would apply for this scholarship at the same time and in the same way as with the other scholarships. We would ask for a special supplemental statement specifically identifying all aspects of their community service. a. Award - Mayor's Plague and $2500 towards post high school tuition and/or room and board made payable to the trade school or college. b. Methodology - Coordination with Park R3 School District Superintendent to ensure whether they would want to take part. The scholarship would be awarded at the graduation ceremony with all of the other scholarships. The evaluation team would consist of two Town employees, two elected officials, outside judge(s) and the R3 School Superintendent (or designee). c. This scholarship will conform to existing school scholarship timeframes. 4. Businessperson of the Year This award would recognize the businessperson who has done something "remarkable" through their business for the community during the past year and if applicable from past years coinciding. The nominations can come from anyone, any business or any organization, in/outside of Estes Park for a Business in Estes Park. Elements considered would be number of citizens affected, scope of personal involvement, number of hours dedicated, and uniqueness of the volunteer's effort. a. Award - Mayor's Plague and $1000 b. Methodology - The award would be announced so as to give enough time for submission and evaluation before making the award at the annual Volunteer Recognition Ceremony in April. The evaluation team would consist of three peers from local service organizations and two elected officials. c. Nominations will be due 12/31/2005. Nomination forms must be received by 12/31/2005.
