Doylen Mr. Chuck Levin Mr. Bill Pinkham Mr. Randy Repola Dear Community Development Committee: I am writing to you today to request a waiver of the building permit fees for the Cleave Street Renovation Project. As you may know, the Estes Park Housing Authority acquired the Cleave Street Apartments in 2001. Funding for this acquisition included a grant from the Town of Estes Park in the amount of $135,000 and $100,000 from the State Division of Housing. This acquisition allowed the EPHA to provide affordable rental housing to 10 households. Funding allowed us to do the necessary repairs to the interior of the units but nothing to the exterior. The building exterior is now in need of a major face lift. We are confident this renovation will be not just an improvement to the building itself, but will also have a major impact on that entire downtown neighborhood perhaps serving as a catalyst for other Cleave Street Property owners. This project would not be possible without the support of not only the Town, but also the community. The Colorado State Division of Housing has granted us $94,000 towards this project. The Board of Realtors is donating the painting and the Town is installing the curb, gutter and sidewalk in front of the building. These financial considerations give us the opportunity to provide safe and affordable housing to families who need it. Grant Update We are currently in the middle of a federal grant project to convert our paper collections records to a searchable database accessible to staff and researchers. Before the project began, the database contained 10,500 artifact records. From February 1 to April 1 the grant-funded data entry technician worked 266 hours and entered 2619 artifact records, for a new total of 13,119 artifact records in the database. She has also entered 1734 donor/accession records. We anticipate the technician will enter about 11,000 more artifact records by the time the project is complete. The Meals on Wheels program (MOW) is showing the largest growth percentage. Year to date, the MOW are ahead of 2004 by 486 meals. Activities attendance (in numbers of units) is also ahead of 2004 by 168 visits. Front Range senior centers and church groups have scheduled visits to Estes Park Senior Center /Estes Park Museum for meals and tours for spring and summer. These groups often shop and tour the Park while here. The Senior Center received a local donation for finandal sponsorship of the coffee service. This will allow free hot beverages to those who come just for activities and programs etc. Previously, hot beverages were available for 25 cents a day and coffee was always free with meals. Catering for all Occasions will continue to manage the coffee service along with the Director. Senior Center Board: The Board is finalizing changes in their mission statement and looking at newly established vision and values statements. They are developing an accounting procedures manual and fine tuning the current endowment and investment policies. Several Board committees are adive in areas such as hospitality, fnance and endowment, public relations, activities, house and garden, newsletter and public relations, etc. Programming May is Older Americans Month and the Senior Center is offering a variety of opportunities. Programs are expanding in response to the recent activities and transportation surveys. Regular programming also continues such as Tri Fit, Tai Chi, Pinochle, Bridge, Pool, Movies, blood pressure dinics, Treasure Attic, birthday celebrations and more. El Pomar Grant The Estes Park Senior Center applied for and received grant monies from the El Pomar Foundation for operational support forthe meal programs. Therefore, this work will be included in the broader scope of Phase One construction to be undertaken this fall. We now have a proposal from DSW / VHE for final design of the Phase One improvements. The fall construction will include final grading and drainage improvements, resurfacing all arenas, and installation of underground utility mains. It is expected that this work will be bid late July or early August with notice to proceed the second week of September. The engineer's estimate and authorization to go to bid will be presented to the committee at the July meeting. The involvement of both VHE and DSW in this final design is a logical continuation of professional design services first engaged through competitive proposal process undertaken last year. Continuation of this team approach will save a month to six weeks in preparation of bid documents. This will result an early fall construction start that should result in some savings in construction cost. The deck is to be approximately 230 square feet and constructed of ASTM A847 self weathering steel with grate decking and railing. The viewing deck is not intended to be ADA accessible. CES will prepare an engineered design with construction drawing and construction cost for the viewing deck. During the design process CES will provide the town with drawings from sketch plan up through final drawings for review.
